The problem with violence among children and adolescents is very popular today. The reason is that the cases of aggressive verbal and physical acts on and among children have become very frequent. The better recognition of child rights, problems and needs will contribute to the elaboration of effective policies and practices for improvement of the state of children in Bulgaria. The legislation, procedures and authorities related to child protection in Bulgaria are described. Data collected from different sources concerning child abuse, are presented. The use of forensic medicine in prevention of child abuse is still not fully implemented in government politics. Actual priorities are common with other countries of the region. Many aspects of violence against children remain hidden for the specialized institutions and for the society, because in most cases these acts are not reported or registered. Reasons for this to happen are the lack of social sensitivity and engagement for prevention of violence against children, the ignorance of child’s right to protection and of everyone’s obligation to inform agencies for child protection about children at risk as well. This is not specific for Bulgaria only, but applies to all the European countries.

Child rights are an integral part of human rights so that the government must develop the obligation to protect, fulfill and respect the rights of children especially the rights of children who are victims of violence, because violence against children especially in Indonesia is increasing recently. Therefore, the form of legal protection against the rights of children who are victims of violence can be given in a repressive form that is done in a systematic way, through a series of programs, stimulation, training, education, prayer guidance, games and can also be provided through legal aid called advocacy and child protection laws. While the concept of legal protection of child rights in the future must do law reform of child protection system in Indonesia with the aim to give justice, certainty and benefit to children in Indonesia in particular so as to protect and guarantee the rights of children who become victims violence. In order for child protection law in Indonesia in the future to be able to really give protection to child rights which become victims of violence, then child protection law must be free from humanity principle based on human rights.

Sumbawa District is one of the districts that have a violent figure against the highest children in West Nusa Tenggara province. Based on the P2TP2A data of Sumbawa Regency, the number of cases of violence against children in 2017 amounted to 55 cases and there was an increase in the number of cases of child violence in 2018 IE 66 cases. This is not in line with the policy of the local government of Sumbawa district to create a child-worthy district (KLA). This research aims to identify institutional strengthening and implementation of child rights fulfillment in Sumbawa district. The research method used is participatory action research involving regional device organization (OPD) which has duties and functions in fulfilling children's rights. The result of this action research is that the implementation of child rights can not be done completely by the local government, this is due to institutional capacity has not been adequate because of the weak coordination between OPD and the unavailability of action plans Area (RAD).
