Based on the shown concept of the state administration’s documents, and by means of the brief view over the system of state administration’s documents through the historic periods in Vietnam such as: the feudality era, the French colonialist period, and from the August Revolution of 1945 till now..., the author made a state administration’s documents analysis if drafted and issued in complying with their basic characteristics as: - Documents stipulated under the name of the agencies, of organization, or of organization or agency ’s head, individual issue non concerning ; - Revealing the unilateral rights documents, with the power - submission relation expression; - The documents stipulated in regulated and unified forms, processing and presentation, as decided by the authorizing state agency. From these observations the author would like to determine the special outstanding value of state administration’s documents as material sources in historic study, under their archive form. Beside their characteristics as the holding of information from the past and as remaining archives - the state administration‘s documents are still highly reliable and accurate. As at the publishing, they are linked with the functions, the duties, the rights of the agency; linked with the authority; linked with the process and order of the publishing; with the unified form, presentation and layout as regulated by the state authorizing agency.

Under Section III, the ASME Special Working Group on Plastic Pipe is developing revisions to Code Case N-755 Use of Polyethylene (PE) Plastic Pipe, Sections III, Division I and IX to better specify high performance PE4710 polyethylene source materials and polyethylene materials (pipe and flanges) for use in Section III, Division I, Class 3 buried piping systems. The specification is being developed as a Mandatory Appendix IV for inclusion as part of a revision to Code Case N-755. The intent is for Mandatory Appendix IV to serve as procurement and material specifications for PE4710 polyethylene piping for Class 3 nuclear power plant essential safety systems. The proposed Mandatory Appendix IV specification is performance-based and identifies performance properties and minimum performance values for PE4710 polyethylene compounds (polyethylene source materials) and PE4710 polyethylene materials (polyethylene pipe and flange adapters) manufactured from them. The Mandatory Appendix IV specification addresses pre-processing material forms, processing requirements, and post-processing material verification. This paper reveals the design of the specification and how its various components and aspects correlate to assure product performance including crack growth resistance, and ambient and elevated temperature performance.
