The Historic Center of Lima currently shows signs of urban deterioration as a result of the processes of exclusion and spatial segregation that have characterized the intense urban growth of the city of Lima. In the face of this urban deterioration, urban renewal processes are an instrument of transformation that acts as surgery for the recovery and reintegration of deteriorated central areas into the functioning of the current city. As a general, urban law regulates urban problems resulting from the transformation of urban lands, including the deterioration of central areas. In particular, actions in traditional central areas have regulations for the protection of cultural heritage. Therefore, the execution of the urban renewal process requires different regulatory instruments to plan and manage the renewal process, which defines its scope.  In this sense, the present research has been proposed to address the implementation process of three urban renewal projects in collective housing located in the Historic Center of Lima; "Casa de las Columnas", the "Conjunto de Vivienda La Muralla" and the "Proyecto Piloto Martinete", to identify the effectiveness of the scope of the legal framework of urban renewal, as well as the procedures of intervention in historic centers and monumental areas. Focus on the analysis of the public administration's management, execution, and control activities in the land transformation process of deteriorated traditional urban areas. The article consists of the following parts. First, some conceptual considerations on urban renewal and its relationship with urban law are presented. The next section provides an overview of the state of the regulatory framework for urban renewal in Peru, which is key to contextualize the analysis of the case studies. The third part presents the study methodology and the limitations of the study. The fourth part presents the case studies and develops the scope of the legal framework of urban renewal in the case studies. Finally, some final reflections and conclusions are presented that establish the important elements that should be considered in the legal framework of urban renewal.

In this paper, the problem of time to recruitment is analyzed for a single grade manpower system in which attrition takes place due to two types of policy decisions where this classification is done according to intensity of attrition, it form an ordinary renewal process. Assuming (i) policy decisions and exits occur at different epochs (ii) wastage of manpower due to exits and wastage due to frequent breaks taken by the personnel working in the manpower system separately form a sequence of independent and identically distributed exponential random variables with different means and (iii) breakdown threshold for the cumulative wastage of manpower in the system has three components which are independent exponential random variables. A stochastic model is constructed and the variance of the time to recruitment is obtained using an univariate CUM policy of recruitment. Employing a different probabilistic analysis, analytical results in closed form for system characteristics are derived.

An uncertain random variable is a tool used to research indeterminacy quantities involving randomness and uncertainty. The concepts of an ’uncertain random process’ and an ’uncertain random renewal process’ have been proposed in order to model the evolution of an uncertain random phenomena. This paper designs a new uncertain random process, called the uncertain random delayed renewal process. It is a special type of uncertain random renewal process, in which the first arrival interval is different from the subsequent arrival interval. We discuss the chance distribution of the uncertain random delayed renewal process. Furthermore, an uncertain random delay renewal theorem is derived, and the chance distribution limit of long-term expected renewal rate of the uncertain random delay renewal system is proved. Then its average uncertain random delay renewal rate is obtained, and it is proved that it is convergent in the chance distribution. Finally, we provide several examples to illustrate the consistency with the existing conclusions.

Learning outcomes The learning outcomes are as follows: to demonstrate the phenomenon of strategic inertia in organizations and the impact this has on the type of renewal process that is undertaken; to differentiate between environmental and organizational adaptation strategies and synergies; to apply practical steps of renewal by outlining the influential forces and distinct stages of the process; and to create a practical framework that organizations can use as a guideline for sensing and reacting to changes in the business environment. Case overview/synopsis The case study examines the strategic renewal processes of Anglo American Platinum (Amplats) for the period 2012–2019. Amplats is the world’s largest producer of platinum group metals (PGMs). Despite the adversarial business environment of the South African PGM mining industry, six years into its new strategy, the organization had emerged debt-free and was poised to be sustainable. This posed a unique dilemma in strategic decision-making, namely, how to maintain a strategic renewal process. Chris Griffith, CEO of Amplats, was about to retire, but realized that the organization had yet to fulfil its potential. The ambition of the organization was to redefine the industry benchmark for performance across multiple pillars of value for different stakeholders, and to become the most valued mining company by 2023. Set in 2019, the case invites students to look back at the symptoms of strategic inertia at the time of Griffith’s appointment as CEO, and to define the nature and stages of the renewal that the organization underwent. This will provide insights that will enable an examination of the application of a framework for continual strategic renewal. The Manufacturing USA Program’s 2019 reauthorization allows the National Institute of Standards and Technology (NIST) to renew Manufacturing USA institute support, subject to a “rigorous merit review.” Following an initial five to seven-year cooperative agreement in which federal support must be cost-matched by at least a 1:1 match of non-federal co-investment over the performance period of the award, NIST-funded institutes are now eligible to apply for renewal of their support. This document describes the institute renewal process, with a focus on the performance standards for the merit review.
