The COVID-19 pandemic has paralyzed the health system, including the puskesmas, so concrete steps are needed for prevention, one of which is through vaccination. The COVID-19 vaccination is a program that is carried out in stages with health workers being the priority target. Banyumas Regency is an area in Jawa Tengah Province that has been affected by COVID-19 with four puskesmas closing their services due to the large number of health workers with COVID-19. Vaccine quotas in Banyumas Regency are often short, thus affecting the implementation of the vaccination program. The implementation model shows that there are four variables that play a role in the success of the program, namely communication, resources, disposition, and bureaucracy. The aim of this research is to analyze the implementation of the COVID19 vaccination program at the puskesmas in the working area of the Dinas Kesehatan Kabupaten Banyumas. This research is a qualitative research with the main informants were from the four puskesmas with the most affected by COVID-19 and the puskesmas with the highest number of midwives, and with triangulation informants were the vaccination program’s coordinator at the puskesmas, the head of the puskesmas and the vaccination program’s coordinator at the Dinas Kesehatan Kabupaten Banyumas. The results obtained were on the communication factor, the main informant received information from the health office. On the resource factor, the main informants felt that the human resources involved were sufficient, competent, and involved cross-sectoral collaboration, and always complied with SOPs. On the disposition factor, both main and triangulation informants agreed on the COVID-19 vaccination program for midwives despite the obstacles. Meanwhile, due to the bureaucratic factor, the main informant stated that the SOPs was complete and had been implemented accordingly.

Tujuan penelitian ini adalah untuk mengetahui dan menganalisis efektivitas penegakan hukum terhadap praktik perdagangan anak perempuan di Polrestabes Makassar, dan untuk mengetahui dan menganalisis faktor-faktor yang menjadi penghambat tidak efektifnya penegakan hukum terhadap praktik perdagangan anak perempuan di Polrestabes Makassar. Penelitian ini dilakukan di Polrestabes  Makassar khususnya Unit Perlindungan Perempuan dan Anak. Tipe penelitian yang digunakan dalam penelitian ini adalah tipe normatif. Teknik pengumpulan data berupa teknik penelitian lapangan yaitu dengan cara melakukan wawancara dengan Kanit PPA Polrestabes Makassar, Penyidik dan Ketua Lembaga Swadaya Masyarakat Solidaritas Perempuan Anging Mammiri, dan penelitian pustaka yaitu data diperoleh dari bahan bacaan seperti buku, jurnal dan literatur lain yang berkaitan dengan penelitian. Hasil penelitian ini menunjukkan bahwa penegakan hukum pada PPA Polrestabes Makassar tidak efektif, karena sanksi yang sangat ringan karena PPA Polrestabes Makassar sering keliru dalam menentukan pasal pada pelaku, sehingga pelaku bebas dari Undang-Undang Nomor 21 tahun 2007 tentang Pemberantasan Tidak Pidana Perdagangan Orang. Selain itu perilaku pelaku ingin melakukan suap terhadap aparat penegak hukum. Adapun faktor tidak efektifnya penegakan hukum adalah faktor sumber daya manusia yaitu kurangnya personil, faktor masyarakat karena kurangnya pengetahuan sehingga takut melakukan laporan, serta faktor sarana yaitu kurangnya anggaran. The purpose of this study was to determine and analyze the effectiveness of law enforcement on the practice of girl trafficking at the Metropolitan Police Station (Polrestabes) Makassar, and to identify and analyze the factors that hinder the ineffectiveness of law enforcement on the practice of girl trafficking at Polrestabes Makassar. This research was conducted at Polrestabes Makassar, especially the Women and Children Protection Unit. The type of research used in this study is the normative type. The data collection technique is by studying several literatures, books, articles and lecture materials obtained. The form of the interview is a data collection technique by conducting interviews with the Head of PPA Polrestabes Makassar, investigators and the Chair of the Women's Solidarity Institute, Anging Mammiri and asking for data. The results of this study indicate that law enforcement at the PPA Polrestabes Makassar has not been effective, because in 2018-2019 sanctions were not implemented by law enforcers, and law enforcers often made mistakes in imposing articles so that perpetrators were free from Law Number 21 of 2007 concerning the Eradication of Human Trafficking Criminal Acts. Besides, the perpetrators often want to bribe. The factors for the ineffectiveness of law enforcement are the human resource factor, namely the lack of personnel, the community factor due to lack of knowledge so they are afraid to report, and the facility factor is the lack of budget.

The implementation of land registration aims to create an accurate information center regarding land ownership. To ensure that land registration administration runs effectively, the Computerization of Land Activities (KKP) policy is implemented gradually and thoroughly. Even so, the application of a computerized system that is so sophisticated, still finds overlapping ownership of land titles. Overlapping the certificate will result in legal uncertainty for the certificate holder, because the main purpose listed is to get the certificate as valid evidence.. Sampling in this study was carried out purposively with a non-random sampling technique that focused only on land that had multiple certificates. The data analysis pattern in this study is based on qualitative methods. The findings of this study are thatThe implementation of Computerization of Land Activities (KKP) at BPN City of Baubau in preventing the occurrence of double certificates is carried out with all processes from the beginning of land registration to issuance of certificates and stored digitally.The factors that result in the occurrence of a double certificate can be seen from 2 (two) things, namely first, when viewed from the factor of the Community. Second, if it is seen from the human resource factor of the Land Officedue to carelessness and carelessness of the land officers.

