The article proposed interdisciplinary research should contribute to understanding the attitude of the population to the ongoing processes of digital transformation of the means of interaction with authorities, the level of their confidence in the widespread introduction of artificial intelligence technologies in the provision of public services. Understanding the psychology of the user, the specifics of information flows in public administration, the capabilities of modern IT systems - all this together will make it possible to significantly improve the corresponding communication processes.The scientific task posed within the framework of the topic is to develop a conceptual model for optimizing one of the main elements of modern e-government systems - "intelligent chat bots" designed to make the interaction of citizens with government bodies more efficient. The results of the article is contribute to the implementation of the goals, objectives and strategic guidelines of the programs of scientific and technological development of both the region and Russia as a whole.

 In the context of the current heat of global hypercompetition for the future, technological and social transformations, the deployment of the digital economy, the scale of the penetration of artificial intelligence into all spheres of life, the formation of human-centered and other models of the economy, including the model of Society 5.0, One of the priority issues on the agenda is assessment of the state of readiness of the transition to a new technological order. In this context, the article defines the conceptual framework for monitoring the readiness of the transition to a new technological order. The main obstacles that impede the receipt of complete and comprehensive information about digital transformation in the economy and its effectiveness, the scale and consequences of the introduction of artificial intelligence and technologies of the sixth technological order in the economy and the social sphere are identified. The analysis of the current state of scientific and technological development for a number of indicators is presented.

The article identifies the key problems of the development of innovative economics in Russia. One of the key and large-scale problems is the weak commercialization of innovations created with budget funds: there are many inventions, but few innovations. At present, there is also a problem of scientific migration in Russia: a significant number of scientists leave the country, thereby subsidizing the scientific and technological development of other states. The key reason for this state of affairs is the lack of the necessary institutional infrastructure. The willingness to solve the identified problems is closely related to the availability of competencies - not only scientific, but also organizational, as well as the presence of incentives,including incentives associated with the costs of innovations - not only in terms of obtaining the necessary knowledge and necessary for their implementation in the production process resources, but also to overcome the resistance of those who lose from innovation. That is why, in order to assess the possibility of a scientific and technological turn, it is necessary to understand what the forces of resistance are, as well as the organizational potential of groups, presumably ready to solve problems.

The article discusses the most important systemic measures to reform Russian science. It is noted that in the foreseeable future, scientific and technological development should serve in Russia the main long-term and publicly declared national interest - saving the people of Russia, developing human potential, improving the quality of life and welfare of citizens. The solution of this problem is inextricably linked with the reliance on the leading role of the state in the organization of the scientific and technological sphere. The first step on the path of systemic reforms is to replace the currently fragmented model of science management withcentralized management of the scientific and technological sphere through the creation of the State Corporation “Rosnauka” by federal law. Such a state corporation, endowed with the rights of a single chief manager of budgetary funds for fundamental and exploratory research, could become a launching pad for a breakthrough scientific and technological development of Russia. The second step is the preparation of a new Federal Law on Scientific, Scientific, Technical and Innovative Activity, which, in addition to updating the principles and mechanisms of management of domestic science, would clearly define the criteria for “scientific” in the activities of legal entities and individuals, and most importantly - “scientific” results obtained for budgetary and other means.

It is clear that sustainable development is also a process of economic and social change in which harmonious development, balanced development, natural resources, investment, scientific and technological development, personal development and institutional change are linked and strengthen the current situation.

With Industry 4.0 and another round of scientific and technological reform and development, industrial reform and development, the latest economic development, and the escalating complexity of the upcoming problems faced by human beings all over the world, there is an urgent need for cross-compounding between disciplines and disciplines, resulting in emerging engineering majors. In response to these situations, the article analyzes the characteristics, necessity, and main problems faced by the construction and talent cultivation of emerging engineering majors with multidisciplinary cross-composite and discusses the new initiatives of building emerging engineering majors with multidisciplinary cross-composite and innovative talent cultivation to encourage the cultivation of brave exploration and innovation, cultivate innovative talents with unique insights, and promote innovation and breakthroughs in economic, social, and scientific and technological development needs. Language is a vector of development. “Considered like privileged vehicle of transfer of knowledge and ideas, the language plays an irreplaceable role (…) in all the process of scientific and technological development” (Diki-Kidiri, 2004: 27). It is the means of expressing or communicating ideas which provide the capacity to communicate, thus making it a tool crucial to social organization and technological development. Indeed, language and development are intimately and incontestably linked that no country in the world could develop under using a language other than that of the concerned population. On the other hand, migration is not a new phenomenon: humans are migratory species. For economic or security reasons, people migrate. They moved to new location and new language ecologies where they come in contact with speakers of a specific set of other languages. These changes in the linguistic environment are not without consequences. At this juncture, it is worth noting that to reach their own objectives, immigrants as well as the developers: partners, animators, sensitisers, NGOs agents are in need of language of communication as the development constitutes a process in the center of which the language is. This paper focuses on the utility of language in action in order to understand how can language blocs, impedes immigrants in their daily interaction as it is inconceivable for man to do almost any activity that he does without the use of language. The research utilizes qualitative research methodology by incorporating structured interviews. Another research instrument I use is obtrusive observation to find out which of the second language acquisition, code switching, code mixing or even translation can help immigrants overcome language barriers and experience successful economic and social integration in the host country.
