Do people care much about future generations? Moral philosophers argue that we should, but it is not clear that laypeople agree. Humanity’s thus-far inadequate efforts to address climate change, for example, could be taken as a sign that people are unconcerned about the well-being of future generations. An alternative explanation is that the lack of action is due to public scepticism about climate policies’ effectiveness, rather than the discounting of future lives per se. Based on surveys and survey experiments with representative samples of respondents in four countries—Sweden, Spain, South Korea, and China—we find that most people say they care about future generations, and would even be willing to reduce their standard of living so that people can enjoy better lives in the future. Many do not, however, support policies for reducing either global warming or the national debt—both of which would impose a net cost on current generations for the benefit of future generations. We show that a significant part of the public’s apparent lack of concern for future generations is actually due to disbelief or distrust in the likely benefits of government actions.

Notwithstanding the rationale and the demand for public participation in climate policies, aggregated perspectives of maxi-publics are often belittled as uninformed, self-interested and short-term focused. The upcoming vogue of climate assemblies, citizen parliaments and other forms of mini-publics is to give citizens a central role in climate policy-making and in some cases to break political impasse. Yet climate mini-publics face challenges in political environments too, such as co-option, favoring expert-opinions and losing touch with the broader public. To remedy such pitfalls, recent papers have argued to combine synchronous deliberations of small groups of citizens with online participation procedures for the larger public. In this article, we report the results of a three-step combination model, where first a mini-public in the region of Súdwest-Fryslân (NL) were given a ‘carte blanche’ to draft the content and the parameters of several related policy alternatives. Second, their proposals where fed into a digital participation tool, the Participatory Value Evaluation (PVE) to consult the wider public. A total of 1,376 (approx. 2% of the inhabitants) expressed their preferences and explained why they favour a dominant role for the municipality and the residents but are reticent about giving the market too big a role. Third, a citizen forum translated the outcomes of the maxi-public into policy recommendations, which were unanimously approved by the municipal council. In this paper, we report our findings of combining mini-and maxi-publics and how actors involved evaluated the strengths and weaknesses of the combination of these two participatory approaches.

Urban climate policy offers a significant opportunity to promote improved public health. The evidence around climate and health cobenefits is growing but has yet to translate into widespread integrated policies. This article presents two systematic reviews: first, looking at quantified cobenefits of urban climate policies, where transportation, land use, and buildings emerge as the most studied sectors; and second, looking at review papers exploring the barriers and enablers to integrating these health cobenefits into urban policies. The latter reveals wide agreement concerning the need to improve the evidence base for cobenefits and consensus about the need for greater political will and leadership on this issue. Systems thinking may offer a way forward to help embrace complexity and integrate health cobenefits into decision making. Knowledge coproduction to bring stakeholders together and advance policy-relevant research for urban health will also be required. Choosing a policy response to climate change seems to demand a population axiology. A formal literature involving impossibility theorems has demonstrated that all possible approaches to population axiology have one or more seemingly counterintuitive implications. This leads to the worry that because axiology is so theoretically unresolved as to permit a wide range of reasonable disagreement, our ignorance implies serious practical ignorance about what climate policies to pursue. We offer two deflationary responses to this worry. First, it may be that given the actual facts of climate change, all axiologies agree on a particular policy response. In this case, there would be a clear dominance conclusion, and the puzzles of axiology would be practically irrelevant (albeit still theoretically challenging). Second, despite the impossibility results, we prove the possibility of axiologies that satisfy bounded versions of all of the desiderata from the population axiology literature, which may be all that is needed for policy evaluation.

The article presents an analysis of the BRICS countries climate policies at the global and national levels. The authors consider the positions of these states within the framework of both international climate conferences (Conference of the Parties) held under the auspices of the UN since 1992, and the summits of BRICS member states in the years 2011-2020. The paper covers strategies and results of national climate policies implemented in these countries. Using structural, comparative, and content analysis methods, the authors emphasize that BRICS countries play a key role in stabilizing the climate of our planet today. It is impossible to achieve the main aim of the Paris Agreement without a comprehensive transformation of environmental practices in these societies. BRICS adheres to the principle of common but differentiated responsibilities in its position towards international climate policy; the BRICS countries stand for sustainable economic growth through the introduction of new environmental technologies, and against restrictive measures that impede their economic development. At the same time, the Russian economys dependence on the extraction and export of fuel resources complicates environmental transformation. Russia is dominated by a negative narrative of climate change, where the urgent ecological modernization of the economy is seen as a threat to key sectors (oil and gas) of the economy. The implementation of international agreements to reduce the carbon intensity of the Russian economy, the creation of conditions for the transition to climate-neutral technologies, would contribute not only to the fight against global climate change, but would become a powerful incentive for the modernization of the economy, accelerating innovation and increasing its competitiveness.
