A Paradigm of Constructing Industrial Symbiosis and Coupling in China’s County-Region Economic Sustainable Development

This chapter introduces the sustainable development of county-region economy under the constraint of natural resources and environment in China when parts of classic industries along the south-eastern coast are shifting to the poorer mountain areas and middle-western areas. It argues that the county regional economic development at the stage should focus on the agricultural growing and breeding their processing sectors, natural resource exploitation and its processing, manufacturing, tourism, and ecological industrial (shift) park, according to the resource endowment. The local government should guide the scientific planning of county-region industries’ layout, structure, symbiosis, and coupling relationships. By means of environmental cost internalization, region industries’ symbiosis and coupling size, roles of social network, cultivation of innovative culture, guidance of government subsidy, pressure from public monitoring, the market mechanism, and economic incentives will play roles in resource allocation. In practice, the local government or industrial authority can design the “lack in” value chain parts and package them into some feasible and profitable projects open to the market investors, encourage firms to participate regional industrial symbiosis and coupling, and construct a complete industrial chain or network, in order to realize the integration of closed-circuit industry, higher value-added ecological agriculture, tourism and related service sectors, creative economic industrial park, urbanization, and ecological environment. This will avoid the heavy-damage from traditional industrialization and urbanization on county-regional ecological environment, and then realize the harmony development of county-regional recycle economy, society, and environment.

The landscape industry has become one of the industries with higher resource and energy consumption, and the implementation of urban low-carbon landscape construction is of great significance to improve the ecological environment. In this study, the method of low-carbon landscape construction was studied from two aspects including the carbon source control and carbon sink, as well as both direct and indirect effect. The results showed that the low-carbon landscape construction can be controlled from five aspects including landscape planning, landscape design, low-carbon landscape technology, low-carbon landscape behavior and low-carbon policy. Through a series of low-carbon measures, carbon emissions can be controlled at a reasonable level during the urban landscape construction, which also promotes the sustainable development of urban ecological environment.

Marine fishery is an important part of China’s economic development. Marine fishery is not only related to the development of marine economy, but also the marine ecological environment. It is very important to promote the competitiveness of marine fisheries, protect marine ecology, and explore the sustainable development of marine fisheries. In this regard, this article analyzes the development trend of marine fisheries, analyzes the current problems in marine fishery governance, and explores effective countermeasures for the development of marine fishery governance, hoping to provide some ideas for promoting marine fishery governance and enhancing the benefits of marine fishery development.

The assessment of ecological environment during the large-scale development of islands is a major topic in the study of current coastal islands. Choosing the appropriate assessment method to evaluate the suitability of carrying capacity of islands and making relevant suggestions are significant to the sustainable development of islands. Ecological footprint method is used to analyze the ecological carrying capacity of Pingtan Island (PI) from 2005 to 2016 for promoting the coordinated rational development and construction and ecological environment of the island. Although PI is in rapid urban development and construction, the island maintains secure and stable ecological conditions. PI is used as a research case to analyze the sustainable development of the ecological environment through the carrying capacity of the island ecosystem.

Research background: rural tourism is an economic and environmental activity that fits harmoniously into the concept of sustainable and inclusive development. In Ukraine, it is called rural green tourism, but in practice not all aspects of it can meet the Sustainable Development Goals 2030. Purpose of the article: to analyze the relationship between the structures of the rural tourism goals and the SDGs, to demonstrate the evolution, possibilities of the development on the example of Ukraine’s rural tourism, especially in the framework of the European Green Deal. Methods: factor analysis – when studying the structure of the rural tourism goals and the factors that affect it, as well as when comparing it with the structure of other sustainable activities; elements of graph theory – in the graphical analysis of the Sustainable Development Goals decomposition in their projection into the plane of rural tourism. Findings & Value added: the structure of the rural green tourism goals in Ukraine have been harmonized with the Sustainable Development Goals 2030. Sustainability factors have been identified that allow the tourism and recreation sphere in the medium and long term perspective not only to form a competitive market for relevant services, but also to serve as an important component of the inclusive development. Factors of tourism sphere transformation due to the coronavirus pandemic are taken into consideration. The concept of the phased programming in sphere of rural tourism in Ukraine within the framework of the European Green Deal 2030 and 2050 has been improved.

The purpose of the article is to present the activities carried out by the Warsaw School of Economics, including the Department of Economics and Finance of the Local Government, aimed at both activities aimed at the diversified development of the broader sense - the activities of the Universities in this respect and in the strict sense, i.e. the activities of one of the departments, i.e. the Department of Economics and Finance of the Local Government within research and development at the local government level. The activities in the area of sustainable development include the membership to the Sustainable Development Goals Accord, the seat of the Polish branch of OIKOS International . On the other hand, activities in the field of sustainable development strictly mean activities in the field of research and development as well as conducting lectures and postgraduate studies in the field of sustainable development in the broad sense of the word. These activities are carried out by the mentioned department. The activities are therefore implemented on a large scale in order to increase the promotion of the idea of sustainable development in order to support the idea of sustainable development at every possible level, from national to local.

