This paper describes a new conceptual approach of e-government application development in which end users such as government managers, responsible officials and citizens at different levels can engage in effective service delivery, particularly in the agricultural sector. This approach provides end-user specific customizable provisions in which responsible government officials can design public services for the target end-user groups/local citizens such as primary producers. In the G2C (Government to Citizen) dimension, the author focuses on a hypothetical case of an e-government solution that provides various agricultural extension services such as training, awareness, consultation services, and knowledge sharing services provision, according to individual or farming requirements. This initiative reinforces a shift from the traditional information portal process to a new provision where citizens/primary producers can actively contribute in designing their useful services from the relevant government agencies. This paper presents a generic process model and identifies the critical interplaying roles between the end-user groups. The study argues that the process model may be operationalized in various other government service sectors.

In Germany, public environmental data are in the responsibility of several different public organisations and institutions. The German Environmental Information Portal PortalU® (www.portalu.de) is a web service operated by the environmental administrations to make digital environmental information easier accessible, usable and exploitable for both citizens and environmental experts. The fruitful long-time co-operation between the environmental administrations is an example for a well working organisational structure within a federal state. In this chapter the PortalU technology and the content of the portal are presented. Due to the current discussion referring to INSPIRE, a special focus is set on publishing INSPIRE conform metadata.

Citizens call for timely and high-quality environmental information for reasons of awareness and personal well-being. Only an informed citizen will be in the position to participate in urban environment decision making and planning. This interest recommends an easy-to-understand and easy-to-access presentation of such up-to-date information. Rather than presenting raw data in an extensive fashion, one ought to engineer customizable information services that can be tailored to individual user groups, be it for reasons of content or be it for reasons of citizen’s ease of access. Apnee has designed information services that draw upon various information channels, such as mobile technologies, interactive portals for the Internet, as well as street panels for municipality usage scenarios. In a nutshell, the Apnee system promotes user-friendly information management and dissemination services via multiple information channels, effectively combining information content and service providing schemes. This dissemination platform can be applied not only to the environmental sector but also in multiple information domains. Based on the Apnee approach, environmental information turns into an attractive product (electronic information service).

In recent years, in the Russian Federation there has been an increase in the levels of radiofrequency electromagnetic fields in residential areas, including due to an increase in the number of base stations (BS). The purpose of sanitary and epidemiological surveillance at the stages of placement and commissioning of base stations (BS) is to prevent their adverse effects on public health. The increase in the number of base stations, together with the advent of new electronic equipment and antennas, provide opportunities for improving the processes of their accounting at the stage of placement and monitoring of the levels of radiofrequency electromagnetic fields at the operation stage. This automation tool can be a geo-information portal for providing sanitary and epidemiological surveillance of cellular base stations. The prototype of the geo-information portal allows both calculating the size of sanitary protection zones (SPZ) and building restriction zones (RZ) from the BS in online mode, displaying the results of calculations in graphical form and issuing sanitary and epidemiological conclusions for the placement and operation of base stations. The geo-information portal has the ability to synchronize with the data of the radio frequency center. Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing will be able to receive up-to-date analytical data. There will be completely automated processes of collecting, processing and storing information on BS.

The increasing interest towards abstracting as a type of analytical and synthetical information processing due to science globalization trend, is emphasized. The professionals who study this primary information compression are bibliographers, linguists, and information specialists. The author argues that modern professors and students all have to and must learn abstracting in accordance with the international standards for scientific, research, reference and instructional works.The author points to the diversity of the national lexicographical studies and, based on the abstracts index obtained as a result of her study, characterizes the current trends in abstracting linguistic dictionaries. The key user groups are defined. Publishers’ abstracts of dictionaries are discussed and represented. The example of dictionary Internet-based abstract analysis is given (50 items). Based on the abstracts texts, main negative factors to impact information value of this secondary information source are revealed, that is: lacking data essential for users, incomplete description of targeted readership, etc.The author introduces a model plan for digital guides of Russian lexicographical works and complements the plan with the systematic aspect analysis. She concludes that abstracting is an intellectually intensive process. It is underexplored as far as lexicographical works are concerned, and offers many possibilities for further studies.

This case demonstrates the utility of the 3Es (effectiveness, efficiency, and equity) in examining Reducing Emissions from Deforestation and Forest Degradation (REDD+) project in Nepal. REDD+ offers results-based payments for conserving and managing forests sustainably and enhancing forest carbon stocks. This will benefit communities’ efforts to conserve forest resources and prevent deforestation; conserving integrity of forests in turn benefits the global carbon budget. This case uses the 3Es to examine one case in Nepal of distributing the REDD+ funds among local participants. Of the 3Es, equity is getting attention worldwide but there is still debate on which principle of 3Es should be given priority to achieve overall effectiveness of REDD+. This case finds that equity is a fundamental requirement to achieve the other Es (efficiency and effectiveness) in REDD+ implementation. Further, I find that distributive equity is the most important and understood in three different ways in Nepal: rights, needs, and performance. There is an argument between communities and experts on which equity should be given priority. I recommend that the issue of needs based equity vs. performance-based equity should be solved by formation of guidelines of sharing benefits at two levels. First, the benefit distribution from international sources/markets to community forest user groups should be based on the ownership of carbon and performance of communities participating in REDD+. Second, at community level, communities should decide on the form of benefit distribution according to their needs. The primacy of equity in this case will likely find international echoes in other environmental policies and in other countries.
