The composition of the traditional government bureaucracy is still followed by the imperial bureaucracy, by dividing the affairs of government affairs in the kingdom and royal affairs. quality of the bureaucracy and officials expected nothing but the creation of a government apparatus that is reliable, able to carry out the overall general government administration, development and public services efficiently, effectively and professionally. Performance can be defined as the level of achievement in other words, the performance is the level of achievement of the organizational goals of the region. <p><em>This study focuses mainly on participatory budgeting issues, citizen budget education; informing citizens about public investments/projects; community needs; employee performance; the quality of public services provided. The above issues, and especially the relationship between local leaders and citizens, are a good indicator to assess how local governance and citizens are moving in the same direction and to what extent is this inverse fulfillment of expectation. This relationship is expressed in terms of an unclear and incomplete perception of the ratio between what citizens pay in the form of local taxes and public services provided by the Municipality. This fact, mainly related to the expectations of citizens from local government for the use/management of the local budget, highlights the gap between the two parties involved in this process. It is evident the lack of a budgetary education from citizens and the need to orient and clarify citizens on this process, the importance it has for direct involvement of citizens and prioritization of community needs. The article concludes: in order to bring local government closer to citizens and the community, aiming at maximizing the fulfillment of the principle of “subsidiary” of local self-government, the Participatory Budgeting process should be done more inclusive and accessible to citizens.</em></p>

The origins of the Commonwealth Local Government Forum’s Pacific Project date to a 1997 roundtable in Papua New Guinea. Substantial activity, however, commenced more recently in 2005 with the launch of a 5-year project to enhance the quality of local government in the small states of the Pacific Islands. The project was well-conceived and managed to establish strong ‘buy-in’ by major stakeholders and partners. A mid-term review was undertaken in 2008 and was generally positive. The project is now in the final stages of implementation of what it hoped will be only its first phase. In 2009-2010 its central task is to ensure that the ‘key results’ envisaged at the outset are achieved: donors are looking for evidence of real impact in participating countries; project administrators are refining management practices on the basis of the mid-term review (as well as the regular feedback they receive from participating countries); participating countries are being asked to realistically plan, and to better integrate project activities into their ongoing work-plans as evidence of both genuine development outcomes and future sustainability of lessons learned.

Along with the importance of the registration of marriage, the existence of Office of Religious Affairs is a part of a local government institution that is assigned to provide services to the community. In this matter, each state organizer has an obligation to provide excellent public services, meaning that the services provided by the government should be able to provide satisfaction to the community. This article aims at discussing some efforts to improve the service of marriage registration in the Office of Religious Affairs located in Sayung, Demak, Central Java. This research uses a descriptive qualitative method based on five service dimensions. The interview, observation and documentation are conducted to gather data. The result reveals that the quality of marriage registration service in the Office of Religious Affairs, Sayung has not been achieved ultimately. In fact, the Office of Religious Affairs, Sayung does not have a minimum service standard so that people cannot assess the service standard of marriage registration clearly. Therefore, in order to improve the service of marriage registration, the officers in the Office of Religious Affairs, Sayung need to improve the quality of marriage registration services that can be achieved by completing a clear minimum service standard.Keywords: Office of Religious Affairs, Service, Marriage Registration

Standing by nowadays sight, the Environmental health services is an important part in local government’s public services. Environmental health, also being called sanitation, refers to the health of environment in city space. During the course of the modernization construction and development, the performance of local government to manage sanitation will seriously affect the city appearance and the quality of people’s life. This study aims to find out and analyze to find out and analyze: a) a description of the effectiveness of public services, the factors that hinder public services, and efforts to improve public services in Rawalumbu District, Bekasi City, Java. West. Based on the results of the research that has been carried out, it can be concluded that to realize the effectiveness of public services from government officials to community service users, it cannot be separated from the influence of the work discipline of local government officials. With the adequate quality of work discipline of government officials, bureaucrats at the sub-district level can provide services to the community effectively so that they can realize good governance.

SELF-ASSESSMENT AND ACCREDITATION GROUPS (CLUSTERS) IN THE SCHOOL OF MANAGEMENT SCIENCES OF THE DISTANCE EDUCATION UNIVERSITY OF COSTA RICA: A NEW APPROACH TO ADDRESSING THE SELF-ASSESSMENT AND ACCREDITATION IN HIGHER EDUCATION.El presente trabajo tiene como finalidad el compartir experiencias vividas en la Universidad Estatal a Distancia de Costa Rica sobre la aplicación de un nuevo enfoque en pro del aseguramiento de la calidad de cinco carreras con fines de mejoramiento y acreditación. Para implementar la autoevaluación y la acreditación de carreras por clústeres es necesario conocer experiencias anteriores, así como las conclusiones y lecciones aprendidas de la puesta en práctica de este enfoque novedoso. Con lo cual se podrán determinar parámetros importantes como lo son las condiciones previas que deben tener las carreras y  la coordinación que deben tener los equipos de autoevaluación, la unidades asesoras y las agencias de acreditación; todo ello en procura de un resultado exitoso en la realización de este proceso y en general del aseguramiento de la calidad de las carreras y programas de esta universidad.Palabras clave: autoevaluación, acreditación, calidad de la educación, clústeres.AbstractThis paper’s aims is sharing experiences in the Universidad Estatal a Distancia de Costa Rica on the implementation of a new approach pro quality assurance of five university programs degrees for purposes and accreditation objectives.
