<p><b>This thesis draws on Critical Theory as advanced by Critical Theorists in the tradition of the Frankfurt School to explore the nature of anti-democratic practices within policy-steerage, management and governance of university education in Malawi. The thesis critiques instrumental use of reason and neopatrimonial aspects that permeate policy-steerage, management and governance of the university sector in Malawi, and suggests ways of emancipation or social change.</b></p> <p>Two philosophical ideas inform analysis of this emancipatory project: dialectical reasoning as advanced by the first generation Critical Theorists such as Horkheimer, Adorno and Marcuse and communicative rationality, which is complemented by the theory of the lifeworld as advanced by the second generation Critical Theorist, Habermas. Dialectical reasoning entails understanding things as they are now and what they might be in future, as such, it is a useful idea for emancipation in that it fosters constant questioning (reflexivity) on the part of actors to make things better. Communicative rationality entails that actors seek to reach common understanding and coordinate actions by reasoned arguments, consensus and cooperation rather than instrumental reasoning and is useful for attaining social change (Habermas, 1984, 1987). Data sources comprise global policy debates, policy documents and interviews with selected government policymakers, Malawian civil society, university administrators and leaders of university staff and student unions.</p> <p>The thesis reveals that at international policy-steerage level, university policy-making in Malawi is chiefly orchestrated by the World Bank using its economic power and the global-neoliberal logic. In this logic, Malawi follows the dictates of the powerful World Bank. Thus, the argument presented is that the World Bank’s university policy-steerage in Malawi follows instrumental rationality and is anti-democratic. Instrumental reasoning refers to the deliberate use of the power of reason for social control or manipulation. At university level, the thesis reveals a rivalry relationship among stakeholders which leads to constrained collegial governance. The thesis shows that the neopatrimonial attitude of presidentialism or the big-man syndrome, which permeates the management and governance of universities in Malawi, perpetuates instrumental use of reason and renders the system anti-democratic. At Malawi Government university policy-steerage level, the thesis shows problems associated with the usage of power by state presidents who are also chancellors of public universities. At this level, policy-steerage is interventionist and characterised by both neopatrimonial aspects of the big-man syndrome and patron-client relationships that lead to instrumental use of reason.</p> <p>Based on this Critical Theory analysis, a theory of university management and governance for Malawian universities is presented aimed at achieving emancipation. To achieve social change there is a need to challenge instrumental ways of reasoning and neopatrimonial aspects by employing dialectical reasoning and communicative rationality.</p>

This article argues that the link Hans Jonas drew between Martin Heidegger's philosophy and Gnosticism cannot be properly understood without taking into consideration his philosophical interpretation of modern science. It claims that Jonas saw Heideggerian existentialism not as a modern instantiation of Gnosticism but as a specific experiential reaction to the new cosmological outlook that emerged from the seventeenth-century scientific revolution, which negated the conceptual world that made Gnosticism possible. Jonas's interpretation is “against the grain”: by claiming that Heidegger's thought is a product of the reduction of nature to measurable, manipulable, and calculable extension governing the modern scientific mind, Jonas attributed to Heidegger the very flaws Heidegger critiqued in others. It is further claimed that Jonas's original contribution to Heidegger's reception history is not in proposing the link to Gnosticism but in reading him as the philosophical outcome of the instrumental reasoning of modern science.

Chapter 2 presents the main tenets of the extended theory of rationality (ETR). According to ETR, both the given attitudes (“inputs”) and the conclusion of practical reasoning (“outputs”) are actions (more particularly, the intentional pursuit of ends). The principle of instrumental reasoning, which tells us (roughly) to adopt means to our ends, is the only principle of derivation, and a principle (roughly) requiring agents not to pursue incompatible ends is the only principle of coherence. The chapter also presents one of the main theses of ETR; namely that the rationality of an agent through an interval t1-tn does not supervene on the rationality of the agent at each moment t1-tn (what I call the “non-supervenience thesis”). In other words, someone may be irrational over a period of time without there being any moment during that time at which they were irrational.