Since the 20th century, the deterioration of the ecological environment around the world has challenged urban space construction. With the development of urbanization, the consumption of resources and energy has increased, the level of biodiversity has decreased, environmental pollution is approaching the critical level, and the contradiction between human habitat activity and ecological environment has become increasingly prominent. The sustainable development of urban space along with its economic and social benefits, taking into account the quality of life and ecological environment, has become a new and important subject that needs to be explored. In this study, the indices of the evaluation system for sustainable urban spatial development in regions with underdeveloped economies but rich in ecological resources are arranged in sequence through the systematic coupling analysis of collaborative evaluation information and a quantitative analysis. The influences of urban space elements on sustainable urban development are disclosed. On the basis of the generated data, an evaluation system for sustainable urban spatial development with a complete set of information is proposed. The proposed system is applicable to urban spatial development evaluation in regions in China with underdeveloped economies but rich in ecological capital. First, the basic concept of system coupling is introduced, and a coupling relationship between urban sustainable development and urban space is proposed. Second, the elements of urban space and the sustainable development in the Qin-Ba mountain area are extracted, and the precedence diagram method is used to construct a sustainable evaluation system for urban space development in the Qin-Ba mountain area. Third, the sustainable evaluation process of urban spatial development is proposed. Finally, the sustainable evaluation system for urban spatial development in the Qin-Ba mountain area is applied to evaluate the urban spatial development in Shangluo, Qin-Ling Mountains, China. The results show that, among the investigated 14 indicators, the proportion of industrial land use mainly influences sustainable urban spatial development. As for the rest of the index factors, per capita green land area and green coverage ratio of built-up areas, per capita urban construction land area, proportion of forestry area, greening rate of built-up areas, total industrial dust emission density, proportion of cultivated area, and average volume fraction of residential areas are the secondary influencing factors of sustainable urban spatial development. The evaluation system in this research is constructed with the three aspects of “green coordination”, “green development”, and “green sustainability” of sustainable urban spatial development, and it complements the evaluation contents of urban–rural ecological space coordination, land resource protection, and green development community, and so on. The conclusion of this study not only can provide a useful reference for urban spatial development planning for underdeveloped ecological capital areas of China but also can provide a theoretical basis for the management and control policy of sustainable urban spatial development.

The study aims to find a new and effective way to treat petroleum city's contaminated land, and promote the sustainable development of resource-based cities. Qianjiang City combined petroleum-contaminated land remediation with National Mine Park construction, took three modes to treat different degrees of contaminated soils in the Mine Park. Finding out that the petroleum-contaminated treatment site can become Mine Park popular science education base, while Mine Park construction could provide scientific research places and more funds for treatment project. It is conducive to resource-exhausted city to achieve Economic Transition. Combining petroleum-contaminated land treatment and Mine Park construction is a new practical and effective treatment model to restore the ecological environment in petroleum city.

Sustainable development has become an important aspect of the construction industries. There are many ways sustainability elements can be incorporated in the design, construction, operation and deconstruction of a building. Importantly sustainability represents the link between society and built environment professionals. In relation to that, this study involves a look at the stakeholders outlook and interaction with sustainability. In this study, the focus will be aimed on the role of the Local Governments and how the perception of the stakeholders. Therefore, this study intend to look into the sustainable development and better understanding the strength and weaknesses and other relevant factors that promote or hinder the Sustainable Development. This study is to contribute to the enrichment of knowledge on the role of Local Governments in Sustainable Development. Therefore, this research seeks to find out whether sustainable development is being practiced and seeks to find out what is happening with respect to issues of what, how and why things are being done with the development of Sustainable Development globally and in Malaysia in general.

The current study was to observe to what extent efforts are taken by the local government of Demak Regency, Central Java Indonesia to empower the fishermen based on local wisdom, as well as what model is right with the sustainable development. Technically, the government can take benefit from this study to issue a policy of ‘empowering and protecting fisherman with sustainable development model. The regency has bio and non-bio potential resources. However, due to the lack of visionary attention to the resources and the absence of the comprehensive maritime planning, the ecology and the socio-economy of the area are facing serious problems, such as unhealthy competition in fishing in its multiple manifestations contributing to the poor welfare of the fishermen along the coastline. In-depth interviews were held among 20 fishermen to find out their wishes for improvement of the welfare. It was concluded that policies of pro-fishermen have to be developed on the basis of local wisdom and sustainable development and recommendations were offered accordingly.
