The article substantiates the expediency of applying the basics of resource saving in the development of innovative technologies for strengthening serial parts and restoring worn ones. At the same time, the main task is the rational use of available material resources in the conditions of a decline in production, when it becomes profitable to restore metal-intensive parts worn out to a critical level. In capital repair of machines, the main problems are associated with the energy intensity of the process and a significant number of rejected parts that cannot be restored. Currently, most of the worn-out metal-intensive cast iron and steel body parts that have exhausted the resource are subjected to energy-intensive melting. For the reuse of metal-consuming parts in operation, a technology has been proposed for multilayer banding of a worn surface, in which steel tape is used instead of traditional banding rings. Winding the tape occurs under an interference in several layers. In this case, a multilayer bandage with interturn stresses is formed, which is not inferior in strength to a whole banding ring. The use of a steel “bandage” for the “treatment” of parts reduces the metal consumption for its manufacture by 2.5 times in comparison with the well-known one-piece ring made of round steel. As an example, the article substantiates the possibility of carrying out the banding process in relation to the restoration and strengthening of the seat under the bearing of the housing part. A multilayer bandage can also be used in the recovery of metal-intensive rolling rolls written off in scrap used on broadband cold rolling mills.

Since the beginning of 2020, the "Nurly Zher" housing and communal development program for 2020-2025 came into force in Kazakhstan. Within the framework of this program there are tasks of capital repair and renovation of the housing stock. The passportization of the housing stock was adopted as one of the measures to solve this problem. At the same time there are some discrepancies in the statistical data between the Committee of Statistics of the Ministry of National Economy of the RK and Local Executive Authorities with a simultaneous increase in the volume of housing construction. This article examines the volume of residential buildings commissioned in Nur-Sultan depending on changes in the population of the city. It is assumed that as the number of people in the city will increase the volume of housing stock. To understand the volume of housing in Nur-Sultan in the period of the program "Nurly Zher" in the article gives a forecast increase in commissioned housing by 62% by 2025, compared with the value at the end of 2020. Based on the data obtained it is concluded that for a more effective solution to the problem of capital repair and renovation of housing stock an alternative approach or tool is needed.

The design and execution of works on capital repair of apartment buildings are regulated by the current normative legal and normative-technical documents. Their actualization is conditioned by the development of technologies, new forms of work organization in repair-construction production as well as by the necessity to remove administrative barriers to intensify the processes of designing and execution of works on major repair in specific conditions without residents' resettlement in order to provide safety conditions, comfortable living environment and, as a result, to prolong the periods between repairs in the process of buildings operation.

The problem of energy efficiency in multi-apartment residential buildings (hereinafter - MKB) arises as a result of changes in the legal and regulatory framework of the Russian Federation, which is adapting to it. In this regard, it becomes necessary to bring the condition of buildings in line with the newly introduced requirements, including those related to energy efficiency. The solution to this problem can be achieved due to the identified organizational, technical and economic reserves and energy efficient measures implemented in practice during the operation and overhaul of MKB.

The article considers the possibility of applying the prioritization method to facilitate the choice between materials with equivalent or similar characteristics when carrying out major repairs in apartment buildings. The currently existing problems of the major repairs of MKD in St. Petersburg are analyzed. A scale of criteria for the selection of materials is given and a methodology for the selection of building materials for the overhaul of apartment buildings is proposed.
