Introduction:The known methods of adaptive management of information network protection with special security measures are not effective enough in modern conditions, as they only take into account collected and processed data on security events and do not analyze the dynamics of the actions.Purpose:Developing a method of adaptive control of information network protection based on the analysis of violator's actions.Results:A method has been proposed for adaptive management of information network protection. Unlike other known methods, it is based on analyzing the dynamics of the violator's actions and determining the situational confrontation parameters under stochastic uncertainty. The method includes situation monitoring, operational control of the sequence of violator's actions, modeling the attacker's strategy, determining the situational parameters with a reliable prediction of the intrusion strategy. During the analysis, the network administrator receives information about the priority purposes of an intruder, the tools used and the vulnerabilities of the network. This provides an opportunity to promptly take measures to increase the security of the network and avoid its compromise.Practical relevance: Тhis approach allows you to maintain the operation of automated management systems for an organization with integrated structure, taking into account the scaling in planning and making changes to the structure on the background of information confrontation at the required level when multiple threats are changing their dynamics.

The chapter argues that natural disasters are common concerns in the international community. At the same time, the current international cooperation mechanism, based on the principle of equal sovereignty, require prior consent by the state affected by a natural disaster. Unfortunately, this is not always an efficient tool for the protection of victims. The globalization of problems and the proliferation of humanitarian crises make the veritable solidarity of the international community increasingly necessary, and therefore another high value, namely international solidarity or community obligations, should create direct and immediate obligations for all members of the international community. The main object of this chapter is to discuss the future-oriented direction of the law on natural disasters. This means, first, to ascertain the lex lata, especially customary rules. The chapter further offers some suggestions on possible ways for the international community to provide more effective relief for victims of natural disasters.

As for the academics and policymakers, more attention has been given to the issue on how to reduce environmental pollution through the cooperation of environmental regulation and local officials’ promotion incentives. With the use of a city-level panel data of 266 Chinese cities from 2005 to 2016, this study preliminary explores the impacts of environmental regulations, local officials’ promotion incentives, and their interaction terms on urban environmental pollution at national and regional levels by using the spatial Durbin model. The results indicate that the impacts of environmental regulations and local officials’ promotion incentives on urban environmental pollution have achieved the desired goal with the other’s cooperation, and their interaction term’s coefficients on urban environmental pollution are significantly negative. Moreover, spatial heterogeneity is established, and the uneven development of urban environmental pollution among different regions deserves more attention. In order to effectively reduce the level of urban environmental pollution in China, the government should focus on such solutions as enhancing the implementation and supervision efficiency of environmental regulation, optimizing the performance appraisal system of local officials, improving the synergistic effects of environmental regulations and local officials’ promotion incentives, and establishing a multi-scale spatial cooperation mechanism based on both geographical and economic correlations.
