Food literacy is a multidimensional construct required to achieve diet quality. The Food Sensations® for Adults (FSA) program aims to improve the food literacy of low to middle-income adults living in Western Australia and is funded by the Western Australian Department of Health. The original published behavior checklist used to measure change in food literacy has been revised based on experience of the facilitators and the iterative development of the program. This research sought to assess the validity and reliability of the improved food literacy behavior checklist. A total of 1,359 participants completed the checklist over an 18-month period. Content, face, and construct validity were considered in the re-development of the checklist. An exploratory factor analysis of the checklist identified three factors: 1) Plan and Manage, 2) Selection, and 3) Preparation. Cronbach’s alpha coefficients of 0.883, 0.760, and 0.868 were found for each of the three factors respectively. These coefficients indicated good internal consistency and were higher than those found in the original checklist analysis. An external validation was undertaken with the original food literacy behavior checklist, and a strong positive relationship between the two tools was found. In addition to being used to evaluate FSA, this revised and extensively validated tool could provide guidance to others evaluating similar food literacy programs and contribute to international measurement research.

Background: Food Sensations for Adults, funded by the Western Australian Department of Health, is a four-week nutrition education program focused on food literacy, with demonstrated success amongst Western Australians. In the last two years, 25% of programs have been in regional and remote areas and therefore the aim of this research is to explore the impact of the program in regional areas. Methods: Participants answered validated pre- and post-questionnaires to assess change in food literacy behaviours (2016–2018). Results: Regional participants (n = 451) were more likely to live in low income areas, have lower education levels, and identify as Aboriginal, than metropolitan participants (n = 1398). Regional participants had statistically significantly higher food literacy behaviours in the plan and manage and preparation domains, and lower selection behaviours at baseline than metropolitan participants. Post program, regional participants showed matched improvements with metropolitan participants in the plan and manage, and preparation domains. Food selection behaviour results increased in both groups but were significantly higher in regional participants. Conclusions: The program demonstrates effective behaviour change in all participants; however, the increased disadvantage experienced by people residing outside of major cities highlights the need for additional government support in addressing regional specific barriers, such as higher food costs, to ensure participants gain maximum benefit from future food literacy programs.

IntroductionParamedics are employed by Australian and international mining and petroleum organisations to provide emergency medical response, injury prevention, health promotion, chronic disease management, medical referral, primary healthcare and repatriation co-ordination for miners in exploration, construction and production. These are challenging roles given the often isolated, potentially hazardous and clinically unpredictable nature of the sites where these paramedics work. The purpose of this article is to review injuries that occurred in the mining industry with a view to sharing this information with paramedics who work within the mining sector. Methods Data was collected under legislative authority by the Western Australian Department of Mines, Industry Regulation and Safety (DMIRS). Data efficacy was optimised via strong legislative support whereby all organisations involved in mining activities are legally compelled to report to the DMIRS all accidents involving injury. ResultsA total of 837 injuries were reported during the 6-month period between 1 July and 31 December 2013. These comprised 658 serious injuries, including three fatalities, and 179 minor injuries. Sprains and strains were the most common injury comprising 69% of injuries followed by fractures 10%, lacerations 6%, crushing injuries 5%, bruises and contusions 4%, and dislocations and displacements 2%. Foreign bodies, punctures, bites, amputations, chemical effects, thermal burns, flash and arc burns and loss of consciousness each recorded less than 1% of the injuries.ConclusionFindings presented in this article can be used by paramedics working in the mining sector across Australia and worldwide. Paramedic awareness of the nature and cause of injury is useful for optimally preparing paramedics to perform appropriate diagnosis and treatment and to minimise patient mortality and morbidity.

Education authorities continue to experience difficulty in recruiting and retaining teachers in rural and remote schools. In Western Australia (WA), a state noted for its vastness and number of schools located in rural and remote settings, a scheme developed by the Western Australian Department of Education and Training (DET) and the WA Chamber of Minerals and Energy aims to address this challenge by offering financial support to student teachers who wish to undertake their final practicum in a remote or rural education district in which they hope to work after graduation. The Student Teacher Rural Experience Program (STREP) assists with return travel costs and a weekly stipend for the duration of the practicum. The DET specifies the particular districts to which the STREP will apply and applicants need to satisfy a number of selection criteria. In 2005 a survey involving 2004 and 2005 STREP participants was undertaken to ascertain their opinions about how effective the program was in preparing them to teach in rural locations. This article discusses the quantitative data and participant comments on issues not adequately covered by STREP and how the program might be improved.

