Housing Issue and Attempts to Solve it During the “Khrushchev Thaw”: a View From the Province (on the Example of the Mordovian ASSR)

Introduction. The relevance of the work is due to the demand for Soviet experience in implementing large-scale state projects, in particular in the field of housing construction, at the present stage of Russian modernization. Methods. The factual material available in the work is drawn from the funds of the Central State Archive of the Republic of Mordovia, as well as from published sources. During the research, the following methods were used: comparative-historical, problem-chronological, historical-cultural, historical reconstruction. Results. The dynamics of all types of housing construction in the republic during the study period received the maximum turnover. Discussion. One of the reasons for significant success in the field of housing construction in the republic was the reform of the country’s economic system. Sovnarkhoz turned out to be more flexible and adapted to the conditions of planned administering as management structures, which in particular manifested itself in the field of housing construction. Other reasons for success were a kind of “revolution” in the development of housing construction methods, when, along with the state, the “people’s construction” and the cooperative method began to be widely used, as well as the industrial basis of construction, albeit not always consistently implemented. At the same time, the speed of construction generated a lot of problems in hastily constructed standard small cars, which became the reverse side of Khrushchev’s housing policy. Conclusion. The housing policy pursued by the Khrushchev leadership was one of the indisputable social conquests of the time under study, when a significant part of people from barracks and communal apartments moved to separate apartments intended for settlement by one family. However, when solving this most important problem, the authorities placed special emphasis not so much on the development of new construction technologies, as on managerial reorganization, leading ultimately to a simple increase in the workforce and organizations involved in the construction of residential facilities.

The Republic of Kazakhstan pays great attention to the provision of housing for its citizens. At the same time, the housing issue remains acute in the republic. The purpose of this article is to evaluate government measures to expand access to housing for the population. Based on the content analysis of state housing programs in Kazakhstan, the experience of developing the country's housing policy is systematized. The functionality of the institutions involved in the implementation of the state housing policy has been identified and described. Using the housing program for youth as an example, it is proved that the income level of the population is a deterrent to the success of these measures.

Large-scale production of carbon fiber reinforced plastics often fails due to the increased material and manufacturing costs. Using the lightweight potential for competitive costs of materials, new construction methods are necessary, which enables an intelligent use of continuous fiber reinforcement, a largely automated production process as well as short cycle times. [1] The combination of continuous fiber reinforcement in the areas of maximum loads and cheaper materials such as long-fiber reinforced thermoplastic offers an efficient material application. Thereby, a required ratio of mechanical properties and attractive cost profile can be achieved.

Housing policy at all times and around the world has been one of the most complex, socially contradictory and socially significant problems. Housing policy as a social phenomenon is implemented with great difficulties and is often accompanied by a severe crisis, covering all areas of reformed social life. The social essence of housing policy is carried out in the conditions of state support and control of entrepreneurship, designed to form not only a market for goods and services, but also a market for housing construction. The authors of the article consider housing problems in the country and the mechanisms implemented by the state to provide housing for the population.

The housing issue in Russia today is the most important and currently topical, since there is a great need for new housing, due to the significant number of people who need housing, as well as the need to solve the problem of relocating citizens from the dilapidated (emergency) housing stock. An analysis of the current scientific literature indicates poor knowledge of the issues of investment and construction projects aimed at low-rise housing construction, namely: imperfection of the regulatory framework on the issue under consideration, insufficient literature on low-rise housing construction. A detailed study also requires the issues of organizing the process of low-rise construction, developing the mechanisms for managing low-rise construction, construction of the housing that meets the necessary requirements of availability, safety, comfort, energy efficiency and environmental friendliness. The article discusses the issues related to evaluating the operational, organizational and investment attractiveness of investment-construction projects of the low-rise construction necessary for development of a mechanism of managing the investment-construction projects on the basis of the public-private partnership in terms of the implementing the project of low-rise housing on the basis of public private partnership for large-scale housing development in the suburbs of Tomsk.

This book seeks to explain how the Corporation of Glasgow, in its large-scale council house-building programme in the inter- and post-war years, came to reproduce a hierarchical Victorian class structure. The three tiers of housing scheme which it constructed – Ordinary, Intermediate, and Slum-Clearance – effectively signified First, Second and Third Class. This came about because the Corporation uncritically reproduced the offensive and patriarchal attitudes of the Victorian bourgeoisie towards the working-class. The book shows how this worked out on the ground in Glasgow, and describes the attitudes of both authoritarian housing officials, and council tenants. This is the first time the voice of Glasgow’s council tenants has been heard. The conclusion is that local council housing policy was driven by unapologetic considerations of social class.

