Adaptation through Collaboration: Evaluating the Emergence of Institutional Arrangements for Catchment Management and Governance in England

Spatial information plays an important role in many social, environmental and economic decisions and increasingly acknowledged as a national resource essential for wider societal and environmental benefits. Natural Resource Management is one area where spatial information can be used for improved planning and decision making processes. In Australia, state government organisations are the custodians of spatial information necessary for natural resource management and regional NRM bodies are responsible to regional delivery of NRM activities. The access and sharing of spatial information between government agencies and regional NRM bodies is therefore as an important issue for improving natural resource management outcomes. The aim of this paper is to evaluate the current status of spatial information access, sharing and use with varying statutory arrangements and its impacts on spatial data infrastructure (SDI) development in catchment management sector in Australia. Further, it critically examined whether any trends and significant variations exist due to different institutional arrangements (statutory versus non-statutory) or not. A survey method was used to collect primary data from 56 regional natural resource management (NRM) bodies responsible for catchment management in Australia. Descriptive statistics method was used to show the similarities and differences between statutory and non-statutory arrangements. The key factors which influence sharing and access to spatial information are also explored. The results show the current statutory and administrative arrangements and regional focus for natural resource management is reasonable from a spatial information management perspective and provides an opportunity for building SDI at the catchment scale. However, effective institutional arrangements should align catchment SDI development activities with sub-national and national SDI development activities to address catchment management issues. We found minor differences in spatial information access, use and sharing due to varying institutional environment (statutory versus non-statutory). The non-statutory group appears to be more flexible and selfsufficient whilst statutory regional NRM bodies may lack flexibility in their spatial information management practices. We found spatial information access, use and sharing has significant impacts on spatial data infrastructure development in catchment management sector in Australia.

The paper is dedicated to the New Institutional and Post Keynesian perspectives on institutions and their relation to economic stability. Embeddedness, institutional environment, and institutional arrangements are considered. Within these institutions conventional expectations, the economic policy and forward contracts are analyzed. Upon these perspectives the author shows a contradictory relation between institutions and the order and develops an institutional theory of business cycles.

Compared to international tourism, domestic tourism is less susceptible to external changes and provides a more stable business environment for industry stakeholders. Traditionally, the focus of a majority of tourism research has been international tourism. Existing domestic tourism literature predominantly focuses on the potential of domestic tourism and the measurement of its demands, but greatly ignores the issues and challenges in the domestic tourism industry. This article fills this gap and examines the issues and challenges the domestic tourism industry is facing with a focus on Nepal, a South Asian developing country. The data for this study were collected through semistructured interviews with 20 tourism industry practitioners. The findings of this study demonstrate how uncertainties created by the lack of institutional arrangements and prioritization, and confusion around the appropriate ways and means of managing domestic tourism have contributed to the chaos in the private sector tourism industry in Nepal. Implications for the government and other stakeholders in Nepal and other developing countries have been discussed.

The water industry over the years has primarily focussed on upgrading and investing in clean water provision. However, as research into the science and management of clean water services has progressed rapidly, wastewater provision and services has been slower. Focus, though, is now shifting within Industry and Research into wastewater services. The water regulator, Ofwat, for England and Wales demands the Sewerage Undertakers demonstrate efficient management of wastewater systems in order to obtain funding for Capital Investment projects. South West Water, a Water Service Provider and Sewerage Undertaker located in the South West of England, identified a need gap in their asset management strategies for wastewater catchments. This paper will introduce the production of a Decision Support Tool, DST, to help SWW proactively manage their Wastewater Catchments, examining Sewage Treatment Works, Pumping Stations and Networks. The paper will discuss some concepts within the DST, its production, testing and a brief case study. The DST provides a framework for prioritising catchments to optimise investment choices and actions. The Tool ranks catchments utilising Compromise Programming, CP, as well as AHP Pair-wise comparisons for preference weights. The DST incorporates Asset models, a Whole life Costing Module, as well as a Decay and Intervention Module.

Water quality standards set in the past have not helped resource managers in the decisions that they face in seeking sustainable development. Resource managers are looking for meaningful information on water quality so as to evaluate the resource, set priorities for action, and to monitor progress. Resource managers need to know how water quality affects, and is affected by, catchment uses and activities. Examples of three wild and scenic rivers, the Nymboida, Murrumbidgee, and Hawkesbury/Nepean River systems, demonstrate how a ‘Total Catchment Management' approach to resource use and resource protection has advantages for water quality management.
