In order to develop recycle economy and friendly saving environment, many business enterprises have deployed green supply chain management (GSCM) practices. By employing related theorise of GSCM, organizations expect to minimize the environment impact caused by their commercial and industrial activities in supply chain. Different suppliers may provide different GSCM practices, so evaluating their GSCM performance to rank the green suppliers is an important aspect in practice. In this paper, a novel decision method named fuzzy generalized regret decision-making method is proposed. The fuzzy generalized regret decision-making method is based on ordered weighted averaging (OWA) operator, which is used to effectively aggregate individual regrets related to all stats of nature for an alternative under fuzzy decision-making environment. By combing the proposed method with the application background of GSCM practices, a novel fuzzy decision model for evaluating GSCM performance is further proposed. In the proposed model, the regret of decision maker is taken into consideration with an aim of minimizing the dissatisfaction when choosing the best green supplier. Individual regrets related to all criteria for a green supplier are aggregated to obtain effective regret. Finally, the green suppliers can be ranked according to the effective regrets. A numerical example is used to illustrate the effectiveness of the proposed method.

This chapter introduces the sustainable development of county-region economy under the constraint of natural resources and environment in China when parts of classic industries along the south-eastern coast are shifting to the poorer mountain areas and middle-western areas. It argues that the county regional economic development at the stage should focus on the agricultural growing and breeding their processing sectors, natural resource exploitation and its processing, manufacturing, tourism, and ecological industrial (shift) park, according to the resource endowment. The local government should guide the scientific planning of county-region industries’ layout, structure, symbiosis, and coupling relationships. By means of environmental cost internalization, region industries’ symbiosis and coupling size, roles of social network, cultivation of innovative culture, guidance of government subsidy, pressure from public monitoring, the market mechanism, and economic incentives will play roles in resource allocation. In practice, the local government or industrial authority can design the “lack in” value chain parts and package them into some feasible and profitable projects open to the market investors, encourage firms to participate regional industrial symbiosis and coupling, and construct a complete industrial chain or network, in order to realize the integration of closed-circuit industry, higher value-added ecological agriculture, tourism and related service sectors, creative economic industrial park, urbanization, and ecological environment. This will avoid the heavy-damage from traditional industrialization and urbanization on county-regional ecological environment, and then realize the harmony development of county-regional recycle economy, society, and environment.

As we enter the 21st Century, various countries in the world are faced with many challenges, such as overpopulation, shortage of resources and environmental deterioration. Developing recycle economy is one of the important ways to realize sustainable development. The purpose of recycle economy is to insure circulation utilization of resources and positive conversion of ecosystem on the premise of keeping economic development. Its mechanism should be "Government instructs, Enterprise acts, Society participates, Markets operate". Enterprise is the subject of economy, so the development of recycle economy must be put into effect in enterprises. In this paper, how to advance enterprise to develop recycle economy by carrying out environmentally friendly manufacturing methods and the relationship between government and enterprise in Game Theory are discussed. The thesis also provides some suggestions for government to promote the development of recycle economy.

This article took Industrial Park of Recycle Economy in Tongling as the subject, and assessed its current recycle economy development. In the same time, the symbiotic web among ‘Water-Steam-Energy’ in the park was established in this article, and the redesigned industrial park was reassessed according to its consumptions of material and energy. The result shows that the ‘Water-Steam-Energy’ symbiotic web can remarkably promote the recycle economy development, with the reduction of direct input, the accretion of resource productivity and the promotion of resource recycle utilization.

At present, China strongly advocated the development of recycle economy, while most studies are starting from the promotion of economic development and reduction of environmental pollution rather than from the promotion of employment. This paper summarizes some experiences of promoting employment by developing recycle economy in China and abroad, and proposes some advices to solve problems that emerge in the process of developing recycle economy. It puts forward a new view that the recycle economy can promote employment.
