Today, the importance of information systems, which have become an integral part of human life, has increased many times. During this process, information attacks moved from the category of auxiliary tools to the category of main ones. Now skilful management of information flows determines not only the specifics but sometimes the outcome/result of wars. At the present stage, States are constantly waging wars among themselves in the information space. Each state represents its ideology and image of the future. The confrontation is going on simultaneously between all States, and no side can win a priori. In the course of such an endless confrontation, the problem of maintaining resource stability becomes particularly urgent . The purpose of this work is to highlight the basic principles of the state’s information policy.

In this paper, you will know about the testee task evaluation and ranking based on their ranking. In which each testee have different test levels according to their position. In previous days the Combined Charge Difficulty Evaluation and Testees Level for Intellect reckoning are to find employee performance. In testing the tests and task evaluation of different designation employee’s performance outcome result is difficult to rank the outcome result. In the previous section those who have been trained and ready for getting more their financial in the stage of increment those details are stored in excel and which was finding it difficult to get their details to improvise this action here we are using this application. Whereby higher officials evaluate and provide feedback on employee job performance, including steps to improve or redirect activities as needed. Higher official documenting performance provides a basis for pay increases and promotions. In this project, higher official evaluates the lower official by assigning task and testees. The lower officials can’t able to get the result of higher officials since their results are highly confidential for the improvement of the organization. The first priority is given to the higher officials so that they can view all those who have been under their control can be monitored by those respective. The higher official will solve the difficulties of testing and ranking problem for appraisal. All these findings are useful to intelligence tests.

Online reviews are one of the significant factors in a customer’s purchase decision or to avail of any service. Online reviews give rise to the potential threats that fake reviewers may write a false review to artificially promote a product or defaming value of a service. Using Natural Language Processing, many methods have already been developed to detect fake reviews, especially reviews written in the English language. In this paper, I propose a novel framework where authenticity of a feedback will check through two perspectives. Firstly, the system checks whether the review is fake or not. Secondly, it also checks the authenticity of the reviewer. The outcome result accumulates in cloud storage for providing further business analytics.

Every year, there has been a steady increase in the number of rhinoplasty. At the same time, the patient’s demands for these surgery are also increasing. Therefore, unsatisfactory functional and aesthetic results after rhinoplasty require repeated (revision) operations. The secondary rhinoplasty itself is more complex than the primary operation. Incorrectly performed rhinoplasty and iatrogenic tissue damage lead to deformities that require repeated reconstructive interventions. The reasons for the unsatisfactory results of rhinoplasty can be different. In assessing the results of rhinoplasty, the surgeon’s opinion may not be ambiguous with the patient. Often, when the surgeon considers the rhinoplasty result to be acceptable, the patient may be unhappy. In the postoperative period, deformities of the tissues of the nose may be due to the rough scars, and an infectious process. Еxcessive cartilage resection, insufficient or excessive osteotomy lead to deformities that require repeated reconstructive interventions. For secondary rhinoplasty, it is necessary to take into account all tissue deformations to eliminate them in one stage. Sometimes after the second, third or more operations performed, the result of revision rhinoplasty is difficult to predict, so the surgeon must predict the expected outcome result. Abstract A probability model exhibits instability if small changes in a data outcome result in large and, often unanticipated, changes in probability. This instability is a property of the probability model, given by a distributional form and a given configuration of parameters. For correlated data structures found in several application areas, there is increasing interest in identifying such sensitivity in model probability structure. We consider the problem of quantifying instability for general probability models defined on sequences of observations, where each sequence of length $N$ has a finite number of possible values that can be taken at each point. A sequence of probability models, indexed by $N$, and an associated parameter sequence result to accommodate data of expanding dimension. Model instability is formally shown to occur when a certain log probability ratio under such models grows faster than $N$. In this case, a one component change in the data sequence can shift probability by orders of magnitude. Also, as instability becomes more extreme, the resulting probability models are shown to tend to degeneracy, placing all their probability on potentially small portions of the sample space. These results on instability apply to large classes of models commonly used in random graphs, network analysis and machine learning contexts.

Language is planned, and plans themselves arer assessed in a multitude of countries in Europe and America, and to a lesser extent in Africa and Asia. In the presentation, the overview of the process of language planning is provided, based on the experience of language planning in various countries. The very first steps include a general assessment of the current linguistic and sociolinguistic situation, sustainability of the language(-s) concerned, trends, security aspects and various threats (social, regional, virtual), vision or desirable outcome with the description of main goals and sub-goals (with measurable quantitative data), activities and sub-activities with specific indicators measuring outcome, result or activity itself. The main motor of the whole process is status planning with legal, managerial, and PR-level (language marketing). For this planning to succeed, timely input from other language planning dimensions is necessary, first of all, from the corpus planning (general orthographic and grammatical standardization, geographical, business and personal name policies, terminology development and development of the domain of translation and interpreting, subtitling and dubbing). These standards are implemented in the educational system, providing education through various monolingual or multilingual educational programmes / models. Language technology as a support dimension must be developed in the level of a minimal survival kit, securing competitiveness in this way. Finally some typical misunderstandings and mistakes, drawbacks and failures are discussed that might help future language planners and thus, foster better results.

Background: After more than a decade, in what way decentralization has affected health service and population health status in Indonesia, is still partly known. This paper aims to review about to what extent the health sector decentralization has affected health services in Indonesia, especially in access and health systems management. Methods: We conducted systematic search studies using the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA).  We search for relevant studies using keywords ‘decentralization’ OR ‘decentralisation’ AND ‘(public health)’ AND ‘effect’ OR ‘impact’ AND ‘reform’ AND ‘(health inequalities)’ AND ‘Indonesia’ on electronic sources Proquest, Science Direct, and EBSCOHost.  The articles then filtered using pre determined criterias and duplication removal. Results:  Database search resulting on 628 articles in Proquest, 0 articles in Science Direct, and 13 articles in EBSCOHost. The screening result were 5 eligible articles. We found equality of access in health services were jeopardized by fragmented health services and worsen health disparities among districts that occured after decentralization.  This worsen gap between the most developed provinces of Java-Bali and those of other island groupings affected the community’s health status.  Low local government’s capacity in planning, managing  and utilizing health resources were the most reported evidence in decentralized health system. Conclusion: This study concludes that good capacity of local government, coordination and monitoring system between central and local government, partnership with private sectors and community empowerment are essential to achieve better health outcome result in decentralized Indonesia.
