AbstractThe Irish Government has set out policies and a governance framework for implementing action on climate change. However, the potential for local governance architecture to support this process has perhaps been overlooked. This chapter explores how this architecture is not an obstacle in implementing change, but a potential asset, and how it could be mobilised and enticed to deliver a lot more on climate action, sustainable development and disaster risk reduction (DRR). The coastal town of Youghal in County Cork provides an Irish case study through which the value of local governance for climate action is expounded. The chapter also recommends further research to consider the potential for local focus groups to seek sustainable pathways. The ‘sustainable pathways’ concept encourages broad input into decision points that support the selection of sustainable future trajectories, based on an understanding of risk, vulnerability and opportunity.

AbstractThe Global Risk Report 2021 highlights the portfolio of risks that may reshape the world in the coming years (WEF, The Global Risks Report 2021 (16th ed.). ISBN: 978-2-940631-24-7. http://wef.ch/risks2021, 2021). Although the global portfolio of risks is dominated by the existential crisis of climate change, the Covid-19 pandemic presents an immediate experience of how risk can upend and disrupt our societies and economies. It has highlighted existing global inequalities and demonstrated the scope and scale of cascading socio-ecological impacts. The impacts of climate change on global communities will likely dwarf the disruption brought on by the pandemic, with impacts being more diffuse and pervasive over a longer  time frame. The chapter sets out the nature of the climate change problem and the potential value in integrating the agendas of Climate Change Adaptation, Disaster Risk Reduction and the Sustainable Development Goals to increase societal resilience. It then describes the scope of the book under its three sections: Best practice approaches Irish case studies International case studies Lessons learned are then presented from the studies set out within the volume, followed by challenges and potential solutions to realising the ambition of resilience. Finally, a set of overarching conclusions are drawn.

While levels of public confidence in the police have declined internationally, the Republic of Ireland appears to have bucked this trend with confidence levels that remain ‘strikingly and stubbornly high’ ( Mulcahy, 2016 : 275). This situation appears all the more puzzling given the wave of scandals to have hit the force in recent decades, ranging from police corruption in Donegal in the late 1990s to a more recent whistleblower scandal that has resulted in the resignation of a slew of Ministers and high-ranking officials. Such developments beg important questions as to the factors sustaining public confidence over this tumultuous period. Drawing on international and domestic data, this article aims to probe this ‘paradox’ of public confidence in the Irish police. It argues that, although confidence is high, there is more to the dynamics of confidence in the police in Ireland than this initial appraisal suggests. Indeed, it advances the Irish case as an illustration both of the dimensionality of the public confidence concept and the complexity of the pathways to trust in the police.

This chapter focuses on the attributes and development of the Irish party system, describing its structure and where it sits in comparative perspective. As well as examining party size and ideology, the chapter applies Peter Mair’s conceptualization of the party system as the structure of competition for control of the executive to the Irish case. In doing so, it explores the relationship between electoral change and party system change, arguing that the systemic changes that have been emerging since the 2011 election are an extension of a longer-term trend in the opening up of the Irish party system. This incremental change was accelerated by the economic crisis that began in 2008 and its aftermath. The chapter suggests that the Irish party system is potentially at a critical juncture: a moment of uncertainty that provides opportunities for agency (by voters, party leaders, and others) to shape a durable future path.

European Commission Directive (EU) 2020/367 describes how harmful effects from environmental noise exposure are to be calculated for ischemic heart disease (IHD), high annoyance (HA), and high sleep disturbance (HSD) for road, rail, and aircraft noise under the Environmental Noise Directive's (END) strategic noise mapping process. It represents a major development in understanding the extent of exposure from transport-based environmental noise given it is a legal requirement for all EU member states from the 2022 reporting round. It also has the potential to accelerate the development of stronger noise-health policies across the EU. While this development is to be welcomed, there are a number of basic noise-health policy applications that first need to be implemented in the Irish case if the noise-health situation is be accurately assessed and if public health is to be adequately protected. In order to address this requirement the following paper presents concrete policy and practice recommendations as well as an evaluation of the current application of noise management policy in Ireland which is administered to protect the public from the harmful effects of environmental noise. This paper provides guidance on how noise-health considerations can be integrated into key relevant areas of Irish policy including healthcare, the environment, transportation, and planning.
