Expansion of the commercial medical service market in Russia is a risk factor that promotes social inequality. In remote rural areas, social infrastructure, in particular the healthcare system, has been degrading. As a result, patients have widely taken to the use of commercial medical services. In this situation, such behavioral models are demonstrated not only by well-off, but even by needy rural and small-town residents. In this context, research on the formation mechanisms of user practices in the commercial medical service market in remote rural areas and smaller towns gains more relevance. The objective of the study is to assess the behavior of people in the Republic of Karelia (Russia) as users of commercial services. Methodologically, the study employed the household approach and statistical data analysis methods: factor and discriminant analyses. We demonstrate that the active use of commercial medical services by poor population strata is a necessity-driven activity caused by the absence or low availability of free services of this sort, or their low quality at the local level. The findings can help in decision-making on upgrading the social policy in healthcare.

The rapid development of mobile health technology (m-Health) provides unprecedented opportunities for improving health services. As the bridge between doctors and patients, mobile health applications enable patients to communicate with doctors through their smartphones, which is becoming more and more popular among people. To evaluate the influence of m-Health applications on the medical service market, we propose a medical service equilibrium model. The model can balance the supply of doctors and demand of patients and reflect possible options for both doctors and patients with or without m-Health applications in the medical service market. In the meantime, we analyze the behavior of patients and the activities of doctors to minimize patients’ full costs of healthcare and doctors’ futility. Then, we provide a resolution algorithm through mathematical reasoning. Lastly, based on artificially generated dataset, experiments are conducted to evaluate the medical services of m-Health applications.

International healthcare service trade, standardization of production and consumption, implementation of telemedicine technologies and innovative methods of treatment are modern trends that lead to the formation of the international market of medical services. In terms of profound demographic shifts, all the aspects related to the improvement of the quality and extension of life of people acquire decisive importance for all countries. In this regard, the medical service market has huge growth potential. The dynamic development of international medical service trade actively involves Russia in this process. The article analyses the tendencies of development of Russian market of medical services in relation to global trends in the international market. Its consideration in this context will help to identify possible ways to deepen the further integration of Russian market into the global processes. The article considers the current situation at the medical service market in the Russian Federation and the ways of its adaptation to the requirements of the international market aiming to increase the level of integration in accordance with a key trend of the development (expansion of the use of telemedicine technologies; formation of the international medical specialization of the countries; active involvement of healthcare services into international exchange; to increase funding for medical services, etc.). Scientifically substantiated is the use of the trend to increase competitiveness of the Russian medical service market by providing information and consulting support to the Russian medical firms in order to give them a chance to be included in the international rating and accreditation processes. The findings and results of the study can be used by the executive authorities in the field of healthcare for substantiating effective ways of integration of the domestic medical service market into the global market.
