Purpose – The purpose of this paper is to define the problem and to initiate discussion on library evaluation as significant part of institutional evidence-based management from public administration approach. Design/methodology/approach – In order to fulfilling the purpose, special attention to present the concepts of valuing information, library performance evaluation, measurement, etc. is drawn, main evaluation functions are analysed. Economic aspects of information services vs intellectual ones are discussed. Consistent patterns and principles of public administration as well as possibilities of public administration influence in creation of systematic base of library performance evaluation as well as of information services impact to the user are analysed. Findings – The paper provides insights about different aspects of information services evaluation. Results of analysis of economic aspects of information services vs intellectual ones are presented, consistent patterns and principles of public administration, possibilities of public administration influence in creation of systematic base of library performance evaluation as well as of information services impact to the user possibilities are presented. Originality/value – The paper fulfills need to study how public administration could involve library evaluation as tool for evidence-based decision making.

Straipsnio tikslas – pažvelgti į bibliotekų, kaip viešojo sektoriaus institucijų, veiklos vertinimą viešojo administravimo požiūriu. Keliama sėkmingo bibliotekų veiklos vertinimo užtikrinimo problema. Bibliotekos, patirdamos spaudimą šiuolaikinėje konkurencinėje aplinkoje, privalo įgyvendinti priemones, užtikrinančias kokybišką jų veiklos rezultatą. Straipsnyje analizuojamas bibliotekos veiklos vertinimas kaip svarbi institucijos vadybos dalis viešojo administravimo požiūriu. Pateikiama vertinimo samprata, aptariama viešojo sektoriaus institucijų veiklos vertinimo specifika, vertinimo svarba bibliotekų sėkmingai plėtrai ir veiklumui užtikrinti. The main task is to analyse the issue from the point of view of public administration. Such evalua­tion is analyzed in comparison with other instruments of public management (performance / internal audit, activity management). The main evaluation functions (improvement of strategic planning, accountability, knowledge production, marketing, community con­solidation, enlightening and learning) are described. The present research emphasizes that evaluation users attempt to ensure several functions. The choice of the functions depends on the aim of the user of evaluation information, evaluation type or even the approaches of evaluation organization in the country. For assessing library performance, the four-level approach comprising the infrastructure of a library, its innovativeness, human resources, the quality of the place is presented. Valuing information, the information services as well as the overall public sector performance and its results are still challeng­ing for libraries all over the world. Articulating and demonstrating the value and impact of information services in libraries as well as the whole library per­formance are still a major challenge for information management. It makes particular difficulties for de­veloping an adequate institutional management and library administration. A lot of efforts to find the best ways for creating and implementing evaluation cul­ture for information institutions, including libraries, are being made. Purpose This study aims to examine and understand South Korea’s (S. Korea) COVID-19 response operations, a notable case for other countries to emulate, and suggest some practical implications for other countries struggling with coping with the current pandemic. Design/methodology/approach To examine the case, the authors propose a new theoretical framework based on concepts of the whole community approach in the emergency management field and on co-production in public administration studies, and use the theoretical framework to analyze the details of S. Korea’s whole community co-production for COVID-19 response. Findings The findings demonstrate that the successful pandemic response in S. Korea is attributable to a nationwide whole community co-production among multiple actors, including government, various industries, sectors, jurisdictions and even individual citizens, within and across relevant public service and public policy domains. Originality/value This study suggests a new theoretical framework, whole community co-production, which contributes to the conceptual advancement of co-production in the field of public administration and a whole community approach in the field of emergency and crisis management. The framework also suggests practical implications for other countries to integrate whole community coproduction that may transform current response operations to cope with COVID-19.

Purpose – This paper aims to present findings from a study of non-profit organizations (NPOs), including a model of knowledge needs that can be applied by practitioners and scholars to further develop the NPO sector. Design/methodology/approach – A survey was conducted with NPOs operating in Canada and Australia. An analysis of survey responses identified the different types of knowledge essential for each organization. Respondents identified the importance of three pre-determined themes (quantitative data) related to knowledge needs, as well as a fourth option, which was a free text box (qualitative data). The quantitative and qualitative data were analyzed using descriptive statistical analyses and a grounded theory approach, respectively. Findings – Analysis of the quantitative data indicates that NPOs ' needs are comparable in both countries. Analysis of qualitative data identified five major categories and multiple sub-categories representing the types of knowledge needs of NPOs. Major categories are knowledge about management and organizational practices, knowledge about resources, community knowledge, sectoral knowledge and situated knowledge. The paper discusses the results using semantic proximity and presents an emergent, evidence-based knowledge management (KM)-NPO model. Originality/value – The findings contribute to the growing body of literature in the KM domain, and in the understudied research domain related to the knowledge needs and experiences of NPOs. NPOs will find the identified categories and sub-categories useful to undertake KM initiatives within their individual organizations. The study is also unique, as it includes data from two countries, Canada and Australia.

