Historically, governments in Latin America and the Caribbean (LAC) have accumulated extensive assets. In recent decades, austerity and cost-cutting needs, sustainability agendas, the changing role of the State, information and communication technologies, public management reforms, and increasing knowledge sharing, have significantly changed the management practices of public buildings, movable property, land, forests, cultural heritage, and other nonfinancial public assets. Unfortunately, LAC societies have not reaped the many potential benefits that nonfinancial public assets could generate. Outdated regulatory frameworks and lack of adequate management instruments and technological tools, limit the economic and social uses of these assets. These affects their ability to contribute to the emergence from crises. The first chapter discusses the many benefits of efficient asset management. It evaluates the situation of public asset management in LAC and presents a model with the core components of an efficient public asset management system (governance, information, financing, risk management, measurement and control, and strategic asset planning). The second chapter presents an example of asset management transformation at the national level, describing the background and scope of the reforms undertaken by New Zealand three decades ago. The third chapter analyzes the implications of efficient asset management for local governments, concluding with a proposal for the creation of urban wealth funds.

Asset expansion planning in Distribution System is important and should be expanded to consider utility scale energy storage systems such as batteries, flywheels, compressed air, thermal, etc. Battery Energy Storage Systems (BESS) are maturing for utility scale applications and are considered in this thesis for asset planning exercise. Unlike other electromechanical assets such as generators, transformers, motors, feeders, distribution lines, etc., usage parameters such as number of storage cycles and depth of discharge have a dramatic nonlinear effect on the life of Battery Energy Storage Systems. Hence, in the optimal asset planning formulation of electric power distribution systems considering BESS, it is imperative to include their relationship between life in years, number of storage cycles and extent of usage in terms of depth of discharge. A new optimal asset expansion planning formulation and algorithm for distribution systems is developed and presented in this thesis that considers (1) new sources of energy supply, and (2) BESS, while modeling nonlinear relationship life-cycling-usage of BESS. The formulation aims to minimize annualized cost of the optimal expansion plan while satisfying forecasted demand and other distribution system service requirements. The proposed method in this thesis is then used to develop optimal expansion plans for a 6-bus synthetic system and an IEEE 33-bus distribution network. The results show the effect of considering the life-cycling-usage relationship of BESS on optimal asset expansion plans. Further, using sensitivity analysis, the effect of ratio off-peak load to peak load on total asset costs are analyzed and reported.

Hence, security issues for a large number of these frameworks and advancements are material to distributed computing. We propose a key worker encryption conspire and incorporate it with a decentralized deletion code with the end goal that a safe conveyed stockpiling key framework is defined respectively.

This study aims to examine empirically the phenomenon of direct, indirect, and moderating effects of the relationship between attitude, fraud prevention, whistleblowing intention and organizational ethical culture. The sample of this study consist of 236 Head of the Subdivision of Finance and the Head of the Subdivision of Planning Reporting at the Regional Asset Planning and Finance Agency in five regions throughout Southern Sumatra, namely South Sumatra, Lampung, Bengkulu, Jambi, and Bangka Belitung Islands. This study use Structural Equation Modeling with Amos version 24 to analyze the data. The results of this study show that attitude has a positive effect on fraud prevention, attitude has a positive effect on whistleblowing intention and whistleblowing intention has a positive effect on fraud prevention. The results of this study also show that whistleblowing intention partially mediate the relationship between attitudes and fraud prevention. Besides that, ethical culture of the organization can moderate the positive relationship between whistleblowing intention and fraud prevention.
