This research aims to find out the Role of Teacher Competence Towards the Development of Life Skills of State Junior High School Students 31 West Halmahera Regency, which aims to find out several things, namely; How the role of PPKn teachers in improving the quality of teaching and learning by using the student's life skills approach. This study uses survey methods by collecting their own data a number of units in the same time (time period), which is related to how conditions, characteristic processes, results of a variable, using a set of instruments that are data collection tools and used in collecting data to make it easier and systematic. The results of this study show that Teacher Competence Towards The Development of Life Skills of State Junior High School Students 31 West Halmahera Regency, Teachers are one of the various sources and learning media, so the role of teachers in learning becomes wider and more leads to student learning motivation through his role as a teacher. Teachers are expected to be able to encourage students to always learn in various activities or opportunities through various sources and media. Teachers should help every student and effectively be able to use learning opportunities from various learning sources and media effectively and efficiently. In the learning process a teacher focuses more on aspects, planning the organization of teaching materials, planning the management of teaching and learning activities, planning the management of classes, planning the use of media and teaching resources, and planning assessment of student achievement for the benefit of teaching. Teachers must be able to make decisions on the basis of proper assessment, whether teaching and learning activities are sufficient, whether the methods are changed, whether past activities need to be repeated, while students have not been able to achieve learning goals.

The purpose of this study was to determine whether the performance of elementary school teachers in Manado City was in accordance with the expectations of the parents. To answer the objectives of this study, researchers conducted research based on the quantitative descriptive method with Importantnce Performance Analysis (IPA) method analysis. The results of the research conducted show that based on the results of the calculation of the average performance appraisal (performance) performance of elementary school teachers in Manado City is below the average rating of expectations (Importance): 2.67 <4.21 and the performance of each variable of service quality. The results of the respondent's assessment score (suitability level) are below 100% (65.7% <100%) which means that it is not satisfactory. The interpretation of the Cartesian diagram can be explained as follows: aspects or attributes that affect teacher performance satisfaction, namely aspects of work quality (1) and aspects of communication. Otherwise. Aspects that are good and in accordance with what the community expects and their performance needs to be maintained (quadrant B) and the result is only one indicator, namely ability (4). In other words, there are achievements made by teachers, in this case, according to the parents, is the teacher's ability to carry out teaching. From the results of the research and data analysis, it can be concluded that based on the analysis of the results of the study, it can be concluded that the overall indicator of the performance level of teachers in elementary schools in Manado City based on processing and data analysis falls into the Low category which must be improved implementation.

This Study aimed to describe the implementation of character education through Pancasila and Civics Education subject at SMA Lokon St. Nikolaus Tomohon, its driving and inhibiting factors. The implementation was done based on Pancasila Student Profile, school motto, and curriculum guidelines document. Character education through Pancasila and Civics Education subject was implemented in three stages: 1) Preparation stage: lesson plan and learning contract. 2) Implementation stage: curricular and extracurricular acitivies. 3) Evaluation stage: documentation and assesment. There were some driving and inhibiting factors. Driving factors of the implementations were boarding school system, teachers engagement, values of character were integrated with the subject’s content, method, learning environtment, and teacher’s creativity to help students solve their difficulties. Meanwhile, the inhibiting factors were some students lack of motivation to learn and teacher was lack of ability to use real life experience as a learning media. This study provided several recommendations: 1) Teacher needed to improve the planning of character education through Pancasila and Civics Education subject, such as prioritizing character’s values, describing each value’s indicators practically and measurable, choosing assesment method and its instrument. 2) Teacher and students needed to follow the learning contract they made together consistently. 3) All school stakeholders needed to cooperate regularly and consistently, 4) Teacher needed to improve her/his teaching skills by following training or worskhop organized by school management or by other institution.
