AbstractFor more than a decade, a wide range of Spanish case studies, relating especially to rural inner or abandoned sites and areas, have been analysed by the authors as part of different research projects linked with traditional and monumental architecture, conservation strategies and earthen buildings. On one hand the studies have been undertaken in the framework of a project concerning the conservation of rammed earth in the Iberian Peninsula, including criteria, techniques, results and perspectives and, on the other, by a project about the conservation and rehabilitation of traditional earthen architecture in the Iberian Peninsula, providing guidelines and tools for its sustainable intervention. In all cases the researchers’ efforts focused on enhancing new perspectives and opportunities for rural earthen buildings, analysing landscapes, contexts, constructive features, decay and problems. The final common aim of this research is to stress these crucial topics to improve tangible or intangible opportunities for conservation strategies.

Purpose In the present-day context of a sharp decrease in economic and ecological resources, planned conservation and community empowerment are key strategies for sustainable heritage management, because of their cost effectiveness, increased preservation of authenticity and socially development. However, there are still very few practical implementations, so the purpose of this paper is to present applied research to real case studies, as well as to demonstrate that preventive-planned conservation is increasingly successful when linked with the empowerment of local communities and users. Design/methodology/approach This paper proposes a methodology that focuses on two complementary aspects: planned conservation (material component) – undertaken directly on buildings, through inspection, monitoring, maintenance and repair activities; community empowerment (intangible component) – afforded indirectly to users, through participatory strategies and training in prevention, maintenance and use. Findings Based on an estimation of costs, this paper suggests that preventive-planned conservation strategies (pre-damage) can be one-third cheaper than the reactive and interventionist approach (post-damage). Moreover, this study also develops innovative ICT tools for the planned conservation of the built heritage, namely a specifically designed computer software/App (“MPlan”) that can be used to compile maintenance plans. Originality/value The case studies are among the first applications of preventive-planned conservation strategies to the built heritage in Portugal. Different types of case studies are provided to better illustrate the methodological approach adopted and the results obtained. Special attention is given to the Romanesque Route, a cultural itinerary with 58 monuments (monasteries, churches, bridges, towers and a castle). illustrated manuals contribute to the empowerment of local communities and users.

Purpose Water conservationists have been promoting a hierarchy of measures to preserve water resources in the face of decreasing freshwater availability in the world. However, applicability of water hierarchy to the construction industry is yet to be investigated. To fill this knowledge gap, the purpose of this paper is to investigate water usage, water use efficiency, and conservation measures relevant to the construction operations. Design/methodology/approach A triangulation-based mixed-methods approach was adopted for the collection and analysis of data. First, four case studies were carried out to explore the current practices and the possibilities of applying the water hierarchy to the construction operations. This was followed by a questionnaire survey, administered among construction professionals to obtain their views and to verify the findings of case studies. Findings Strategies such as reuse and recycling were found to be less applicable and least preferred by the construction professionals compared to reduce, replace, and eliminate. Based on the research findings, three enabling measures, namely, regulation, responsibility, and reward, were found to enhance the effectiveness of these conservation strategies. Practical implications Knowledge on preferences of different water conservation measures among the construction professionals and their effectiveness on construction site could help the construction companies to device strategies to mitigate water wastage and enhance water use efficiency. It could also help policy-makers to develop guidelines that would have higher probability of acceptance among construction stakeholders. Originality/value The study proposes an extended water hierarchy (3R.6R) by integrating three enabling measures discussed above for the construction project sites.

In the United States, extensive investments have been made to restore the ecological function and services of coastal marine habitats. Despite a growing body of science supporting coastal restoration, few studies have addressed the suite of societally enabling conditions that helped facilitate successful restoration and recovery efforts that occurred at meaningful ecological (i.e., ecosystem) scales, and where restoration efforts were sustained for longer (i.e., several years to decades) periods. Here, we examined three case studies involving large-scale and long-term restoration efforts including the seagrass restoration effort in Tampa Bay, Florida, the oyster restoration effort in the Chesapeake Bay in Maryland and Virginia, and the tidal marsh restoration effort in San Francisco Bay, California. The ecological systems and the specifics of the ecological restoration were not the focus of our study. Rather, we focused on the underlying social and political contexts of each case study and found common themes of the factors of restoration which appear to be important for maintaining support for large-scale restoration efforts. Four critical elements for sustaining public and/or political support for large-scale restoration include: (1) resources should be invested in building public support prior to significant investments into ecological restoration; (2) building political support provides a level of significance to the recovery planning efforts and creates motivation to set and achieve meaningful recovery goals; (3) recovery plans need to be science-based with clear, measurable goals that resonate with the public; and (4) the accountability of progress toward reaching goals needs to be communicated frequently and in a way that the general public comprehends. These conclusions may help other communities move away from repetitive, single, and seemingly unconnected restoration projects towards more large-scale, bigger impact, and coordinated restoration efforts.
