Abstract Most close-in planetary satellites are in synchronous rotation, which is usually the stable end-point of tidal despinning. Saturn’s moon Hyperion is a notable exception by having a chaotic rotation. Hyperion’s dynamical state is a consequence of its high eccentricity and its highly prolate shape. As many binary asteroids also have elongated secondaries, chaotic rotation is expected for moons in eccentric binaries, and a minority of asteroidal secondaries may be in that state. The question of secondary rotation is also important for the action of the binary Yarkovsky–O’Keefe–Radzievskii–Paddack (BYORP) effect, which can quickly evolve orbits of synchronous (but not nonsynchronous) secondaries. Here we report results of a large set of short numerical simulations which indicate that, apart from synchronous and classic chaotic rotation, close-in irregularly shaped asteroidal secondaries can occupy an additional, intermediate rotational state. In this “barrel instability” the secondary slowly rolls along its long axis, while the longest axis is staying largely aligned with the primary–secondary line. This behavior may be more difficult to detect through lightcurves than a fully chaotic rotation, but would likewise shut down BYORP. We show that the binary’s eccentricity, separation measured in secondary’s radii and the secondary’s shape are all important for determining whether the system settles in synchronous rotation, chaotic tumbling, or barrel instability. We compare our results for synthetic asteroids with known binary pairs to determine which of these behaviors may be present in the near-Earth asteroid binary population.

Abstract Residual current monitoring of substation is essential to prevent electrical fire and plays an important role in the safety of substation. This paper studied residual current detection technology of substation AC power supply, and proposed a residual current detection system composed of three devices: sensing terminal, management terminal and monitoring terminal. The design could solve some difficult problems such as the secondary line caused by equipment installation, fault wave recording, fault location analysis, and early warning based on analysis of big data. The study could improve the intelligent level and maintenance efficiency of residual current monitoring in substation.

As many binary asteroids also have elongated secondaries, chaotic rotation is expected for moons in eccentric binaries (Cuk & Nesvorny 2010), and a minority of asteroidal secondaries may be in that state (Pravec et al. 2016). The question of the secondary's rotation is importrant for the action of the BYORP effect, which can quickly evolve orbits of synchrnous (but not non-synchronous) secondaries (Cuk & Burns 2005). Here we report preliminary numerical simulations which indicate that in binary systems with a large secondary and significant spin-orbit coupling a different kind of non-synchronous rotation may arise. In this "barrel instability" the secondary slowly rolls along its long axis, while the longest diameter is staying largelly aligned with the primary-secondary line. This behavior  may be more difficult to detect through lightcurves than a fully chaotic rotation, but would likewise shut down BYORP. Unlike fully chaotic rotation, barrel instability can happen even at low eccentricties. In our presentation we will discuss our theoretical results and their implications for the evolution of binary asteroids, such as the Didymos-Dimorphos pair.</p>

Although the instances of application of Article 102(c) TFEU can hardly be described as rare, to date it has been applied to essentially two sets of diverging situations, namely to discrimination on grounds of nationality on the one hand, and other forms of discrimination on the other. While there is a relatively high number of instances of the former category of applications, and the criteria of the application of Article 102(c) TFEU to such situations seem straightforward, fewer cases exist in which Article 102(c) TFEU was applied to non-exclusionary secondary line discrimination on grounds other than nationality, and the criteria of application are arguably less clear. The judgment in case C-525/16 MEO represents a significant, yet not a revolutionary step in its interpretation. While in some respects, it may be seen as bringing some novelty (for example, the delineation of the respective scopes of application of Article 102(b) and Article 102(c) TFEU), in others (that is, the notion of competitive disadvantage), it rather confirms the principles which have been previously established. Arguably, the Court’s teaching on the elements which the competition authorities and courts across the EU may have at their disposal to establish the existence of competitive disadvantage, within the meaning of Article 102(c) TFEU, is open to various interpretations. Yet it does to a certain extent shape the toolkit that these authorities and courts may have at their disposal and leaves some room for reasonable welfare related arguments.

Abstract Differentiated treatment is a key focus in current competition investigations of the European Commission and national competition authorities, ranging from more prominent placement of one's own services in a ranking to preferential access to data and the favouring of businesses that pay higher levels of commission. Based on their exclusionary and/or exploitative character, the paper distinguishes three types of differentiated treatment on online platforms in order to provide an analytical framework for assessing the extent to which such practices are abusive under Article 102 TFEU, namely: pure self-preferencing, pure secondary line differentiation and hybrid differentiation. The paper points out that the main area where EU competition law currently does not offer effective protection is in the most far-reaching situation where a business is blocked from a platform without legitimate justification. To address harm in such cases, the paper suggests giving a stronger role to economic dependence both within and outside EU competition law and explores possible measures building upon the Platform-to-Business (P2B) Regulation as well as the notion of fairness of platform-to-business relations.

Leishmaniasis are diseases caused by parasites belonging to Leishmania genus. The treatment with pentavalent antimonials present high toxicity. Secondary line drugs, such as amphotericin B and miltefosine also have a narrow therapeutic index. Therefore, there is an urgent need to develop new drugs to treat leishmaniasis. Here, we present the in vitro anti-leishmanial activity of unusual dimeric flavonoids purified from Arrabidaea brachypoda. Three compounds were tested against Leishmana sp. Compound 2 was the most active against promastigotes. Quantifying the in vitro infected macrophages revealed that compound 2 was also the most active against intracellular amastigotes of L. amazonensis, without displaying host cell toxicity. Drug combinations presented an additive effect, suggesting the absence of interaction between amphotericin B and compound 2. Amastigotes treated with compound 2 demonstrated alterations in the Golgi and accumulation of vesicles inside the flagellar pocket. Compound 2-treated amastigotes presented a high accumulation of cytoplasmic vesicles and a myelin-like structure. When administered in L. amazonensis-infected mice, neither the oral nor the topical treatments were effective against the parasite. Based on the high in vitro activity, dimeric flavonoids can be used as a lead structure for the development of new molecules that could be useful for structure-active studies against Leishmania.
