Abstract Establishing cooperation in transboundary rivers is challenging especially with the weak or non-existent river basin institutions. A nexus-based approach is developed to explore cooperation opportunities in transboundary river basins while considering system operation and coordination under uncertain hydrologic river regimes. The proposed approach is applied to the Nile river basin with a special focus on the Grand Ethiopian Renaissance Dam (GERD), assuming two possible governance positions: with or without cooperation. A cooperation mechanism is developed to allocate additional releases from the GERD when necessary, while a unilateral position assumes that the GERD is operated to maximize hydropower generation regardless of downstream users' needs. The GERD operation modes were analysed considering operation of downstream reservoirs and varying demands in Egypt. Results show that average basin-wide hydropower generation is likely to increase by about 547 GWh/year (1%) if cooperation is adopted when compared to the unilateral position. In Sudan, hydropower generation and water supply are expected to enhance in the unilateral position and would improve further with cooperation. Furthermore, elevated low flows by the GERD are likely to improve the WFE nexus outcomes in Egypt under full cooperation governance scenario with a small reduction in GERD hydropower generation (2,000 GWh/year (19%)).

In the current climate of pursuing educational equity, the construction of educational community is a worthwhile experiment in achieving equitable development of urban and rural education. Establishing a multi-channel cooperation mechanism between urban and rural schools and giving full play to the existing high-quality educational resources are feasible and efficient ways to reach quality and equity education. Based on the technology of Internet plus satellite live broadcasting and its own resource advantages, Zhengzhou No.1 High School constructed an educational community across time and space, which effectively promotes balanced development of education in the region and has enhanced the overall educational level there.

Objectives: We face the impossibility of having enough COVID-19 vaccines for everyone in the near future. This study aims to contribute to the debate on equitable global access to COVID-19 vaccines, tackling key ethical discussions and policy challenges regarding early phases of COVAX, the global cooperation mechanism for supporting fair vaccine allocation.Methods: We conducted in-depth interviews with twelve experts and a literature research on academic articles, media sources and public statements. We built a data analysis matrix and conducted a thematic analysis.Results: Our findings show, first, that interviewed experts who hold different views on vaccine allocation, including moderate nationalist perspectives, agree on joining a global cooperation mechanism. Second, incentives to join COVAX vary greatly among countries. Third, specific barriers to COVAX emerged in the early implementation phase. And fourth, countries might be trapped in a zero-sum game regarding the global vaccine supply.Conclusion: We present findings that enrich analyses of early phases of COVAX (April 2020–21), we introduce three ethical discussions that provide a common ground for equitable access to COVID-19 vaccines, and we highlight policy challenges.

To explore the electronic warehouse receipt pledge financing cooperation mechanism in the alliance formed between loan enterprises, commercial banks, e-commerce platforms, and logistics enterprises, by constructing a tripartite evolutionary game model, the game equilibrium strategy is then obtained, and the influencing factors of the cooperation mechanism are further simulated. It was found that in this tripartite evolutionary game, the stable strategy combination occurs when the loan enterprise chooses to repay on time, the platform alliance chooses to provide services, and the commercial bank chooses to continue to cooperate. However, heterogeneity exists in the influencing factors for the three-party selection strategy in the game, which is manifested in the fact that the higher the realization rate of the pledge, the more evolution is required in the selection strategy for loan enterprises to continue cooperating. The higher the information service fee, the higher the enthusiasm of the platform alliance in choosing to provide services. Credit levels, loan interest rates, and pledge realization rates are all important factors that affect the choice strategy of commercial banks.

In the blockchain network, to get rewards in the blockchain, blockchain participants pay for various forms of competition such as computing power, stakes, and other resources. Because of the need to pay a certain cost, individual participants cooperate to maintain the long-term stability of the blockchain jointly. In the course of such competition, the game between each other has appeared invisibly. To better understand the blockchain design of cooperation mechanisms, in this paper, we constructed a game framework between participants with different willingness, using evolutionary game theory, and complex network games. We analyzed how the behavior of participants potentially develops with cost and payoff. We consider the expected benefits of participants for the normal growth of the blockchain as the major factor. Considering the behavior of malicious betrayers, the blockchain needs to be maintained in the early stage. Numerical simulation supports our analysis.

Natural disasters have obvious cross-regional and compound characteristics. Cross-regional emergency cooperation for natural disasters deepens the diversification of coordination relations and the complexity of interaction modes among emergency response organizations, including horizontal and vertical organizational interactions. In order to clarify the cooperation mechanism of emergency organizations during cross-regional emergency cooperation for natural disasters and to explore the key factors that affect the cooperative relationships of emergency organizations, in this study, a game model is constructed based on evolutionary game theory, which is composed of local, neighboring, and central governments. Then, the stability of the emergency game strategy is analyzed. On this basis, a numerical simulation is used to simulate the dynamic evolution trajectory of the game system. The results show that there is an embedded mutual promotion mechanism that evolves towards a positive emergency strategy combination among the game subjects. The selection strategies of the game subjects show the characteristics of consistency and the following: enhanced cooperation efficiency between local and neighboring governments, emergency capital stock, and shared resources, therefore, guiding social emergency forces to actively participate in emergency operations. Strengthening the emergency dispatching strength of the central government and the effectiveness of central–local emergency dispatching, can support the performance of cross-regional emergency cooperation for natural disasters. Furthermore, the efficiency of cooperation between local and neighboring governments will be enhanced.
