Объектом статьи является инфраструктура информационного доступа (широкополосный), а предметом – механизм ее диффузии на периферийные территории региона. Рассмотрены государственные практики ряда правительств, направленные на сокращение географического цифрового неравенства. Все множество практик рассмотрено со стороны их институциональных и проектных характеристик. В контексте прикладных задач региональной экономики, т.е. развития связующей центр-периферийной инфраструктуры, практики сгруппированы в двух ключевых измерениях – в разрезе звеньев цепочки формирования информационного доступа и в последовательности снижения сил рыночных, смешанных и государственных институтов при движении от центра к периферии региона. Предложен общий синтетический механизм диффузии инфраструктуры от центра к периферии региона и его промежуточная версия для совершенствования действующего в России механизма сокращения географического цифрового неравенства. Приведены некоторые оценки преимущества нового механизма. The information access infrastructure (broadband internet) is the object of this paper and the mechanism of the infrastructure diffusion to the peripheral territories its subject. The government’s practices aimed to bridge the geographical digital divide are considered. All of observed practices considered in terms of their institutional and design characteristics. In the context of applied regional tasks i.e. the development of a connecting center-peripheral infrastructure, practices are grouped in two key dimension – in terms of links in the information supply chain and in the sequence of market, mixed and state institutions forces reduction during the direction from the center to the periphery of the region. A general synthetic mechanism of the central-periphery infrastructure diffusion and its intermediate version for improving the existing Russian mechanism are proposed. Some assessments of the advantages of the new mechanism listed in the article.

AbstractThe search of legal precedence or stare decisis has always distinguished the lawyer who is in professional practice. The development of the internet has led to a greater dimension in this research and to an empirical approach to understanding the application of law. The academic lawyer has always needed access to the newest legislation and case law and the online search engines are of increasing relevance to accessing the virtual library. This is necessary to assimilate because of the impact of law and technology which is not just of relevance to find texts but also the process of artificial intelligence that is of utility in forms of inquiry. It includes portals that can be sourced online, Lexis and Westlaw which have available software packages that are available for lawyers. The issue is if the technology is moving at excessive speed or is the momentum of digital technology sustainable within the profession. This article argues that legal software provides the means for artificial intelligence in an increasingly specialist field and it is necessary for professionals to stay equipped with knowledge updates on computer terminals in order to enhance their research or lose out in the information supply chain.

This study establishes a decision-making conceptual architecture that evaluates decision making units (DMUs) from numerous aspects. The architecture combines financial indicators together with a variety of data envelopment analysis (DEA) specifications to encapsulate more information to give a complete picture of a corporate’s operation. To make outcomes more accessible to non-specialists, multidimensional scaling (MDS) was performed to visualize the data. Most previous studies on forecasting model construction have relied heavily on hard information, with quite a few works taking into consideration soft information, which contains much denser and more diverse messages than hard information. To overcome this challenge, we consider two different types of soft information: supply chain influential indicator (SCI) and sentimental indicator (STI). SCI is computed by joint utilization of text mining (TM) and social network analysis (SNA), with TM identifying the corporate’s SC relationships from news articles and SNA to determining their impact on the network. STI is extracted from an accounting narrative so as to comprehensively illustrate the relationships between pervious and future performances. The analyzed outcomes are then fed into an artificial intelligence (AI)-based technique to construct the forecasting model. The introduced model, examined by real cases, is a promising alternative for performance forecasting.

Purpose The purpose of this paper is automatic classification of TV series reviews based on generic categories. Design/methodology/approach What the authors mainly applied is using surrogate instead of specific roles or actors’ name in reviews to make reviews more generic. Besides, feature selection techniques and different kinds of classifiers are incorporated. Findings With roles’ and actors’ names replaced by generic tags, the experimental result showed that it can generalize well to agnostic TV series as compared with reviews keeping the original names. Research limitations/implications The model presented in this paper must be built on top of an already existed knowledge base like Baidu Encyclopedia. Such database takes lots of work. Practical implications Like in digital information supply chain, if reviews are part of the information to be transported or exchanged, then the model presented in this paper can help automatically identify individual review according to different requirements and help the information sharing. Originality/value One originality is that the authors proposed the surrogate-based approach to make reviews more generic. Besides, they also built a review data set of hot Chinese TV series, which includes eight generic category labels for each review.
