This research work performs a comparative study between the artisan mobility in the preindustrial Europe and the mobility within the European Higher Education Area (EHEA), emphasizing key aspects of the EHEA associated with mobility such as employability, technological transfer, social cohesion and receptiveness to new ideas. It can be concluded that, indeed, artisan mobility in preindustrial Europe was as a precedent for mobility within the EHEA, in the context of engineering education, from the detailed study of (a) movements of skilled artisan institutionally organized by states and political authorities, (b) tramping system, whose institutional backbone shows a clear parallelism with the organizational framework that supports the mobility within the EHEA, and that also contributed to overcome problems of information asymmetry in the labour market between local employers and itinerant workers, and consequently to solve problems of journeyman unemployment, (c) journeyman mobility as a teaching program integrated into the craft guild framework, which could restrain the information asymmetry in the commodity market by giving traceability and additional validation to the artisan instruction, and (d) minority migrations, which acted as a spur for the mobility within the EHEA because they allowed Europe to be aware of the importance of tolerance and receptiveness to new ideas. PurposeTemporary labour mobility programmes (TLMPs) are initiated by high-income nations to fill their labour demands by offering temporary work opportunities to migrants from low-income nations. TLMPs also seek to contribute to economic development in workers' home countries. This paper aims to assess the accountability of New Zealand's Recognised Seasonal Employer (RSE) Scheme and Australia's Seasonal Worker Programme (SWP) in reaching their economic development objectives in one sending nation, Samoa.Design/methodology/approachA qualitative study with RSE and SWP workers and key informants (collectively stakeholders) in Samoa was undertaken to assess the contributions of these schemes to economic development. An interdisciplinary research approach was taken using the Pacific methodology of talanoa. Talanoa was used to “operationalise engagement” and empower local stakeholder accounts.FindingsTalanoa supported the elicitation of accounts that contributed nuanced insights into the accountability of TLMPs. Specifically, stakeholder accounts revealed limitations in the ability of the RSE Scheme and SWP to meet their economic development objectives for Samoan communities and workers. Adjustments are necessary to meet Pacific nations' economic development objectives.Practical implicationsThis study responds to calls for on-the-ground accounts of stakeholders involved in TLMPs. It provides insights that may contribute to the development of more effective TLMPs, particularly regarding economic development in workers' home countries.Originality/valueDrawing on dialogic accounting literature, which calls for engagement with the marginalised, a talanoa approach has been engaged to assess TLMPs via on-the-ground participant accounts in a specific context. This paper introduces talanoa to the critical and social accounting literature, to move beyond a typical accounting qualitative interview process and encourage greater engagement and collaboration with Pacific scholars and partners.

This chapter addresses international cooperation, protection, and solutions. ‘Protection’ is useful shorthand to describe the complex of obligations derived from general international law and from international refugee and human rights law. ‘Protection’ is often an end in itself, but it also has a goal beyond that moment, which is a durable solution in which refugees can live in safety and with dignity, not subject to arbitrary expulsion, discrimination, or alienation. ‘Solutions’, in turn, is the overarching objective of the international refugee regime itself, premised upon international cooperation to solve humanitarian problems, which is among the purposes and guiding principles of the United Nations. The chapter considers the rights background which undergirds the situation of the displaced, and then examines the three traditional durable solutions of voluntary repatriation, local integration, and resettlement, as well as labour mobility and other complementary pathways that may secure refugees admission to, and inclusion in, a State.

The conditions for intra-European labour mobility have changed significantly during recent decades, mainly due to the European Single Market. Despite this, internationally mobile and highly skilled intra-EU migrants from West to West have not received enough attention in the sociology of work. The present article focuses on highly skilled labour migrants with a university degree from Sweden, currently working in Germany or the UK. Swedish migrants feel they challenge specific norms related to hierarchies in the workplace, behaving according to their own ‘taken-for-granted’ norms concerning the ways in which work is organized and tasks are assigned. Their privileged position as educated Swedish migrants is an important part of their self-image and enables them to challenge norms. Furthermore, they also deal with self-perceived otherness while making sense of their experiences of contradictions and norm-breaking. The findings highlight their self-definitions, according to which they are simultaneously (by default) insiders and/or (superior) outsiders.