For some, the idea of an Islamic state serves to fulfill aspirations for cultural sovereignty and new forms of ethical political practice. For others, it violates the proper domains of both religion and politics. Yet, while there has been much discussion of the idea and ideals of the Islamic state, its possibilities and impossibilities, surprisingly little has been written about how this political formation is lived. This book looks at the Republic of Sudan's twenty-five-year experiment with Islamic statehood. Focusing not on state institutions, but rather on the daily life that goes on in their shadows, the book examines the lasting effects of state Islamization on Sudanese society through a study of the individuals and organizations working in its midst. The book investigates Sudan at a crucial moment in its history—balanced between unity and partition, secular and religious politics, peace and war—when those who desired an Islamic state were rethinking the political form under which they had lived for nearly a generation. Countering the dominant discourse, the book depicts contemporary Islamic politics not as a response to secularism and Westernization but as a node in a much longer conversation within Islamic thought, augmented and reappropriated as state projects of Islamic reform became objects of debate and controversy. The book reveals both novel political ideals and new articulations of Islam as it is rethought through the lens of the nation.

In the last few decades, many governments have implemented urban restructuring programmes with the main goal of combating a variety of socioeconomic problems in deprived neighbourhoods. The main instrument of restructuring has been housing diversification and tenure mixing. The demolition of low-quality (social) housing and the construction of owner-occupied or private rented dwellings was expected to change the population composition of deprived neighbourhoods through the in-migration of middle- and high-income households. Many studies have been critical with regard to the success of such policies in actually upgrading neighbourhoods. Using data from the 31 largest Dutch cities for the 1999 to 2013 period, this study contributes to the literature by investigating the effects of large-scale demolition and new construction on neighbourhood income developments on a low spatial scale. We use propensity score matching to isolate the direct effects of policy by comparing restructured neighbourhoods with a set of control neighbourhoods with low demolition rates, but with similar socioeconomic characteristics. The results indicate that large-scale demolition leads to socioeconomic upgrading of deprived neighbourhoods as a result of attracting and maintaining middle- and high-income households. We find no evidence of spillover effects to nearby neighbourhoods, suggesting that physical restructuring only has very local effects.

Local and foreign scientists are now paying growing attention to various issues of property and the philosophical and ethical, political, economic, institutional, social, psychological, and other aspects of its formation, taking into account the requirements of large-scale transformation, which primarily concern post-industrial areas of social development. In consequence, as modern studies rightfully point out, considering property relations, two general restrictions should be taken into account: this is an attempt to explain the absoluteness of their roles, the presence and content of all aspects of socio-economic relations by property relations; and the denial of the role of property as one of the most important factors determining the direction of social development in the present and future.This situation forces a new look at the economic policy of the state in this area, because any financial and monetary measures taken by the government will be doomed to failure if their implementation will be without interaction with the mechanisms of the private property system. The article defines the entrepreneurial sector of the region, its interaction with the institutions of the market system operating in all sectors and spheres of the region's economy, and also shows the influence of the development of property relations on the institutions of entrepreneurship.

The article analyzes the prospects for US-North Korean and inter-Korean relations, taking into account the completed policy review of the new US administration towards the Democratic People's Republic of Korea (DPRK), as well as the results of the President of the Republic of Korea Moon Jae-in’s trip to Washington in May 2021 and his talks with US President Joe Biden. It is concluded that the “new" course proposed by the United States in relation to the DPRK will not lead to a solution to the nuclear problem of the Korean Peninsula and will interfere with the normalization of inter-Korean relations. During his visit to the US President Moon failed to obtain the US consent on ROK more “independent policy” toward North Korea. In spite of lavish investments into US economy and other concessions, Seoul was forced to promise to coordinate his approaches to the DPRK with US and Japan and support US position on Taiwan straits and South China Sea. The author argues that in the current conditions, the introduction of a regime of arms limitation and arms control in Korea should be a necessary stage on the way to complete denuclearization of the peninsula. The transition to a such method of the settlement of the nuclear problem could lead to the resumption of the negotiation process, mutual concessions, including reductions in the level of military-political confrontation, partial or large-scale lifting of economic sanctions in exchange for North Korea's restrictions of its nuclear weapon and missile systems.

The assessment of the applicability of foreign RES development strategies to Kazakhstan’s energy system has been made. The main tasks facing Kazakhstan’s energy system with large-scale implementation of renewable energy were formulated. On the basis of the analysis and performed calculations recommendations and basic principles have been made on development strategy of renewable energy sources in the Republic of Kazakhstan.
