In this article key priorities of the high technological development, main objectives of the state policy carried out in this direction in Azerbaijan have been defined and importance of establishing more productive architecture of the science – education –business collaboration has been proven. In the article, contemporary requirements and shortages of the integration processes in the fields of science, education and business has also been revealed, principles of national strategy of the scientific development and contemporary international models of the science-business collaboration has been researched and relevant suggestions have bee made for application of them in Azerbaijan.

The relevance of state policy aimed at improving the institutional support for the technological competitiveness of Ukraine's economy is emphasized. The purpose of the article is to substantiate the tasks and measures for improving institutional competitiveness of Ukraine's economy. Scientific novelty of the study consists in substantiation of the system of measures and means of improving the institutional environment of the technological competitiveness of Ukraine, the elements of which are formed in the following areas: structure of state policy, state policy measures and expected outcomes. The recommendations in relation to improvement of legal framework and institutions, oriented on innovation and technological modernization in context of strengthening of Ukrainian economy competitiveness form the practical significance of the results. The tasks of the state policy in improvement of the "institutes" and "institutions" elements of the institutional environment of the state policy of ensuring the technological competitiveness are defined. They include the improvement of basic legislation on innovative and scientific-technological activity; formation of legislation on the development of infrastructure of scientific and technological activities, integrated systems, implementation of joint projects; improving of the system of strategizing and programming the development of scientific and technological activities; elimination of administrative barriers to introduction of advanced technologies; formation of positive social attitude towards innovations and technologies; improvement of the system of organization and management of development of scientific and technological activity; introduction of monitoring, control and forecasting instruments of technological development policy; creation of financial and resource support funds for scientific and technological activities; formation and effective use of personnel potential of scientific and technological activity; development of internal and external information and communication system.

The authors’ hypothesis boils down to the assertion that the modern scientific and technological policy of Russia does not fully consider the critical level of the country’s technological dependence and the lack of stakeholders in technological development in the real sector of the economy. Insufficiently accurate identification of beneficiaries and key actors in achieving the national goal of “accelerating technological development” was noted as methodological problems of this policy. Three cases of 2020 are considered, illustrating the features of promoting domestic high-tech products as part of the implementation of import substitution programs. The recommendations for updating the state policy aimed at overcoming the technological lag are grounded.

Problems and tasks of Russian innovation strategy are considered from the point of view of the countrys passing certain stages of technological development. It is noted that during the period of rapid economic growth Russia did not manage to proceed from the resource stage to the investment one. Basing on Japan experience the paper demonstrates that the pure imitation way of technological development conceals the danger of falling into an "imitation trap". To avoid this it is necessary to create beforehand institutions and institutional tools of realization of the next stage based on national innovations. The effective innovation state policy should be aimed not only at solving the tasks of the investment stage but at building up certain preconditions for transition to the next stage of technological development.

The article is devoted to the study of the topical scientific and practical problem of the macroeconomic theory of innovation, which has a significant impact on technological development and the formation of a new paradigm, ensuring the stability of the development of high-tech industries. The purpose of this article is to determine the technology of innovation and the formation of a new technological paradigm. To achieve this goal, the following tasks were completed: scientific approaches to the development of innovation technologies and the formation of a new technological paradigm were analyzed, the role of investments in innovative activities was determined. The scientific discussion is assessed in accordance with the state policy of innovative development, the fundamental differences in the theoretical argumentation of the supporters of neoliberalism, liberalism and classicism are revealed. The position of economists who support the monetarist theory and evaluate it from the point of view of an effective regulator is analyzed. Innovative technological development is determined by qualitative changes in the institutional framework and timely, high-quality transformation processes in the public administration system; depends on the chosen vector of economic theory based on knowledge and practical experience. The definition of the technological paradigm as the foundation of evolutionary transformations based on methodology, methodology, technologies, general strategy of socio-economic development and formed approaches is given. The state policy of innovative and technological development is a methodological basis for economic development using various theories of attracting investment in innovation. The effectiveness of innovation in technological development has been proven throughout the entire historical development of the Russian economy and directly depends on the fundamental prerequisites for the effective use of new knowledge.
