This study aims to discuss the existing contentious recall policy that becomes the legitimate reason to replace or retire the House member proposed by political parties. The discussion also examines to what extent recall, in practice, whether it enables the promotion of Indonesia's anti-corruption agenda. Through the recall, political parties can withdraw their members in the House, either in the form of dismissal or changing positions before the end of the term of office of members who sit in the House of representatives. This study finds that the existing recall policy impedes democracy and negates how to eradicate corruption in Indonesia. As a result, the current policy needs an option to ensure that recall will work as it is expected. Therefore, this alternative should include constituents to propose recall, which will disrupt the existing parties' domination, resulted in a more participatory system, and it reflects the more reciprocal ways to link people, parties, and the House in Indonesian politics. The judiciary's role is another essential aspect to highlight, in which the process and settlement of the recall may involve the Constitutional Court as the hub of the political and constitutional settlement. KEYWORDS: Indonesian Democracy, Anti-Corruption Agenda, Recall Policy, Political System.

Since the reformation happened to this country, publications on several main events, which were sometimes causing some resentment, have been appeared. They include a widespread corruption issue involving executive, legislative, judicative or private elements; a notorious issue of a house member caught up as he played his gadget to watch a porn video; as well as an issue of a ruined PSSI congress held on May 20, 2011.  Then, why don’t we, as a nation well known for its decency and friendliness, show our tolerance? What is wrong with us? As this question showed up to the ground, there were also excuses replying; we are not ready for democracy, our leaders are indecisive, our education system was so messy, and so on and so forth. To analyze this, we can refer to a certain past moments. Does a typical House member need to worry about the electoral ramifications of his roll-call decisions? We investigate the relationship between incumbents' electoral performance and roll-call support for their party—controlling for district ideology, challenger quality, and campaign spending, among other factors—through a series of tests of the 1956–1996 elections. The tests produce three key findings indicating that members are indeed accountable for their legislative voting. First, in each election, an incumbent receives a lower vote share the more he supports his party. Second, this effect is comparable in size to that of other widely recognized electoral determinants. Third, a member's probability of retaining office decreases as he offers increased support for his party, and this relationship holds for not only marginal, but also safe members.
