The development of the smart cities with new and integrated information and communication technologies has changed the traditional industries’ processes. One of the domains is construction industry which plays an important supporting role for the economic development of a country, but at the same time, the construction industry is also an industry with high energy consumption and high pollution. Therefore, in order to alleviate the contradiction between economic development and resources and the environment, the construction industry must achieve sustainable development and take the road of green construction. In order to carry out the evaluation of the design effect of colleges and universities, this paper introduces the multisensor perception and fuzzy comprehensive evaluation methods. First, through the design and analysis of the sensor perception system used in the building environment, the collection, acquisition, analysis, and processing of complex information of heterogeneous multiterminals are obtained. Secondly, cluster analysis and genetic algorithms are used in the processing and analysis process of building multiterminal sensor data. The security aspect is also taking into account to design the methods. The system test verifies the performance of the university building design effect evaluation model, which can provide a reference for the sustainable development of the construction industry.

In response to the continuous development of computer science and multimedia technology, many problems related to computer multimedia security are gradually exposed in the development. Through the existence of hidden dangers of computer multimedia security, a computer is constructed based on the network security active defense model. For a multimedia security protection system, select four modules in the system for design and description. Finally, the experimental results show that the system designed in this study can realize the security protection of computer multimedia, and the system is simple to operate and has strong practicability and meets the expected design effect.

In order to improve the design effect of minority clothing, according to the needs of minority clothing design, this paper uses data mining and Internet of Things technologies to construct an intelligent ethnic clothing design system and builds an intelligent clothing design system that meets customer needs based on the idea of human-computer interaction. In data processing, this paper uses the constraint spectrum clustering algorithm to take the Laplacian matrix and the constraint matrix as input and finally outputs a clustering indicator vector to improve the data processing effect of minority clothing design. Finally, this paper verifies the performance of the system designed in this paper through experiments. From the experimental research, it can be known that the minority clothing design system based on the Internet of Things and data mining constructed in this paper has a certain effect and can effectively improve the minority clothing design effect.

A latent variable modeling-based procedure is discussed that permits to readily point and interval estimate the design effect index in multilevel settings using widely circulated software. The method provides useful information about the relationship of important parameter standard errors when accounting for clustering effects relative to conducting single-level analyses. The approach can also be employed as an addendum to point and interval estimation of the intraclass correlation coefficient in empirical research. The discussed procedure makes it easily possible to evaluate the design effect in two-level studies by utilizing the popular latent variable modeling methodology and is illustrated with an example.
