A debate surrounding modularity—the notion that the mind may be exclusively composed of distinct systems or modules—has held philosophers and psychologists captive for nearly 40 years. Concern about this thesis—which has come to be known as the massive modularity debate—serves as the primary grounds for skepticism of evolutionary psychology’s claims about the mind. In this article we argue that the entirety of this debate, and the very notion of massive modularity itself, is ill-posed and confused. In particular, it is based on a confusion about the level of analysis (or reduction) at which one is approaching the mind. Here we provide a framework for clarifying at what level of analysis one is approaching the mind and explain how a systemic failure to distinguish between different levels of analysis has led to profound misunderstandings of not only evolutionary psychology but also of the entire cognitivist enterprise of approaching the mind at the level of the mechanism. We furthermore suggest that confusions between different levels of analysis are endemic throughout the psychological sciences—extending well beyond issues of modularity and evolutionary psychology. Therefore, researchers in all areas should take preventive measures to avoid this confusion in the future.

The challenge of explaining how cognition can be tractably realized is widely recognized. Classical rationality is thought to be intractable due to its assumptions of optimization and/or domain generality, and proposed solutions therefore drop one or both of these assumptions. We consider three such proposals: Resource-Rationality, the Adaptive Toolbox theory, and Massive Modularity. All three seek to ensure tractability of cognition by shifting part of the explanation from the cognitive to the evolutionary level: evolution is responsible for producing the tractable architecture. We consider the three proposals and show that, in each case, the intractability challenge is not thereby resolved, but only relocated from the cognitive level to the evolutionary level. We explain how non-classical accounts do not currently have the upper hand on the new playing field.

Laypeople hold beliefs about economics and policy issues—so-called folk-economic beliefs (FEBs)—that are often wrong or misleading according to professional economists. Here, I critically discuss a recent evolutionary–cognitive approach to understanding folk-economic beliefs. According to this approach (Boyer & Petersen 2018a), some economic beliefs are more prevalent than others, because such beliefs (i.e., folk-economic beliefs) resonate with evolved features of the human mind. I refer to this as the “FEB hypothesis”. A central challenge to the FEB hypothesis, with its heavy reliance on universal cognitive features, is to explain individual and cultural differences in economic beliefs and behavior. This challenge is the starting point for the discussion. Overall, the conclusion of this paper is that the FEB hypothesis relies on unnecessarily strong and controversial theoretical assumptions (e.g., “massive modularity” and the “Environment of Evolutionary Adaptedness”), and that it overlooks important findings from adjacent fields, but that the FEB hypothesis, following some modifications inspired by Dual Inheritance Theory, can be integrated with robust findings from the rest of the evolutionary, cognitive, and anthropological sciences, as well as standard political psychology. Based on this discussion, the paper ends with brief reflections on how to correct inaccurate folk-economic beliefs.

Abstract According to Carruthers’ (2006) massive modularity (MM) thesis, the central systems of the mind are widely encapsulated and operate via heuristics and approximation techniques similar to those found in computer science. It follows from this, he claims, that widely encapsulated central systems are feasibly tractable. I argue that insofar as Carruthers uses this weakened definition of encapsulation, his thesis faces a dilemma: either is a misnomer (Prinz, 2006) and therefore unrecognisable as a version of MM, or it isn’t, and must put forward a convincing version of MM (Samuels, 2006). I claim that Carruthers’ commitment to this claim about central systems meets this challenge by adopting an understanding of central systems whose information-frugal and processing-frugal operations allow for feasible tractability. I conclude that the CWT provides a plausible and distinctive account of MM.
