Abstract In the automatic sorting process of express, the express end sorting label code is used to indicate that the express is dispatched to a specific address by a specific courier. Since there are many areas on the express bill containing digital information, some areas may be improperly photographed, etc. The difficulty in positioning and recognizing the express end sorting label code region is increased. To solve this problem, this paper proposes an express end sorting label code recognition method with convolutional recurrent neural network for the code specification, which has certain versatility. In order to improve the overall code recognition speed, this paper optimizes the traditional digital recognition method, removes the original segmentation operation of the character and recognizes the code as sequence recognition. Firstly, the coding region is located, and then, the express end sorting label code is recognized by the convolutional recurrent neural network. In order to test the experimental performance, this paper tests on Free-Type dataset and SUN-synthesized dataset. The experimental results show that the proposed method improves the recognition accuracy and processing speed of the express end sorting label code.

Abstract Global budget (GB) arrangements have become a popular method worldwide to control the rise in healthcare expenditures. By guaranteeing hospital funding, payers hope to eliminate the drive for increased production, and incentivize providers to deliver more efficient care and lower utilization. We evaluated the introduction of GB contracts by certain large insurers in Dutch hospital care in 2012 and compared health care utilization to those insurers who continued with more traditional production-based contracts, i.e., cost ceiling (CC) contracts. We used the share of GB hospital funding per postal code region to study the effect of contract types. Our findings show that having higher share of GB financing was associated with lower growth in treatment intensity, but it was also associated with higher growth in the probability of having at least one hospital visit. While the former finding is in line with our expectation, the latter is not and suggests that hospital visits may take longer to respond to contract incentives. Our study covers the years of 2010–2013 (2 years before and 2 years following the introduction of the new contracts). Therefore, our results capture only short-term effects.

The study of ideals in algebraic number system has contributed immensely in preserving the notion of unique factorization in rings of algebraic integers and in proving Fermat's last Theorem. Recent research has revealed that ideals in Noethe-rian rings are closed in polynomial addition and multiplication.This property has been used to characterize the polynomial ring Fn 2 [x] mod (xn 1) for error control. In this research we generate ideals of the polynomial ring using GAP software and characterize the polycodewords using Shannon's Code region and Manin's bound.

Due to factors such as ambient light and metal materials, the collected industrial DPM bar code images may exist uneven illumination, low contrast, color of background area is darker than bar code region and other harsh issues, while the existing 2D code recognition device can only recognize the type which bar code area color is darker than background region. Therefore, the quality of preprocessing effect is the key point to subsequent recognition algorithm. In this paper, the homomorphic filtering method is used to weaken the influence of uneven illumination firstly, which will enhance the image contrast degree. Then do horizontal and vertical projection, find the points with greater intensity changes in both directions, make the image into blocks, again use the classic Kittler binarization algorithm on each block, then use mathematical morphology method to standardize the dot data matrix images. Finally, an improved Hough transform method is used to detect the ‘L' type finder pattern accurately, then find its pixel value, if color of the background region is darker than the bar code area, do invert-color processing. The processing results of a set of industrial DPM bar code images confirm the effectiveness of the proposed method.

This paper proposes a Data Matrix code recognition technology, which includes initial position, rotation correction and final accurate locating based on corner detection and cluster analysis. The accurate Data Matrix code region can be obtained from the complex background. By detection method proposed in this paper, the success rates of various types of Data Matrix barcode recognition are improved, especially in the test with the brightness difference, and the effect is very obvious, which embodies the characteristics of Data Matrix code used for Internet of Things. It can also more effectively find the area of uneven illumination. The improved algorithm is more stable and adaptive, so as to improve the success rate of recognition.
