The reuse of brownfields as locations for urban intensification has become a core strategy in government sustainability efforts aimed at remediating pollution, curbing sprawl and prioritizing renewal, regeneration, and retrofitting. In Ontario, Canada’s most populous, industrialized, and brownfield-laden province, a suite of progressive policies and programs have been introduced to not only facilitate the assessment and remediation of the brownfields supply, but to also steer development demand away from peripheral greenfields and towards urban brownfields in a manner that considers a wider regional perspective. This article examines the character and extent of brownfields infill development that has taken place in three Ontario cities (Toronto, Waterloo, and Kingston) since the provincial policy shift in the early 2000s. Using property assessment data and cleanup records, the research finds that redevelopment activity has been extensive in both scale and character, particularly in Toronto where the real estate market has been strong. While the results are promising in terms of government efforts to promote smarter growth that builds “in and up” instead of out, they also reveal that government could be doing more to facilitate redevelopment and influence its sustainability character, particularly in weaker markets.

Policy solutions, tools, and approaches to strengthen the links between transit investments and planning in the Greater Golden Horseshoe. To support the Province of Ontario’s 10-year co-ordinated land use planning review, CBI convened subject matter experts to address the most serious planning issue in Ontario: how we plan for growth in the Greater Golden Horseshoe. How we manage this growth is paramount to the sustainability and economic prosperity of our region.

In many countries, a number of industrial estates have been established to support the growth of the industrial sector, which is an essential strategy to drive economic growth. Planning for the location of industrial factories within an industrial estate, however, becomes complex, given the various types of industrial plants and the requirements of utilities to support operations within an industrial park. In this research, we model and analyze bi-objective optimization for locating plants within an industrial estate by considering economic- and risk-based cost objectives. Whereas economic objectives are associated with utility distances between plant locations, risk-based cost is a surrogate criterion derived from safety considerations. Next, risk-based data are further generated from Areal Locations of Hazardous Atmospheres (ALOHA), the hazard modeling program, and solutions to the bi-objective model are obtained from the Epsilon-constraint algorithm. Finally, the model is applied to a regional case study in a Thailand industrial estate, and the Pareto frontier is evaluated to demonstrate the trade-off between objectives.

The purpose of the book is, on one hand, to try to trace a method and some working perspectives for post-growth planning, and on the other hand, to testify, through a concrete experience, the old and new questions and the interpretative and visionary effort that the territory poses to planning today. In a region like Apulia, which has followed an innovative path in the government of the territory and the landscape, the experience of knowledge and project for the city of Ugento is an opportunity to reflect on how today the construction of the plan can accompany the government of the territory in its development, rather than claiming to direct it, penetrate its policies and interact with its various instruments in a dynamic and even experimental way. In this way the construction of the plan can provide for a system of values to refer to in order to navigate the change and the design vision to be placed at the base of urban policies, tactics, individual interventions, thus coming to be a tool at the service of local development.
