Abstract. Forest fire danger rating based on sparse meteorological stations is known to be potentially misleading when assigned to larger areas of complex topography. This case study examines several fire danger indices based on data from two meteorological stations at different elevations during a major drought period. This drought was caused by a persistent high pressure system, inducing a pronounced temperature inversion and its associated thermal belt with much warmer, dryer conditions in intermediate elevations. Thus, a massive drying of fuels, leading to higher fire danger levels, and multiple fire occurrences at mid-slope positions were contrasted by moderate fire danger especially in the valleys. The ability of fire danger indices to resolve this situation was studied based on a comparison with the actual fire danger as determined from expert observations, fire occurrences and fuel moisture measurements. The results revealed that, during temperature inversion, differences in daily cycles of meteorological parameters influence fire danger and that these are not resolved by standard meteorological stations and fire danger indices (calculated on a once-a-day basis). Additional stations in higher locations or high-resolution meteorological models combined with fire danger indices accepting at least hourly input data may allow reasonable fire danger calculations under these circumstances.

Forests constitute a key component of the Earth system but the sustainability of the forest reserves in the semi-arid zone is a real concern since its vegetation is very sensitive to the climate fluctuation. The understanding of the mechanisms for the interaction vegetation-climate is poorly studied in the context of African Sahel. In this study, the characteristics of the vegetation response to the fluctuations of precipitation and temperature is determined for the forest reserve of Fina. Rainfall estimates, air temperature and NDVI are used to establish the lag correlations between fluctuations of vegetation and climate variables at both seasonal and interannual bases. Results shows increasing tendency of NDVI started from the 1990s coinciding the recovery of the rainfall from the 1980s drought and the obtained correlation(r=0.66) is statistically significant (pvalue<0.01). The strongest responses of vegetation to rainfall and temperature fluctuations were found after 30 and 15 days, respectively. Moreover, at shorter time lag (e.g. 15 days) more pronounced vegetation responses to both rainfall and temperature were found in agricultural dominated land while at longer time lag (e.g. 30 days) stronger response was observed in Bare dominated land. The vegetation response to the climate fluctuation is modulated by the land use/cover dynamics. Keywords: NDVI, Rainfall, Air temperature, vegetation response, Fina Forest Reserve, Mali.

The productive protection of intangible cultural heritages, always in the form of tourism development under the present context, is put forward by Chinese scholars, which are beneficial to both the protection of the heritage and the economy development of the locals. While not all intangible cultural heritages can be understood and accepted by tourists due to the reasons that the living circumstances and contexts of these heritages are changing and disappearing that it’s hard for tourists to understand, neither do they desire to pay for it. Therefore, how to make tourists even including some craftsmen understand and accept the heritage means a lot to the protection and inheritance of these heritages. The paper argues that the Involvement Theory can be referred to analyze settle the problems. A case study of the farmers’ painting in Xinji County, Hebei Province was carried out as the example, which is one of the most representative intangible cultural heritage of folk art in Hebei Province, China, with a long history of development, rich cultural connotation and high artistic value. A field investigation and deep-interview was carried out to gather the information of its status quo, problems of its inheriting and developing were analyzed, the paper found that with the development of the times and society, farmers’ painting is losing its survival environment, the income of farmers’ painting is not proportional to their putting-in and cost, the value of farmers painting can not be reflected, and the productive protection is seriously hindered. Therefore, based on the perspective of involvement theory, this study analyzed the bottleneck of productive protection of Xinji Farmers’ Painting, suggested how to stimulate the involvement of tourists into the understanding and producing and creation of the paintings in order to promote the inheritance of the heritage.
