The article problematizes state penality as a mechanism of repression of precarious workers through a war on drugs in the Philippines. The narratives of 27 arrested ‘drug personalities’ in Metro Manila tell of how methamphetamine energizes bodies and motivates minds for productive work. Bidding to be classified as willing and able workers and family men, the study’s participants orient to a moral stratification that pits the ‘moral versus immoral’ and the ‘hardworking versus lazy’. Qualifying their drug use as strategic and calculated, they uphold the neoliberal values of individual choice and accountability. Their support for the anti-drug campaign stems from their recognition of a drug problem and the socioemotional toll of the dysfunctions of living in the slums. While trade liberalization facilitates methamphetamine inflow, a war on drugs fuels an authoritarian populism. As the state reaffirms symbolic mission to protect its citizens, it blames precarity to a problem population.

Social communication is an essential church activity considering the flock's profile and the COVID-19 pandemic. The study determined the convergence and divergence of the parishioners in a Philippine Catholic Church Parish in the City of Dasmariñas, Cavite on Respect for Life, using content analysis and survey methods as bases for the development of a model for social communication. Results revealed that respondents were 31 years-old, female, married, college graduates, or attended college, with the parish for 16-30 years, Sunday Church-goers only, and not members of any Church-based organizations. Parishioners had converging conceptions about the "War on Drugs," extrajudicial killings, and the death penalty even when they could not join Church activities. Parishioners' compliance was acceptable with five convergence points: the sanctity of life, proper appropriation of justice, expression of gratitude for life, healthy living, and understanding the social context of the pronouncements. With this, a social communication model for the Parish Church was recommended, which other parishes may employ.

By applying Durkheim's last opinion in the elementary forms of religious life, this paper seeks the rationale of the Iranian war on drugs policy in religious thoughts, not penological or criminological ones. It attempts to show that the war on drugs policy originates from an understanding that attributes evilness to such criminals to prevent the disintegration of Islamic society. This approach blurs the line between "preserving Islam" and the "Islamic society," and the repressive policies are consecrated to avoid social disintegration. Our study confirms Durkheim's attitude in which sacredness is highly contagious. Following the sanctity of preserving Islamic society from the profane of drug crimes, the application of specialized mechanisms for fighting drugs would be plausible.

Drawing on qualitative analysis and anthropological histories, we argue that deforestation rates in the Inter-Andean Valleys and in the Amazon Belt of Colombia reflect the specific role of the military in different articulations of the political forest along with new connections between conservation and the war on drugs. This paper examines the increase in deforestation in Colombia in 2020 that partially coincided with the “lockdown” imposed to curb the spread of COVID-19. Early media analysis linked this with the redeployment of military forces away from forest protection to impose lockdown restrictions. However, closer investigation reveals significant regional variation in both the reorganisation of military groups, and in the rate at which deforestation has materialised; military presence has increased in some regions, while in others deforestation has increased. To explain this, we unpack the “biopolitical” dimensions of international conservation to show how the specific deployment of military groups in Colombia reflects an interplay between notions of the protection of (species) life, longer colonial histories, and more recent classification of geographies in terms of riskiness and value.

International drug policy is undergoing change, and certain types of lay experts, those who have experienced problems with drug use, are getting a more important role. By drawing on 30 in-depth interviews with representatives from drug users’ organizations, bureaucrats and researchers, we explore the rise of lay experts in Norwegian drug policy. We show how these lay experts’ personal credibility is based on a history of serious drug problems, in particular injecting amphetamine or heroin, as well as the ensuing stigma. On an organizational level, lay experts’ roles as service users or patients generate credibility, even if the background is often the users’ experiences of pain and stigma. We document how lay experts have been included and have influenced the Norwegian drug policy process. However, a problem with representativeness remains, as some groups of drug users, for example, young persons, those who mainly use cannabis or benzodiazepines, those involved in crime and those who belong to ethnic minorities, have not been included to the same extent. Thus, the increasing role of lay experts in the Norwegian drug policy process poses some unexpected challenges in terms of the democratization of expertise. This lack of representativeness may be part of the reason why the initially successful reform movement now seems to face a setback.

Abstract How do militaries push back when they oppose civilian initiatives? This article analyses the sources and character of military dissent, focusing on the United States. It details the sources of military preferences over policy and strategy outcomes, emphasising the interplay of role conceptions with other material and ideational factors. It then presents a repertoire of means – tactics of dissent – through which military leaders can exert pressure, constraining and shaping civilians’ decision-making calculus and the implementation of policy and strategy choices. Empirically, it traces military dissent in the 1990s-era humanitarian interventions; the US's ‘War on Drugs’ beginning in the 1980s; and the Afghanistan surge debate in 2009. In so doing, the article contributes to a broader research programme on military dissent across regime types. It also expands scholars’ understandings of preference formation within militaries and illuminates the various pathways through which military dissent operates and potentially undermines civilian control.

Waged in 2016, Philippine President Rodrigo Duterte’s war on drugs has claimed over 20,000 lives according to human rights groups. The Duterte administration’s own count is significantly lower: around 6,000. The huge discrepancy between the government’s official count and that of arguably more impartial organizations about something as concretely material as body count is symptomatic of how disinformation is central to the Duterte administration and how it can sustain the approval of the majority of the Philippine electorate. We suggest that Duterte’s populist politics generates what Boler and Davis (2018) call “affective feedback loops,” which create emotional and informational ecosystems that facilitate smooth algorithmic governance. We turn to Patron Saints of Nothing, a recently published novel by Randy Ribay about a Filipino-American who goes back to the Philippines to uncover the truth behind the death of his cousin. Jay’s journey into the “heart of darkness” as a “hyphenated” individual (Filipino-American) allows him access to locally networked subjectivities but not its affective entanglements. Throughout the novel, he encounters numerous versions of the circumstances of Jun’s demise and the truth remains elusive at the end of the novel. We argue that despite the constant distortion of fact and fiction in the novel, what remains relatively stable or “sticky” throughout the novel are the letters from Jun Reguero that Jay carries with him back to the Philippines. We suggest that these letters can potentially serve as a form of “dissensus” that challenges the constant redistribution of the sensible in the novel.
