Abstract This study aims to identify difficulties and challenges facing countries without a National Registration Law, with the Hashemite Kingdom of Jordan as model. Jordan, in compliance with the United Nations High Commissioner for Refugees (UNHCR), regulates the presence of refugees and asylum seekers inside the Kingdom and at its borders in accordance with the UNHCR 1998 Memorandum of Understanding. Many such individuals have lost their identification documents when forced to leave their homelands due to armed conflict. Jordanian authorities try to solve such problems through the use of a magnetic-card system and iris scans. This study concludes that Jordan, in ratio to its population, is the second country worldwide to host the largest number of refugees. This study recommends that Jordan enact a National Asylum Law to regulate the presence of such refugees in the Kingdom.

Desa sebagai suatu sistem pemerintahan yang memiliki batas wilayah, berwenang mengatur dan mengurus urusan pemerintahan dituntut untuk memberikan pelayanan yang optimal kepada masyarakat. Pengelolaan data kehadiran aparat desa harus dikelola dengan baik, karena dapat mempengaruhi kinerja pelayanan kepada masyarakat. Pencatatan data kehadiran secara konvensional, biasanya dilakukan ketika jam masuk kerja dengan membubuhkan tanda tangan pada sebuah buku atau form daftar hadir. Proses pencatatan kehadiran seperti ini sangat sederhana tetapi mudah dimanipulasi. Agar masalah tersebut dapat ditangani, dalam kegiatan pengabdian ini diterapkan sistem pencatatan kehadiran berbasis fingerprint. Dibanding dengan pencatatan kehadiran berbasis elektronik lainnya seperti: time recording machine, id card with barcode system, magnetic card dan Radio Frequency Identification (RFID) card, sistem pencatatan kehadiran berbasis fingerprint ini lebih baik karena proses pengambilan data kehadiran didasarkan pada pola sidik jari setiap aparat desa, sehingga penitipan identitas kepada orang lain dapat diminimalisir. Hasil dari kegiatan pengabdian ini, telah diterapkannya sistem pencatatan data kehadiran berbasis sidik jari di lokasi mitra, pelatihan penggunaan sistem kepada administrator pengelola data kehadiran di lokasi mitra telah dilakukan dan laporan data kehadiran secara otomatis diproses oleh sistem serta dapat ditampilkan atau dicetak ketika dibutuhkan.

This article presents the research result about the application of magnetic card reader (Radio Frequency Identification – RFID) in managing patients’ information and building a website which helps patients in booking an appointment with doctors by mobile phone or computer. In conducting the research, some methods are used such as reading books, magazines, finding online documents, surveying the way of managing data at hospital, analyzing, designing model of data, programing and testing. The study has successfully built a website and a computer application which can read information in RFID.  It allow users to resolve problems including online examination registering, doctors’ timetable managing, and patients’ examination time arranging automatically and exactly.

Information and communication technology achieved mass improvement on ATMs cyber-security but there is a strong need to strengthen all parts of operation. ATM skimmers are card readers that collect the data from magnetic card stripe that is attached to the real payment terminals; especially criminals can create cloned cards to steal money from the bank account. After these also we think that ATM is the safest place. But, nowadays in ATM, robbery happens easily by damaging the system for money. In this paper we bring an idea about biometric based system to enhance security. There is signal processing which alerts the police and gives information to bank.

With the development of hospital information technology, Informationization has been gradually applied into the departments of hospitals. Although the current information management of hemodialysis is better than manual operation, but it cannot meet the daily needs because of the particularity of each department. Aiming at this problem, I designed a system of hemodialysis intelligent management. The system can achieve the function of automatic placing stations by the designed scientific algorithm, sending automatic arrangement notifications by the SMS module and getting the information of inquiry and medical records automatically by the magnetic card module. After testing the system performs well, which greatly reduces the time-consuming and increases the efficiency of devices.
