Purpose – The purpose of this paper is to define the problem and to initiate discussion on library evaluation as significant part of institutional evidence-based management from public administration approach. Design/methodology/approach – In order to fulfilling the purpose, special attention to present the concepts of valuing information, library performance evaluation, measurement, etc. is drawn, main evaluation functions are analysed. Economic aspects of information services vs intellectual ones are discussed. Consistent patterns and principles of public administration as well as possibilities of public administration influence in creation of systematic base of library performance evaluation as well as of information services impact to the user are analysed. Findings – The paper provides insights about different aspects of information services evaluation. Results of analysis of economic aspects of information services vs intellectual ones are presented, consistent patterns and principles of public administration, possibilities of public administration influence in creation of systematic base of library performance evaluation as well as of information services impact to the user possibilities are presented. Originality/value – The paper fulfills need to study how public administration could involve library evaluation as tool for evidence-based decision making.

Sentiment analysis is a natural language processing (NLP) task of identifying orextracting the sentiment content of a text unit. This task has become an active research topic since the early 2000s. During the two last editions of the VLSP workshop series, the shared task on Sentiment Analysis (SA) for Vietnamese has been organized in order to provide an objective evaluation measurement about the performance (quality) of sentiment analysis tools, and encouragethe development of Vietnamese sentiment analysis systems, as well as to provide benchmark datasets for this task. The rst campaign in 2016 only focused on the sentiment polarity classication, with a dataset containing reviews of electronic products. The second campaign in 2018 addressed the problem of Aspect Based Sentiment Analysis (ABSA) for Vietnamese, by providing two datasets containing reviews in restaurant and hotel domains. These data are accessible for research purpose via the VLSP website vlsp.org.vn/resources. This paper describes the built datasets as well as the evaluation results of the systems participating to these campaigns.

Despite previous research, the field of counter-violent-extremism has not benefited significantly from evaluation. By comparison, and despite a number of challenges, the evidence-based healthcare movement has an established track record of using evaluation to develop practice. We seek lessons from the evidence-based healthcare movement about what it might take to develop evaluation capacity in the emerging field of counter-violent-extremism. Based on this, we offer a framework for measurement in counter-violent-extremism: the ‘Violent Extremism Evaluation Measurement Framework’. We map out states and manifestations associated with violent extremism and radicalisation, then suggest how to measure levels and changes in relevant attributes.

Accrediting bodies require consistency in evaluation, measurement, and teaching across modalities. Simultaneously, mission-driven education is a priority whereby program goals and course level outcomes consistently reflect the mission at the classroom level. With the prevalence of online teaching, educators need to convert in-person classes to other formats while maintaining consistency that aligns with the school's mission. This is challenging because some classes are not a natural candidate for online. This chapter presents a conceptual model of instruction for teaching across modalities for any course to align the assurance of learning process so that the class level will reflect mission, program, and course-level outcomes across modalities. It is an instructional model that classifies educational course goals and objectives by providing a systematic, organizational structure that can be utilized for teaching any subject as in-person, online, or hybrid.

This chapter explores how music teachers may assess students in ways unique to music education while remaining open to using the components of teacher evaluation to improve their assessment practices. First, the chapter reviews how assessment is commonly part of teacher evaluation. Second, it briefly covers some critiques of the assessment aspects of teacher evaluation. Third, the chapter defines some common vocabulary and tenets used in assessment. These include assessment, evaluation, measurement, validity, triangulation, data, and formative and summative assessments. This vocabulary may help music teachers work through these critiques of assessment. Finally, the chapter provides specific ways music teachers might apply assessment vocabulary and tenets to the assessment components of teacher evaluation. This includes when teachers are required to create the assessments alone or in a group and when assessments are chosen or mandated by the district or state. Sample assessments are included in the chapter.

The concept of presence was initially associated with an instant messaging service, allowing an end user to recognize the presence of a peer online to send or receive messages. Now the technology has grown up to include various services like monitoring performance of any type of end user device, and services are accessible from anywhere, any time. The need for enhanced value remains the driving force behind these services, for example, Voice over Internet Protocol (VoIP) services, which is drawing tremendous research interest in services performance evaluation, measurement, benchmarking, and monitoring. Monitoring service level parameters happens to be one of the most interesting application-oriented research issues because various service consumers at the customer companies/end users’ level are finding it very difficult to design and monitor an effective SLA (Service Level Agreement) with the presence-enabled service providers. This chapter focuses on to these specific issues and presents a new approach of SLA monitoring through Data Envelopment Analysis (DEA). This extreme point approach actually can work much better in the context of SLA monitoring than general central-tendency-based statistical tools, a fact which has been corroborated by similar application examples of DEA presented in this chapter and has therefore it acts as the primary motivation to propose this new approach. Towards this end, this chapter first builds up the context of presence-enabled services (Day, Rosenburg, & Sugano, 2000), its SLA and SLA parameters, and the monitoring requirements. Then it explains the basics of DEA and its application in various other engineering and services context. Ultimately, a DEA application framework for monitoring an SLA of presence-enabled services is proposed which can serve as a clear guideline for the customers of presence-enabled services, not only for SLA monitoring but also at various other stages of implementing presence-enabled services frameworks. This approach exploits the definitive suitability of the application of DEA methods to presence-enabled service monitoring problems, and can be easily implemented by the industry practitioners.
