AbstractChara baltica (Hartm.) Bruz. was found in the bays of the northern part of the Black Sea as a result of our joint efforts for clarification of some charophyte species from the region. The species was reported new to Ukraine. This is the first reliable record of this species in the Black Sea Region and Russia. In the studied populations, C. baltica had a variable arrangement of stipulodes because of the presence of extrastipulodes as a common trait. The morphology of the specimens studied may suggest a possible explanation of old uncheckable regional records of C. horrida Wahlst., species known from the Baltic Sea only. The worldwide range of C. baltica was summarised with a map according to the published records, GBIF data and some checked specimens. It highlighted the records, which need to be confirmed. The presence of extrastipulodes in the specimen studied, as well as the indication and illustration of some species of charophytes, allowed to suggest several additions to the terminology of charophyte morphology useful for further studies. Their application was demonstrated with the specimens studied and the illustrations published elsewhere.

The article summarizes the arguments within the scientific challenge on improving approaches to estimate the environmental impact of FDI inflow on the economy. The main objective of the research is to systematize the existing statistical approaches to analyze whether and how the macroeconomic determinants could impact the environment in terms of greenhouse gas emissions. Systematization of theoretical and methodological materials on solving the problem of choice of applying more or less stringent environmental regulations with addition to more efficient industrial technologies which are supposed to have a positive impact on the environment. The relevance of solving this problem is that inceptive of FDI inflow could provide the economy with resources that reduce pollution, create better conditions for workers and local citizens. On the other hand, FDI is not interested in investing in economies with strict environmental legislation. The methodical tools of the research are carried out in the following logical sequence: the systematization of existing statistical methods panel data analysis; analysis of data that will be used in the estimation model and in further country environmental policymaking process; application of fixed and random effects models in estimation of the environmental impact of FDI on analyzed data. The research methods combine in the following dimensions: comparative analysis, regression analysis. The period from 1999 to 2018 was chosen as the research period. The objects of the research are foreign direct investment net inflows into the Baltic-Black Sea region countries` economies and their impact on its environment. The article presents the results of empirical analysis, which showed that FDI inflow has an impact on the environment, but it is severely limited by other more significant determinants. The pollution haven hypothesis in the Baltic-Black Sea trans-national region countries policy in attraction FDI has not been proved considering more strict high-standard environmental legislation in EU countries alongside with increase in GHG emission per capita. The results of the research can be useful within government policy-making processes considering the aim to incentivize FDI inflow. Subject Planned NATO deployments in the Baltic states. Significance NATO military officials discussed the planned deployment next year of 4,000 troops to the Baltic states at the alliance's September 16-18 Military Committee Conference in Split, Croatia. The NATO decision over the summer to deploy four multinational battalions to Estonia, Latvia, Lithuania and Poland is an important signal that NATO continues to reorient itself towards the challenge of an assertive Russia along the alliance's eastern rim, and will have implications for an evolving NATO posture in Europe. Impacts NATO members in the Black Sea region, specifically Romania and Bulgaria, may call for similar arrangements in the future. NATO non-members Finland and Sweden will seek to engage with the multinational battalions to enhance interoperability. The rotating NATO battalions may be ill suited to respond to low-level Russian provocations.

The conceptual bases of resilience in modern political science are analyzed, including the key conceptual approaches that are used in academic studies for understanding the policy of resilience, characterizing the reaction of subjects to stress or threat of any kind and origin. The concept of resilience is applied to analyze the cooperation among the Baltic-Black Sea countries as a regional interaction model which should be formed in order to reduce or avoid security crises. The Baltic-Black Sea countries have developed and formed strong ties in different dimen­sions among one another, opening an opportunity for intellectual adventures in the area of the conceptualization of their interaction modes under the regional cooperation frameworks. Based upon the analyzed doctrinal views and available documentary backgrounds on resilience in the UN and the EU, the possible visions and scenarios for the creation of the Baltic-Black Sea region as a resilient one are given. The existing and potential obstacles to cooperation in the region are highlighted. The main threats and challenges for the Baltic-Black Sea region at present are investigated.

While the Baltic Sea Region is considered to be a pioneer region in the development of regional integration and identity, the Black Sea Region is regarded to be a laggard in terms of regionali¬zation and region building. My paper summarizes the role of regional higher education co-operation in the Baltic Sea regionalization process in theory and analyzes the empirical background of these assumptions. Yet, inasmuch an evaluation of the regions` status as a pioneer is possible only in a comparative perspective, I propose to compare the Black Sea and the Baltic Sea Region regarding their higher education networks systematically. My paper asks for the transferability of arguments in favor of a strong regional higher education co-operation in the Baltic Sea Region since the 1990s to today’s situation of the Black Sea Region. It concludes with some fundamental considerations on a comparative research project.
