This study examined the role of local government in community development in Nsukka Local Government Area of Enugu State, Nigeria. A total of 420 people participated in the study. The study sample of 420 persons comprised 220 community development officers selected from the study area and 200 adult educators randomly selected from Enugu State. The entire population of the study was used due to the size. A 21-item structured questionnaire developed by the researchers was used as the instrument for data collection. Mean and standard deviation were used to answer the research questions. The study revealed that the budget allocation sent by the government to the responsible departments in the local government is not always received as and when due for the effective implementation of community development projects. It was concluded that a higher monitoring authority should be set aside to monitor and supervise the existence of checks and balances between the regulations of the local government areas.

Control of digit forces for grasping relies on sensorimotor memory gained from prior experience with the same or similar objects and on online sensory feedback. However, little is known about neural mechanisms underlying digit force planning. We addressed this question by quantifying the temporal evolution of corticospinal excitability (CSE) using single-pulse transcranial magnetic stimulation (TMS) during two reach-to-grasp tasks. These tasks differed in terms of the magnitude of force exerted on the same points on the object to isolate digit force planning from reach and grasp planning. We also addressed the role of intracortical circuitry within primary motor cortex (M1) by quantifying the balance between short intracortical inhibition and facilitation using paired-pulse TMS on the same tasks. Eighteen right-handed subjects were visually cued to plan digit placement at predetermined locations on the object and subsequently to exert either negligible force (“low-force” task, LF) or 10% of their maximum pinch force (“high-force” task, HF) on the object. We found that the HF task elicited significantly smaller CSE than the LF task, but only when the TMS pulse coincided with the signal to initiate the reach. This force planning-related CSE modulation was specific to the muscles involved in the performance of both tasks. Interestingly, digit force planning did not result in modulation of M1 intracortical inhibitory and facilitatory circuitry. Our findings suggest that planning of digit forces reflected by CSE modulation starts well before object contact and appears to be driven by inputs from frontoparietal areas other than M1.

This chapter is devoted to information technology use in the organization activities in the context of its readiness for change. The authors substantiate the importance of information resources for business and study the existing approaches to formation of information environment in the organization and the role of information systems in the decisions making process. They also consider factors that influence the success of projects on the introduction of information technologies in business activities, as well as principles determining the effective work in this field. The chapter presents the analysis results of specific features of the information technologies integration with various business processes in Russian companies and the methodology developed by the authors for a comprehensive evaluation of companies' readiness for change. Particular attention is paid to the aspect of developing a complex system of indicators for each factor that determines the effectiveness of the integrated information system formation and use.

While the creation of a dynamic agricultural economy was explained by the extraordinary quality of the soils of the state and their excellent conditions for the growth of coffee, the same was not the case with industry. But how such industrial capital was generated and the role of native and foreign capital explains how this occurred. The existence of an educated foreign born labor force was another factor. The chapter covers all the primary industries created before 1950 and how the state’s industries came to control a large share of the nation’s industrial work force.

BACKGROUND: As the last of the millennial generation is graduating and entering the work force, it has become imperative to devise new ways of engaging this group in safety initiatives. OBJECTIVE: This study seeks to investigate if messages aligned with particular identified millennial workplace culture preferences (i.e. teamwork and CSR) can more effectively engage millennial workers. METHODS: Thirty participants completed surveys to determine their predisposed attitudes of teamwork and CSR. They then viewed three versions of a safety presentation each addressing the same topic and information, but each with a different theme behind their safety message (i.e. control, teamwork, and CSR). RESULTS: The pooled teamwork and CSR data showed that these messages were favored in larger proportion than the control message. No statistically significant differences were found between the three messages when analyzed individually. CONCLUSIONS: ANOVA analyses showed a significant difference between the control presentation data and the pooled teamwork and CSR presentation data indicating that millennials prefer safety messages aligned with teamwork and social responsibility to a safety message with no extrinsic motivational theme.
