Purpose Decision Making Trial and Evaluation Laboratory (DEMATEL) and Interpretive Structural Modeling (ISM) are commonly used separately, but also may be combined per their common characteristics to identify causal relationships and hierarchical structure among factors in complex systems with a relatively small computational burden. The purpose of this study is to establish an improved DEMATEL-ISM integration approach to remedy the disadvantages of the traditional DEMATEL-ISM integration method. A case study was conducted to compare the proposed improved integration approach against the traditional integration method, and to validate its feasibility and effectiveness. Methods The proposed improved DEMATEL-ISM integration approach has two main parts: a threshold determination via maximum mean de-entropy (MMDE) method and an additional transitivity check process. The factors influencing China’s rural-urban floating population’s willingness to participate in social insurance was analyzed as a case study. Results The traditional and improved methods show notable differences in the hierarchical factor structure and the inner influence relationship among factors that they respectively reveal. The traditional integration approach results in some irrationality, while the improved approach does not. Originality This study confirms the importance of proper threshold determination and reachability matrix transitivity checking during DEMATEL-ISM integration. The improved approach includes a scientific threshold determination method based on the MMDE method, plus a transitivity check of the reachability matrix with necessary corrections to ensure its soundness. It can be straightforwardly operated at a relatively low computational burden while providing accurate analysis results.

The problem of optimal allocation of service centers is considered in this paper. It is supposed that the information received from GIS is presented like second kind fuzzy graphs. Method of optimal location as method of finding vitality fuzzy set of second kind fuzzy graph is suggested. Basis of this method is building procedure of reachability matrix of second kind fuzzy graph in terms of reachability matrix of first kind fuzzy graph. This method allows solving not only problem of finding of optimal service centers location but also finding of optimal location k-centers with the greatest degree and selecting of service center numbers. The algorithm of the definition of vitality fuzzy set for second kind fuzzy graphs is considered. The example of finding optimum allocation centers in second kind fuzzy graph is considered too.

Abstract The process of offshore drilling faces several challenges. The process of mixing of water and oil results in issues that lead to the contamination of ocean water. Therefore, this study focuses on the hazards and the measures taken to cover up those hazards of offshore drilling. There are types of offshore drilling hazards such as health hazards and safety hazards. In connection to identify the hazards facing in offshore drilling and taking measures to prevent these hazards, ISM (interpretive structural modeling) technique is used. Data is collected through extensive literature review and by conducting interviews from Japan and China. Experts from academia and industry specialists are approached for interview. Eight important Measures to prevent the hazards due to offshore drilling have been identified. And the relationship among these measures are depicted by constructing SSIM (structural self-interaction matrix). The next step of ISM technique which is reachability matrix, developed which also establish the driving and dependence power of each variable. After reachability matrix a diagram is discussed where the measures are depicted in relation to their dependency, drive and independency levels, which show the influence of each measure with other. This study is valuable in the field of offshore drilling for top managers in decision making and for literature review study. Further, this study has some limitation, if the contributions of experts from other countries would have been exerted in our research that may came up with more measures for the prevention of hazards encounter in Offshore oil drilling. Further, quantitative analysis should be considered to find the absolute values to evaluate the measure.

Purpose This paper is a research note on “Quality framework in education through application of Interpretive Structural Modeling” (Sahney, S., Banwet, D.K. and Karunes, S. (2010), Quality framework in education through the application of Interpretive Structural Modeling: an administrative staff perspective in the Indian context, The TQM Journal, 22(1)). Sahney et al. applied Interpretive Structural Modeling (ISM) to prioritize, sequence and categorize elements critical to quality management in education; however, it seems that the final reachability matrix, and consequently the results, may not be true as some transitivity was not incorporated. So, the purpose of this paper is to apply a method to develop a transitive and compatible reachability matrix. Design/methodology/approach A counter-example was used to show that the final reachability matrix was incorrect, and then, based on Warfield’s studies, a transitive and compatible reachability matrix was developed directly. Findings As high priority should be placed on tackling the design characteristics which have a high driving power and thus possessing the capability to influence other elements, the correct analysis of ISM and its consequences is important to the priorities. The results from this study differed from the results of the Sahney et al. to a large extent. According to their analysis, all attributes were in the linkage area which has high driving power and high dependence. However, the authors reached different values for the relative importance and the interdependencies among the elements resulting in three different clusters. Originality/value This note clarifies and corrects the way the ISM methodology can be applied.

Penelitian ini bertujuan mengidentifikasi atribut-atribut yang berpengaruh terhadap struktur kelembagaan desa mandiri pangan berkelanjutan dan untuk merumuskan bagaimana struktur kelembagaan yang terlibat dalam pengembangan desa mandiri pangan agar dapat berkelanjutan di Kabupaten Bengkulu Tengah. Penelitian ini dilaksanakan pada bulan Januari-Februari 2015. Penentuan lokasi penelitian ini dilakukan secara sengaja (purposive) yakni di Kabupaten Bengkulu Tengah dengan pertimbangan bahwa Kabupaten Bengkulu Tengah merupakan kawasan yang telah mendapat program desa mandiri pangan, juga didasarkan atas pertimbangan bahwa Kabupaten Bengkulu Tengah memiliki potensi untuk dikembangkan lebih lanjut.Responden dalam penelitian ini adalah kalangan pakar terpilih yang diambil berdasarkan kesesuaian keahlian dengan struktur dan kelembagaan usaha pangan. Pada saat penentuan atribut, responden diambil sebanyak 17 orang, selanjutnya dalam metode interpretative structural modelling (ISM) untuk penentuan struktur kelembagaan responden yang diambil sebanyak 5 orang yang berasal dari akademisi. Analisis atribut-atribut yang berpengaruh terhadap struktur kelembagaan desa mandiri pangan berkelanjutan dilakukan dengan pendekatan Multi-Dimensional Scaling (MDS) yang disebut dengan pendekatan Rap-Demangan. Untuk merumuskan struktur kelembagaan menggunakan Interpretative Structural Modeling (ISM). Hasil analisis Rap-Demangan menunjukkan bahwa indeks keberlanjutan kelembagaan di Kabupaten Bengkulu Tengah dengan kategori baik (75.6) dalam skala keberlanjutan 0–100. Hasil Output ISM-Strella, berdasarkan Reachability Matrix (RM) Lembaga Sosial, berada pada sektor I (AUTONOMOUS),  sektor II (DEPENDENT) di tempati oleh Pengolah Hasil Pangan, Pemasar Hasil Pangan, Kelompok Tani/Ternak/Nelayan,  Koperasi dan UKM, Lembaga Keuangan Mikro, Gapoktan, KTNA, Unit Pembenihan Rakyat, Sedangkan yang berada pada sektor III (LINKAGE) yaitu adalah Pembudidaya Pangan, Disperindag. Pada sektor IV (INDEPENDENT) yaitu adalah Kementrian Pertanian, Dinas Teknis, Badan Ketahanan Pangan, BP4K, Tokoh Masyarakat, Kementrian Kelautan Dan Perikanan, Balai Pembibitan, Balai Benih Ikan, Bappeda, Dinas Pekerjaan Umum, Penyuluh.   Kata Kunci : struktur kelembagaan, desa mandiri pangan berkelanjutan, metode  Interpretative Structural Modeling (ISM).
