From a Regional Project to an International Organization: The “Baeyer-Helmert-Era” of the International Association of Geodesy 1862–1916

We examine questions of historical formation of the International Organization of La Francophonie as an institutional system (1950–1980). The characterization and analysis of the initial stages of the International Organization of La Francophonie institutionalization allows a better understanding of its historical and modern ideological principles. It is noted that the world system of Francophonie begins to take shape in the middle of the 20th century. We analyze various projects for the creation of the International Organization of La Francophonie, which influenced the legal structure of the organization, its traditions, as well as relations with french-speaking states and other linguistic associations (International Association of French-Speaking Journalists and Press, The Union of French Culture, The Conference of Ministers of National Education of French-Speaking States, etc.). It shows the importance of both Western European and African countries and their political leaders in the development of the Francophonie project as an international organization, as well as the leading role of France. It is noted that the whole Francophone space became the springboard of the Union’s actions, and the goal was to protect and spread the French language and Francophone culture in the world. We conclude that the process of institutionalization of the International Organization of La Francophonie has played a huge role in maintaining the status of the French language and the role of France in the global space.

This paper informs the Executive Board of the staff-level understandings reached with global Standard Setting Bodies (SSBs) on the use of the three financial sector supervisory standards in FSAPs: the Basel Committee’s Core Principles for Effective Banking Supervision (BCP), set by the Basel Committee on Banking Supervision (BCBS); the Insurance Core Principles (ICP), set by the International Association of Insurance Supervisors (IAIS); and the Objectives and Principles of Securities Regulation (Principles), set by the International Organization of Securities Commissions (IOSCO). As graded assessments of compliance with supervisory standards are voluntary, FSAPs have adopted a flexible approach to the use of supervisory standards. A standard is either assessed in full, resulting in grades, or used as the basis for a deeper analysis of selected elements of the oversight framework in a focused review, without grades. The SSBs and Fund staff have reached understandings on a refinement of the existing flexible approach, with sets of “base principles” serving as the starting points for focused reviews.

A key reason for launching ILI at AEC is to help us rethink our practice and improve professionally through the exchange of ideas, techniques, materials, assessments, reflections, and so on. This supplement offers ways to think about practicing and interpreting TESL within the framework of TESOL International Association 1 and MIDTESOL. TESOL’s framework consists of three parts: (a) Interest Sections, (b) Content Areas, and (c) types of sessions. TESOL also has conference themes that we can use to help us reimagine our practice. Similarly, MIDTESOL has conference themes and session types but unlike the international organization, MIDTESOL does not require interest section affiliation and does not categorize presentations according to content area.

The author reports on the early stages of the International Test Commission (ITC) of which he was one of the founders. The roots of the ITC can be found in the second half of the sixties when some Swiss psychologists decided to attempt to gain a more thorough control of the distribution and the use of tests. They became quickly aware that an exclusively national action would fail because the commercial trade in tests had no such frontiers. It was necessary to create an international organization devoted to this mission. In 1974, during the Congress of the International Association of Applied Psychology in Montreal, the International Test Commission was created. And, at the beginning of 1975, the first issue of the Bulletin was published, at which time it was included in the International Review of Applied Psychology.