The Western Australia Data Linkage System (WADLS) is maintained and operated by the WA Data Linkage Branch (DLB) at the Western Australian Department of Health. DLB has pioneered a number of data linkage innovations, including the facilitation of genealogical research via the Family Connections system and streamlined data delivery via the Custodian Administered Research Extract Server. DLB’s latest innovation is a new data linkage system called “DLS3”, which improves DLB’s capability and capacity to handle the increasing volume and complexity of its routine operations. DLS3 was built entirely in-house and customised to meet the specific challenges that DLB has encountered throughout over twenty years of experience with a wide variety of linkages. This article describes the development and rollout of DLS3, including its design, architecture, benefits and limitations.

AbstractBiological control of arthropods emerged as a scientific enterprise in the late nineteenth century and the orchard industry of California was an early centre of expertise. In 1900, as the Australian colonies prepared for federation, each had a government entomologist attached to its agriculture department. The hiring of George Compere from California by the Western Australian Department of Agriculture began a controversial chapter in the early history of biological control that was linked to a late, local popularization of acclimatization. Compere became known as the ‘travelling entomologist’ and for a decade brought ‘parasites’ of pest insects from overseas and released them in Perth. His antagonistic disciplinary rhetoric and inflated claims for the ‘parasite theory’ created conflict with his counterparts in the eastern states. The resulting inter-state entomological controversy was played out in the press, revealing the political use of science for institutional and even state identity. It is a story of transnational exchanges, chance discoveries and popular public science: popular because of the promise of a simple, natural solution to agricultural insect pests and because of the public nature of the disputes it generated between the experts. This microcosm contributes to the global historiography of acclimatization, biological control, scientific exposition and the professionalization of agricultural science.

The Pilbara population of the northern quoll (Dasyurus hallucatus) has been seldom studied, and the impacts of threats such as altered fire regimes, total grazing pressure, predation and mining and infrastructure development are not well understood. While the Pilbara was once thought likely to provide refuge for northern quolls from the poisonous cane toad (Rhinella marina), recent modelling suggests that cane toads will invade the region. The environmental approvals process for mining development in the Pilbara has generated considerable offset funds that are to be directed towards research on the northern quoll. In an effort to identify future research priorities for this species in the Pilbara through a collaborative process, the Western Australian Department of Parks and Wildlife hosted a workshop attended by scientists, environmental consultants, mining proponents and state and federal regulators. Participants at the workshop identified five key areas for future research effort: (1) develop appropriate and standardised survey and monitoring methods; (2) define areas of critical habitat and better understand how disturbance affects habitat quality; (3) improve our understanding of population dynamics; (4) better understand the key threats to the northern quoll and the interactions between these threats in the Pilbara; and (5) determine whether the northern quoll will colonise restored areas or artificial habitat. We provide the expected timelines and current allocation of resources to these research priorities over the next 10 years. We reflect on the lessons learnt from the workshop process and consider ways to improve the outcomes of such collaborative exercises.

Grazed quadrats were monitored on Mileura Station, Western Australia from 1967 to 2013 in order to study the population dynamics of the perennial plants in two of the land systems on the property. Counts of plants on four quadrats at each of 10 sites were made in 1967, 1976, 1990 and 2013, and individual plants were traced for the first three samplings. Five sites were on the Sherwood land system and five on the Belele land system. The results indicated that the populations of some species in the mulga shrubland increased steadily over the 46 years of the study whereas the populations of other species, especially the small, short-lived shrubs, fluctuated over this period. A reduction in stocking rate from 1976 to 1990 was associated with an increase in the population of perennial plants; the total numbers for the 1976 count were 1506 compared with 2102 in 1990. Mean summer rainfall increased between 1990 and 2013 and this increase may have been associated with the recruitment. Overall, the study showed that commercial stocking, although at a lower rate than that recommended by the Western Australian Department of Agriculture, was compatible with increases in the populations of the perennial components of mulga shrubland in this region.

This paper analyses the WA legal framework that regulates the impact of shale and tight gas project development, especially during the extended appraisal phase. It assesses whether the existing regulatory framework in WA is more suited to conventional petroleum projects, particularly regarding the application of the Environmental Plan requirements, and triggers for referral to the Environmental Protection Authority (EPA) during the extended appraisal phase of project development. This paper not only seeks to understand whether the existing framework is suited to the commercial development of shale and tight gas resources in WA, it also provides information and points of discussion for industry and regulators so that there might be a consensus in the development of shale and tight gas (especially during the field appraisal and development phase) in the existing WA regulatory framework, and the development of shale gas resources in Australia generally. The paper initially considers the existing regulatory framework of shale and tight gas activities in WA, including an examination of the Western Australian Department of Mines and Petroleum as the lead agency in the development of unconventional gas resources. It also assesses whether the existing regulatory framework for shale and tight gas activities in WA is best practice for the appraisal phase of shale and tight gas activities.