Purpose Copyright law supposedly brings a balance between copyright owners and information users as a way of creating a harmonious relationship. The purpose of this paper is to examine the relationship between Kenya’s Copyright Act and the provision of information services in public university libraries in Kenya. Design/methodology/approach The study was informed by both the organization theory and the social systems theory which, respectively, provided a base for discussion on the library and its basic functions, and an interdisciplinary approach that accommodate library services and law. Data were collected from a sample of 77 librarians from public universities libraries, and analyzed using the qualitative method. Findings The study established that librarians were reasonably aware of the copyright Act. However, they were apprehensive and uncertain about copyright effect on the library. Evidence from the study showed that librarians needed to extend their knowledge and understanding of the copyright law for the effective provision of information services. The paper concludes that there is scope for librarians, using their wealth of knowledge and expertise, to make relevant and useful suggestions on copyright. Such contribution would assist in bringing harmony in the use of copyrighted materials. Originality/value These findings are original and will be useful in giving general direction on copyright. The study highlights the important issue of universities as parent institutions providing needed leadership in the copyright area.

Purpose This paper aims to investigate the service demand of existing users and potential users for mobile information services provided by university libraries in China. The primary objective is to explore the impact of user experience on user needs, which is conducted by a comparison between two user groups over their needs from three aspects – service function, service mode and information content. Design/methodology/approach Data were collected from 353 library users from ten Chinese universities via questionnaires. Based on the user needs model, three dimensions of user needs were established for mobile information services and 26 measurement items were generated through a review of the literature. Furthermore, based on frequency analysis, independent samples t-test and the calculation of need rate, the demand differences in mobile information services between existing and potential users were explored. Findings Significant differences existed in the needs for service functions and service modes of mobile information services between existing users and potential users. Existing users cared more about such characteristics as intelligence, personalization and the variety of mobile services. Potential users, in contrast, concerned themselves more with the usability of mobile services and similarity to traditional information services. These two user groups showed little difference in the needs for information content, as they both have strict requirements for specialty, richness in and quality of information resources in mobile network environments. Originality/value Previous research on user needs for mobile libraries services has been primarily conducted from the perspectives of existing users. This study, however, compared the needs of existing and potential users based on their previous experiences, which can help libraries to know better what their users need and improve the quality of mobile information services to meet those needs. This can also make existing users more willing to use the services and cultivate the usage habits of potential users at the same time.

Purpose – Destination marketing systems (DMS) represent a vital inter-organisational information system (IOIS) for supporting the collaborative e-marketing strategies of tourism firms and the competitiveness of tourism destinations. However, many DMS have failed to deliver the expected outcomes, while the performance measurement of DMS has not been thoroughly investigated in the literature so far. The study synthesises research from the fields of DMS, IOIS and collaborative practices for investigating the perceptions of various tourism DMS stakeholders about the evaluation of DMS performance. The paper aims to discuss these issues. Design/methodology/approach – The study conducted a nation-wide survey for measuring the perceptions of various tourism DMS stakeholders in Greece about the importance of the roles that DMS should serve as well as the items that should be used for measuring the performance of these DMS’ roles. Findings – The findings showed that the public and private stakeholders held different perceptions about the roles of DMS as well as about the metrics that need to be used for evaluating DMS performance. The findings also showed that the perceptions that stakeholders hold about the roles of the DMS influence their perceptions about the performance evaluation of DMS. Research limitations/implications – The findings are based on evaluating a specific type of IOIS and sector/context. Thus, caution is required in generalising the results to other types of IOIS and social/environmental contexts. Practical implications – The study highlighted that the performance and success of DMS, and of IOIS projects in general, require the nurturing of a collaborative culture and the co-ordination of the various stakeholders’ perceptions and interests. Originality/value – The study addresses the gap in DMS performance evaluation and it contributes to the literature about IOIS evaluation by adopting a stakeholders approach.
