This chapter studies the effort to reauthorize and expand the reach of the Violence Against Women Act (VAWA). In September of 1994, after years of grassroots advocacy, U.S. Congress passed the Violence Against Women Act (VAWA) and President Clinton signed it into law. VAWA provides federal funding for enhanced law enforcement, social services, and legal services for victims of domestic violence. The legislation was originally enacted with a sunset provision that required that Congress reauthorize it after five years, a feature that was repeated in subsequent reauthorization bills. When the law was due for reauthorization in 2011, however, the process did not go as smoothly as it had before. Instead, although VAWA had bipartisan support, advocates wanted to strengthen it with provisions they saw as essential to keeping all survivors of domestic violence safe. These additional protections were met with resistance in Congress. In advance of the 2012 presidential election, advocates sought to amend the legislation in ways that would strengthen the protections offered to Native Americans, undocumented immigrants, and the lesbian, gay, bisexual, transgender, and questioning (LGBTQ) communities. In the last reauthorization battle, the ability of advocates to harness the medium, their networks, and their message provides a contemporary example of the social change matrix at work in the age of social media.

This chapter assesses the current social innovation moment, looking at the potential impact of digital communications tools on organizing. Digital communications tools help build weak ties, decentralize communication and engagement, help communicate norms (both good and bad), strengthen the ability of the members of a network to coordinate their efforts, offer new modes of engagement, increase and amplify network effects, and facilitate effective crowdsourcing. In theory at least, one can see that these digital tools, and the capacities they create, likely can enhance the ability to create social capital and solve collective action problems. The chapter then analyzes the West Virginia teachers' strike of 2018, examining it in light of the capacities that new tools—like the Internet, social media, and mobile technologies—offer for building and strengthening movements. The West Virginia teachers found social media an efficient tool for organizing rallies, protests, and other activities throughout the state. Thus, one of the greatest strengths of digital tools seems to be their capacity to assist their users to coordinate action.

This chapter focuses on the movement's message. Many of the social movements often embraced a unifying message that sought ways to attract a wide and diverse group of supporters. For an understanding of some of the additional components of social movement success, particularly in social innovation moments, the chapter turns to contemporary social movement theory to try to identify the connection between one's network, the messages that network might send, and the extent to which the identities of the members of that network are tied up in both. It discusses the evolution of social movement theory, beginning with what can be called the rational actor model of community organizing. What this discussion shows is that messages matter for community organizing and social mobilization. Personalizing, humanizing, and optimistic messages can help movements expand and grow, creating the network effects described in the previous chapter. At the same time, when those messages are encoded onto face-to-face relationships, those relationships serve as a channel through which a movement can expand its network.

This chapter discusses the medium—the mode of communication a group uses to communicate and organize. It reviews the advent of the printing press, the post office, the telegraph, the transcontinental railroad, the telephone, the radio, and the television, revealing that with the emergence of each of these innovations, a mass movement or movements rose up in their wake. Communications technology, in the form of the steam printing press, combined with the reach of the postal system, helped spur abolitionist efforts. Indeed, just as the abolitionist movement was gaining strength, this new technology helped fuel the advocacy of the movement and strengthen its power and reach. The chapter explores this connection between communications technology and social movements in U.S. history, from the events leading up to the American Revolution through the successes of the civil rights movement.