This study aims to analyze the implementation of discharge planning at Siloam Hospitals Balikpapan in 2018. The type of research conducted is a mix method research. The sample of this study was taken with a total sampling of patients in the Inpatient Installation which was then observed on 260 medical record documents to determine the percentage of completeness of filling items and the timeliness of returning medical record files, then 7 (seven) informants. The results showed that the results showed that the implementation of discharge planning at the Siloam Hospital Balikpapan inpatient had not been running according to the standards set by the hospital, namely 100%. In the discharge planning implementation, the most influential factor is the human resource factor, seen from the discharge planning cycle implementation from the initial HR involvement to the end. It is recommended for hospital management that the parts that are still not appropriate (14.5%) to be evaluated further, so that the causal factors can be immediately corrected. For the implementation of communication, it is necessary to convey clearly and accurately related to the information provided so that it is easy to understand and run in accordance with policy objectives such as holding regular socialization so that health workers understand the outline of the purpose of implementing this discharge planning.

This study aims to determine the Implementation of Regulations Policy No. 20 Regent about the online system of taxes and local levies in Sidenreng Rappang Regency. The population in this study amounted to 213 while the samples taken were 21 respondents. The sampling technique used is using the Yount formula. Data collection techniques used through observation, questionnaires, documentation. The data analysis technique used is descriptive analysis with a frequency table. The results of this study indicate that the implementation of Bupati regulation regulation no 20 2019 on the online system of regional taxes and user charges in the Maritengngae District of Sidenreng Rappang Regency is in the effective category, as the result of data processing shows the category of "Good / effective" with a percentage of 57.82%. The most influential factor is the policy disposition of 63.70%, and the lowest yield is the resource factor of 53.55%.

The innovation and resource factor of economic development has been studied actively, since the middle of the 20th century. The problem of taking into account the innovative factor in regression analysis is urgent now. Several empirical indicators correspond to the innovation factor, but they cannot fully reflect the meaning of innovation used in theoretical models. There is a need to choose the indicator that would least distort the essence of the scientific and technical progress. We use panel regressions and data about Russian regions for 2014-2018. . It was shown, that that the resource factor has a positive effect on economic growth, and the innovation factor is insignificant.

One of the stages of the 2019 election is the implementation of the election campaign in which the General Election Commission has issued PKPU Number 23 concerning the 2019 General Election Campaign as a legal basis for the implementation of the election campaign in Indonesia. The objectives and benefits of the research refer to the formulation of the problem. The research method that the writer uses is descriptive qualitative. Research shows that the implementation of the General Election Commission’s regulations regarding the 2019 General Election Campaign in Gianyar Regency is generally going well, this is evidenced by the implementation of the 2019 election campaign stages have followed provisions and regulations that have been established, and election organizers can both facilitating election participants in accordance with what is mandated by the general election commission regulations regarding the 2019 election campaign. There are several factors inhibiting the implementation of the general election commission regulations regarding the 2019 election campaign, including the size factor and policy objectives, the human resource factor possessed by the election organizers. and election participants, the characteristic factors of the executing agent, the attitudes or tendencies of the implementers, the inter-organizational communication factors and the activities of the executors, and finally the economic, social, and political environmental factors that exist in Gianyar District.

The article presents the results of a factor analysis of the investment attractiveness of five regions in which world-class scientific and educational centers function, which are one of the tasks of the national project "Science". Among the indicators of investment attractiveness, the emphasis is placed on innovative and labor factors as integral components of the region's human capital, its reserve and potential. A systematic analysis of the factors of investment attractiveness made it possible to determine the strengths and weaknesses of the regions where RECs were created. The used methodology for assessing the region's human capital reserve made it possible to calculate its volume, which consists of the available human capital of the region and external - migration flows to the region in which the REC is being created. The conclusions drawn as a result of the study include: 1) regions with a high assessment of labor and innovation factors are leaders in the rating of investment attractiveness of regions; 2) a low assessment of the raw material (natural resource) factor is leveled by human factors (innovation and labor), i.e. is not a source of development in the knowledge economy; 3) infrastructure development is one of the indicators of investment inflow into the region, including for the development of science-intensive industries and a favorable investment climate; 4) migration processes in regions with established RECs do not act as a source of inflow of external effective human capital; 5) the observed trends of a decrease in the birth rate and a decrease in the number of the economically active population can be considered as a factor in reducing the reserve of regional human capital in the future.

This study aims to determine the influence of communication factors, resources, disposition and bureaucracy on the implementation of the Upsus siwab program in Jambi City. This research was conducted on November 9, 2020 to December 5, 2020. The objects observed in this study were all officials and officers involved in the implementation of Upsus Siwab. The data obtained from this study are primary data and secondary data. Data were analyzed using path analysis. The results of the path analysis prove that the factors of communication, resources, disposition and bureaucracy have a significant effect on the implementation of Upsus Siwab in Jambi City.  Resource factor is the factor that has the greatest influence on the implementation of Upsus Siwab in Jambi City, followed respectively by the disposition, bureaucracy and communication factors. All factors have a positive influence, meaning that the increase in the quality and quantity of resource factors, disposition factors, bureaucratic factors and communication factors will be followed by a positive increase from the implementation of Upsus Siwab in Jambi City. All factors interact with each other so that efforts to increase the implementation of Upsus Siwab in Jambi City are carried out by increasing resource factors, disposition factors, bureaucratic factors and communication factors. Based on this research, it can be concluded that the factors of communication, resources, disposition and bureaucracy affect the implementation of Upsus Siwab in Jambi City.
