Due to tightly coupled physical, chemical, and biological processes that often behave in nonlinear, counterintuitive ways, it is argued that soil is an archetype of a complex system. Unfortunately, human intuition and decision making has been shown to be inadequate when dealing with complex systems. This poses significant challenges for managers or policy makers responding to environmental externalities where soil dynamics play a central role (e.g., biogeochemical cycles) and where full ranges of outcomes result from numerous feedback processes not easily captured by reductionist approaches. In order to improve interpretation of these soil feedbacks, a dynamic systems framework is outlined (capturing feedback often excluded from investigation or left to intuition) and then applied to agroecosystem management problems related to irrigation or tillage practices that drive nutrient cycling (e.g., soil water, nitrogen, carbon, and sodium). Key soil feedbacks are captured via a variety of previously developed models simulating soil processes and their interactions. Results indicated that soil system trade-offs arising from conservation adoption (drip irrigation or no-tillage) provided reasonable supporting evidence (via compensating feedbacks) to managers justifying slow adoption of conservation practices. Modeling soils on the foundation provided in the complex systems sciences remains an area for innovations useful for improving soil system management.

SummaryLandowners can engage in voluntary conservation with the help of incentive programs. Recommended conservation practices are selected based on management intentions as well as the contribution of those practices to the overall net returns. However, conservation motives are heterogeneous and based on individual risk behavior. Existing cost-share programs might either under-fund or over-fund conservation, which could lead to inefficient management of natural resources. The current analysis evaluates the economic feasibility of variable cover crop strategies, multiple seeding rates, within a soybean production system in silt loam and clay soils. The study utilizes stochastic efficiency with respect to a function, referred to as SERF, for determining the preferred strategies under various risk preferences. The SERF method accounts for the heterogeneity of individual decision-making with regards to conservation adoption. Results indicate that most risk-averse farmers chose tillage radish with medium seeding rate as their preferred strategy. However, as the risk-bearing capacity of an individual increases, the current level of incentives does not motivate to implement conservation. The most preferred plan for risk-neutral farmers is the fallow system in both silt loam and clay soils. The economic and risk assessment framework can improve understanding of the temporal dynamics of different practices and inform policy on conservation structure that promotes agricultural systems that are economically, environmentally, and socially sustainable.

This study investigates owner and tenant characteristics and differences between these two groups in their participation in federal conservation initiatives. Bivariate probit model analysis, based on a 2016–2017 Louisiana row-crop producer’s survey show that owners, relative to tenant farmers, are more likely to adopt conservation in early years of ownership. The results emphasize the need for mechanisms for tenants in short-term contracts to invest in long-term conservation. Moreover, conservation initiatives should be tailored, as tenant farmers are increasingly farming more land and policies should carefully account for this growing group of farmers.

AbstractThis research aimed to illicit nonfarming absentee landowners’ and producers’ preferences for the benefits and characteristics derived from conservation practices during adoption decisions using maximum difference scaling, also called the best-worst method. Both groups are found to rank and value the attributes and reasons for adoption of conservation practices differently at the 95% significance level. This difference between the two groups reinforced the importance of land tenure in decision making. This indicated the need for new extension educational efforts, research efforts, and economic incentives to reduce negative externalities that could be ameliorated from adoption of soil and water conservation practices.