The extended theory of instrumental rationality (ETR) takes the intentional pursuit of ends to be the only relevant attitude for the theory of instrumental rationality, and takes the principle of instrumental reasoning, a non-comparative principle, to be the only principle of derivation. However, it seems that if the agent has more than one end, we’ll need to introduce comparative or graded attitudes, such as the preference orderings in orthodox decision theory, in order to explain the rationality of choices among competing ends. In fact, ETR can provide a significantly better account of how a rational agent pursues multiple indeterminate ends through time than theories that make use of comparative and graded attitudes. ETR proposes that in the pursuit of such ends a rational agent must inevitably “satisfice” rather than maximize. At the same time, the chapter explains how some comparative attitudes, such as preferences, can be incorporated into ETR.

“Anonymus Iamblichi, On Excellence (Peri Aretēs): A Lost Defense of Democracy” presents a comprehensive analysis and complete translation of the fragments of a lost treatise from the late fifth-century BCE, preserved in Iamblichus’ palimpsestic Exhortation to Philosophy. Its author is unknown; hence scholars refer to the work as “Anonymus Iamblichi.” And while Iamblichus included it because he thought its author was a Pythagorean, dialectical attributes and specific claims within the treatise point to someone conversant with Ionian philosophers, especially Democritus. Anonymus Iamblichi is a rara avis: it presents a unique view on excellence (aretē) and its parts; advances a defense of law and justice by appealing to both value and instrumental reasoning; provides an early reflection on social emotions, the weaknesses of the human condition, and the nature of true power; presents the first substantial “Superman” thought experiment; and develops the earliest extant and most philosophically sustained defense of democracy.

Hope is needed for persons confronting the limits of human life, antagonised by the threats of death. It is needed also for those health and medical professionals constrained by the institution of medicine, determined by market metaphors and instrumental reasoning. Yet, despair can masquerade as hope for such persons when functional hoping for particular outcomes or aims proves futile and aimless. The following will examine such masquerades, while giving attention to particular expressions of autonomy, which persist as fodder for despair in our late modern milieu. The late classical account of Hercules and his death, as well as contemporary reasons for soliciting medical assistance in dying, will focus on the diagnostics of despair, while a Christian account practicing presence, and of hope as a concrete posture enfleshed by habits of patience, among other virtues, will point toward counter-narratives that might sustain persons in times of crisis and enable persons’ flourishing as human beings, even unto death.

Practical reason is reasoning which is used to guide action, and is contrasted with theoretical reason, which is used to guide thinking. Sometimes ‘practical reason’ refers to any way of working out what to do; more usually it refers to proper or authoritative, hence reasoned, ways of working out what to do. On many accounts practical reasoning is solely instrumental: it identifies ways of reaching certain results or ends, but has nothing to say about which ends should be pursued or which types of action are good or bad, obligatory or forbidden. Instrumental reasoning is important not only for ethics and politics, but for all activities, for example, in working out how to travel to a given destination. Other accounts of practical reason insist that it is more than instrumental reasoning: it is concerned not only with working out how to achieve given ends, but with identifying the ethically important ends of human activity, or the ethically important norms or principles for human lives, and provides the basis for all ethical judgment. No account of objective ethical values can be established without showing how we can come to know them, that is, without showing that some form of ethical cognitivism is true. However, ethical cognitivism is not easy to establish. Either we must show that some sort of intuition or perception provides direct access to a realm of values; or we must show that practical reasoning provides less direct methods by which objective ethical claims can be established. So anybody who thinks that there are directly objective values, but doubts whether we can intuit them directly, must view a plausible account of practical reason as fundamental to philosophical ethics.

This chapter considers John Broome’s account of instrumental reasoning. It argues that his account is far too restrictive. Broome fails to allow for various perfectly good forms of reasoning, such as reasoning to a sufficient but not necessary means and reasoning to a partial means. This failure is not an accident; it derives from an unnecessarily limited conception of what reasoning could be. The chapter offers a different account of instrumental reasoning, consistent with the position developed in earlier chapters. This account is far more flexible and makes good sense of the various forms of instrumental reasoning that we actually engage in.
