ABSTRACTThe objective of this research is to analyze the development results of a valid, reliable, and practical assessment tools in Authentic Assessment as a Function of Formative Assessment In social studies lesson of fourth grade elementary school student. This research is a development research. The development model used in this study is 4D, namely: Define, Design, Develop and Disseminate which refers Thiagarajan development model (1974). The subjects of this research is students of class IV SDN 2 Wonoyoso and SDN Pandanlor Kebumen regency, Central Java. The Product of Authentic Assessment are Scenario Learning, Learning tasks, Instrument of Rating Attitudes, Knowledge, and Skills. The results of this study indicate that the product is the development of Authentic Assessment as a function of formative assessment has (1) validity, (2) reliability, and (3) good practicality when used in social studies lesson in fourth grade elementary school student Semester II, with the theme my environment. Keywords: Authentic Assessment, Formative Assessment, Social Study. ABSTRAKTujuan Penelitian ini adalah untuk menganalisis hasil pengembangan Authentic Assessment Sebagai Fungsi Penilaian Formatif Pada Pembelajaran IPS di kelas IV SD yang valid, reliabel, dan praktis. Penelitian ini merupakan penelitian pengembangan. Model pengembangan yang digunakan dalam penelitian ini adalah 4D, yaitu: Define, Design, Develop, dan Disseminate yang merujuk pada model pengembangan Thiagarajan (1974). Subjek penelitian ini adalah siswa kelas IV SDN 2 Wonoyoso dan SDN Pandanlor Kabupaten Kebumen Jawa Tengah. Produk Authentic Assessment yang dihasilkan meliputi Skenario Pembelajaran, Tugas-tugas Pembelajaran, Instrumen Penilaian Sikap, Pengetahuan, dan Keterampilan. Hasil penelitian ini menunjukkan bahwa Produk berupa pengembangan Authentic Assessment sebagai fungsi penilaian formatif memiliki (1) validitas, (2) reliabiliitas, dan (3) kepraktisan yang baik apabila digunakan pada pembelajaran IPS di Kelas IV SD Semester II, dengan tema Lingkunganku. Kata Kunci: Hasil belajar, IPS, komik, media pembelajaran, pengembangan.

HIV continues to significantly impact the health of communities, particularly affecting racially and ethnically diverse men who have sex with men and transgender women. In response, health departments often fund a number of community organizations to provide each of these subgroups with comprehensive and culturally responsive services. To this point, evaluators have focused on individual interventions but have largely overlooked the complex environment in which these interventions are implemented, including other programs funded to do similar work. The Evaluation Center was funded by the City of Chicago in 2015 to conduct a citywide evaluation of all HIV prevention programming. This article will describe our novel approach to adapt the principles and methods of the empowerment evaluation approach, to effectively engage with 20 city-funded prevention programs to collect and synthesize multisite evaluation data, and ultimately build capacity at these organizations to foster a learning-focused community.

In 2015, the Centers for Disease Control and Prevention (CDC) funded Project PrIDE, a national initiative to implement and evaluate demonstration projects to increase PrEP uptake among HIV-negative individuals and to re-engage HIV-positive individuals in HIV care. Our team served as the Evaluation Center for Project PrIDE organizations in Chicago and used an empowerment evaluation (EE) approach to enhance evaluation capacity at these organizations. To evaluate our approach, we assessed organizations' evaluation capacity and engagement in technical assistance and capacity building activities in 2016 and 2018. Respondents who self-reported higher engagement with the Evaluation Center and who spent a greater number of hours engaged with our evaluators experienced greater increases in evaluation capacity tied to implementation of evaluation activities and technical assistance utilization. These findings demonstrate that multisite EE can be successfully applied to increase the evaluation capacity of organizations providing both HIV prevention and care services.

Participatory evaluation can be embedded in programs to support good governance and facilitate informed decision making in Aboriginal communities in remote and urban contexts. An Aboriginal Elder from the Tiwi Islands in the Northern Territory of Australia described participatory evaluation as a sea eagle looking “long way wide eyed.” The metaphor refers to the long-term and broad approach undertaken when a complex community development program used participatory processes to build evaluation capacity and solve problems. The evaluation approach ensured the program was inclusive, responsive, empowering, and resulted in direct benefits for the communities. This article addresses the lack of literature on applying developmental and empowerment evaluation approaches in practice by describing the methods, tools, and use of evaluation findings. The value of participating for the community members and partner organizations is shared and the benefits and implications for participants and the evaluator are discussed. The authors hope this article inspires practitioners and evaluators to consider participatory ways of working with communities to support community directed action and social change.

Implementation of authentic assessment gives potency and benefit in learning process. This assessment typeis conducted comprehensively both process and outcome. For this reason, the integration authentic assessment isimportant in a learning model. The objective of this research is to develop authentic assessment that suitable with inquiry learning model and determine its validity, practicality, and effectiveness. This research uses research and development (R&D). R&D is a research method which is used to produce certain product and to test effectiveness of that product. Stages of development model consist of primarily study, development model, and model testing. There are four products in this research, those are: writing assessment of initial task, performance assessment, scientific attitude assessment, and written report assessment. Quality criteria of authentic assessmentincluding validity, practicality, and effectiveness. The instrument which is used to measure quality criteria consistof validation sheet experts, practicality sheet by lecturers and assistants, and achievement test sheet. As the resultof this research shows that: 1). the validity of authentic assessment for supporting inquiry learning model is highwith average value of validity is 81.42 and 2). the use of authentic assessment is practice and effective in inquirylearning model.
