The Caribbean Council held its fifth and last meeting in Curaçao, Netherlands Antilles, from November 30 to December 4, 1964. Attending the meeting were delegates from France on behalf of French Guiana, Guadeloupe, and Martinique; the Netherlands Antilles; Surinam; the British Virgin Islands; the Commonwealth of Puerto Rico; and the United States Virgin Islands. Representatives of Antigua, Barbados, Dominica, Grenada, Montserrat, and St. Vincent, countries enjoying special observer status, attended the meeting. Also at the meeting were observers from the Netherlands, the United Kingdom, and the United States.

Two powerful hurricanes successively passed close to US Virgin Islands in September 2017. Hurricane Irma developed into CAT5 with the lowest pressure around 914 hPa on 5th of September and passed north of USVI. Sequentially, CAT5 Hurricane Maria followed the similar track, but passed south of USVI. Two CAT5 hurricanes gave devastated damage along the Caribbean Islands. It is a rare event having two CAT5 with similar tracks within two weeks. This study presents hindcasts of waves and storm surge for the two hurricanes and discusses coastal damages with our survey data targeting on USVI.

The pygmy killer whale (Feresa attenuata) is an offshore, tropical and subtropical delphinid found in the Atlantic, Indian and Pacific Oceans. The species has only recently been studied, mostly from specimens collected from strandings. While over 52 reports exist for the Atlantic Ocean, only one record exists for the Caribbean Sea. A new record of a mass stranding of pygmy killer whales from the British Virgin Islands is documented and the pathology and life history of the specimens is described, associating the stranding process with the meteorological and oceanographic disturbance of Hurricane Marilyn, which devastated the Virgin Islands a day prior to the stranding. This stranding event constitutes the sixth known mass stranding for the species worldwide, the first record for pygmy killer whales for the northeastern Caribbean and the second for the entire Caribbean Sea.

In Mexico, the newportiine scolopocryptopid genus Newportia Gervais, 1847, comprises 10 species: N. mexicana (Saussure, 1858); N. azteca Humbert & Saussure, 1869; N. stolli (Pocock, 1896); N. spinipes Pocock, 1896; N. oreina Chamberlin, 1915; N. sabina and pelaezi, both by Chamberlin, 1942; N. atoyaca and morela, both by Chamberlin, 1943, and N. troglobia, n. sp. The last occurs in caves in Tamaulipas and appears to be an obligate troglobite; N. sabina, known only from caves in San Luis Potosi, is redescribed and illustrated. Newportia azteca is revived and returned to its rightful position as the third oldest name in the genus; despite having priority by 27 years, it had been considered to be “the same” as N. spinipes and dropped from nomenclature. Although Newportia and the Newportiinae are not known from the continental United States, they do inhabit the country’s territories in the Caribbean; N. heteropoda Chamberlin, 1918, is reported from Puerto Rico, and N. longitarsis virginiensis Lewis, 1989, is recorded from St. Thomas and St. Croix, US Virgin Islands, and Tortola and Virgin Gorda, British Virgin Islands. The northernmost Mexican record, of N. pelaezi in Nuevo León, is only 96 mi (154 km) south of the US border, suggesting that the taxa may potentially be discovered in the southern periphery of Texas; likewise, rafting from Cuba, where 4–5 species occur, could bring them to the Florida Keys. New localities from Mexico are presented for N. stolli, N. spinipes, N. oreina, N. atoyaca, and N. morela, and ranges are depicted on a distribution map.


Subject The fallout from the 'Panama Papers'. Significance The release of the so-called 'Panama Papers' has highlighted once again the role played in the offshore financial sector by UK Overseas Territories in the Caribbean, along with Bermuda. The leak of 11.5 million files from the database of Mossack Fonseca, the world's fourth-largest offshore law firm, placed the British Virgin Islands (BVI) into particularly sharp focus. Impacts The offshore sector will be allowed to continue as London seeks to avoid a return to budgetary aid. The strength of public opinion on the issue will dwindle as the Panama Papers' impact fades. The BVI may push successfully for greater autonomy as a result of the scandal.

Members of the British Virgin Islands (BVI) Quaker community also seem to have been particularly concerned with physical markers of their group on the landscape: meetinghouses. One expression of the idea of simplicity among Quakers elsewhere was the fact that the Quaker form of worship takes place without formal programs, hymns, or lectures, and can be conducted anywhere, even outside; yet BVI Quakers placed special emphasis on the building of meetinghouses. At least two and possibly more were built during the meeting’s twenty-year history, including at Fat Hog’s Bay, Tortola, and these structures were unique as civic buildings in the BVI at the time. The buildings also took on different meanings to different members and this discussion begins to uncover conflict among the Tortola Meeting members over how Quaker ideals are best understood and how they change to suit the Caribbean context of the group.

<p>Tropical cyclones can be considered one type of extreme event, with their destructive winds, torrential rainfall and storm surge. Every year these natural phenomena affect millions of people around the world, leaving a trail of destruction in several countries, especially along the coastal areas. Only in 2017, two devastating major hurricanes (Irma and Maria) moved across the Caribbean and south-eastern USA, causing extensive damage and deaths. Irma formed in the far eastern Atlantic Ocean on 30 August 2017 and moved towards the Caribbean islands during the following week, significantly strengthening, becoming a Category 5 Hurricane. It caused wide-ranging impacts such as significant storm surge (up to 3m according to US National Oceanic and Atmospheric Administration, NOAA report) to several islands in the Caribbean and Florida. On the second half of September, 2017, another strong Category 5 Hurricane named Maria formed over the Atlantic and moved west towards the Caribbean Sea. Maria also caused several impacts and severe damage in Caribbean Islands, Puerto Rico and the U.S. Virgin Islands due to high speed winds, rainfall, flooding and storm surge with a maximum runup of 3.7 m (US NOAA) on the southern tip of Dominica Island. The most recent devastating event for the Atlantic is Hurricane Dorian. It formed on August 24, 2019 over the Atlantic Ocean and it moved towards the Caribbean islands, as getting stronger as moving, becoming a Category 5 before reaching the Bahamas, where it left a trail of destruction after its passage. The major effect of Dorian was on north-western Bahamas with very strong winds, heavy rainfall and a large storm surge.</p><p>In this context, a rapid and reliable modeling of storm surge generated by such kind of events is essential for many purposes such as early accurate assessment of the situation, forecasting, estimation of potential impact in coastal areas, and operational issues like emergency management.</p><p>A numerical model, NAMI DANCE GPU T-SS (Tsunami-Storm Surge) is developed building up on tsunami numerical model NAMI DANCE GPU version to solve nonlinear shallow water equations, using the pressure and wind fields as inputs to compute spatial and temporal distribution of water level throughout the study domain and respective inundation related to tropical cyclones, based on the equations used in the HyFlux2 Code developed by the Joint Research Centre of the European Commission. The code provides a rapid calculation since it is structured for Graphical Processing Unit (GPU) using CUDA API.</p><p>NAMI DANCE GPU T-SS has been applied to many cases as regular shaped basins under circular static and dynamic pressure fields separately and also different wind fields for validation together with combinations of pressure and wind fields. This study has been conducted to investigate the potential of numerical modeling of tropical cyclone generated storm surge based on recent events Irma, Maria and Dorian. The results are presented and discussed based on comparison with the measurements and observations. The study shows promise for developing a cyclone modeling capability based on available measurement and observational data.</p>
