This study aims to determine the level of Technological Pedagogical Content Knowledge (TPACK) proficiency. This type of research is descriptive quantitative research. The instruments used to measure TPACK are in the form of questionnaires and interview questionnaires using a Likert scale with 5 scales. The samples of this study were Electrical Power Installation Engineering (EPIE) teachers at SMK N 6 Malang, totaling 7 people and Autotronic Engineering (AE) teachers at SMK N 6 Malang totaling 6 people. The results of the study are EPIE teachers' TK skills are in very good criteria with an average of 68, while AE teachers' kindergarten skills are in good criteria with an average of 53. EPIE teachers' PK skills are in good criteria with average - an average of 67.3, while the PK skills of AE teachers are in good criteria with an average of 75.2. EPIE teachers' CK skills are in very good criteria with an average of 31, while the CK skills of AE teachers are in very good criteria good with an average of 31. EPIE teachers' TCK skills are in very good criteria with an average of 26, while AE teachers' TCK skills are in good criteria with an average of 22. EPIE teachers' PCK skills are at criteria very good with an average of 57, while the PCK skills of AE teachers are in very good criteria with an average of 56. EPIE teachers' TPK skills are in good criteria with an average of 26.6, while the TPK skills of AE teachers are at good criteria with an average of 26.8. EPIE teachers' TPACK skills are in good criteria with an average of 18.4, while AE teachers' TPACK skills are in good criteria with an average of 18.2.

This paper reviews the literature on the effective pedagogy for online teaching and learning at Higher Education Institutions throughout the world during the COVID-19 pandemic. The global higher education system has been severely hampered by the COVID-19 pandemic. The sudden and enormous desire for previously face-to-face academic disciplines to be delivered online has posed a unique challenge. Online teaching and learning necessitate a certain level of technological pedagogical content knowledge for effective pedagogic strategies, which are primarily concerned with planning and arranging for better learning opportunities and creating distinct learning environments through the use of digital technology. The effectiveness of lesson delivery with technology integration is characterized as technological pedagogical content knowledge. It is a significant application in all aspects of learning that are necessary for the teaching and learning process. Consequently, this theoretical paper proposes a conceptual model for comprehending the link between effective pedagogy and technological pedagogical content knowledge, both of which result in students' academic performance in an online teaching and learning context. This theoretical paper recommends that Higher Education Institutions have fundamental technological infrastructure and equip educators and students with advanced technologies applicable to online teaching and learning platforms, which is consistent with an Online Collaborative Learning theory. Educators must also be able to effectively use digital technology systems to deliver online lessons. According to this model, Higher Education Institutions will benefit through providing students with essential technical skills that today's employers require and ensuring that universities around the world remain competitive.

The integration of technology within higher education, specifically teacher education, has become vital in preparing pre-service teacher for the 21st-century classroom. Literature shows that the integration of technology allows students to engage deeply with content and promote authentic learning. Over two years, pre-service teachers who nrolled for a language education module at a university in South Africa were tasked with designing their own websites using Google Sites – an online, free, collaborative, web-based application that forms part of Google’s G Suite. As part of the as part website design assignment, they had to include a blog, informative text and a YouTube video explaining a language-teaching-related topic. The study was conducted from an interpretivist paradigm and an embedded mixed-methods research design. The technological pedagogical content knowledge model served as the theoretical framework. Data collected from 214 pre-service teachers revealed that the use of website design pedagogy promoted the integration of different types of knowledge domains, authentic learning and proximal development. The pre-service teachers furthermore reported that the use of website design pedagogy better prepared them for the 21st-century classroom. Challenges that the students experienced included inadequate access to the internet and problems with recording and uploading videos. This study advocates for authentic learning and scaffolding and therefore recommends that higher education institutions integrate technology holistically by adhering to the principles of the technological pedagogical content knowledge model.

The attention to the laws of the brain and the mechanism of learning in the smart education era becomes the starting point for the convergence and development of education and neuroscience, which also inspired educational neuroscience (EN) affecting the teacher’s development. Although teachers always have a general curiosity about EN and its applications, the limited knowledge hinders their general practice, neuromyths begin to emerge, and there is no evidence to directly show the connection between EN and teachers’ technological pedagogical content knowledge (TPACK) knowledge. Based on an EN teacher training program for 216 teachers, this study verifies that EN training programs can promote teachers’ understanding of EN-related knowledge, and EN is also correlated to teachers’ TPACK. However, the EN training program does not promote high well-being and satisfaction. The research also analyzes the process of teachers’ EN knowledge dissemination based on interviews, and the research conclusion can further reveal the necessity of EN training for teachers in the future.
