Abstract The concept of schriftdenken describes how the knowledge of a writing system in use guides the creation of a writing system for a yet to be standardized language. Trubetzkoy described this effect with reference to the invention of the Glagolitic alphabet in the 9th century with Greek as the reference writing system. This paper demonstrates schriftdenken and measures to increase orthographic differences in two writing systems with a relatively young history: Luxembourgish (a Germanic language) and Rusyn (a Slavic language). In the Luxembourgish context, schriftdenken and orthographic separation are revealed by the historical context, whereas in the Rusyn context, both practices are related to different geographic contact situations in the countries where Rusyn is spoken and written. The reference languages for Luxembourgish are German, French and Dutch; for Rusyn, they are Russian, Ukrainian, Church Slavonic, Polish and Slovak.

AbstractThis article deals with semiotic modeling in writing. The process of modeling is involved in the creation of new scripts and alphabets. The narrative describes the so called ABC-principle in action. Since the ABC code is also a text, the letters have meaningful collocations and the letter names have meaningful associations. The sequence of letters in an ABC is a meaningful syntagm within a ritual text. We shall attempt to prove that these parts of an ABC are meaningful micro-texts that constitute a model of the world as conceived in Indo-European culture. Together with rituals, alphabets have contributed to the formation of concepts of the physical world and cultural identities.

The tone languages of sub-Saharan Africa raise challenging questions for the design of new writing systems. Marking too much or too little tone can have grave consequences for the usability of an orthography. Orthography development, past and present, rests on many sociolinguistic issues having little to do with the technical phonological concerns that usually preoccupy orthographers. Some of these issues are familiar from the spelling reforms which have taken place in European languages. However, many of the issues faced in sub-Saharan Africa are different, being concerned with the creation of new writing systems in a multi-ethnic context — involving residual colonial influences, the construction of new nation-states, detribalization vs. culture preservation and language reclamation. Language development projects which crucially rely on creating or revising orthographies may founder if they do not attend to the various layers of identity (colonial, national, ethnic, local, or individual) that are indexed by orthography. This study reviews the history and politics of orthography in Cameroon, with a focus on tone-marking. The article concludes by calling present-day orthographers to a deeper and broader understanding of orthographic issues.

The creation of Vocational Education Courses in 2012 rekindled recurring debates that shaped the process of institutionalization of basic education in Portugal and brought to light tensions between the need to diversify education pathways and to ensure equity. A diachronic analysis of educational policies was conducted based on legislation, parliamentary speeches and newspaper articles. The analysis traced the process of dualization of education in Portugal and identified six different periods that help to better understand the reasons for the recent change. It also revealed a story where actors, narratives and solutions reappear, even in face of new realities, raising theoretical questions about what drives change in policy.
