The Role of End User in E-Government Application Development

This paper describes a new conceptual approach of e-government application development in which end users such as government managers, responsible officials and citizens at different levels can engage in effective service delivery, particularly in the agricultural sector. This approach provides end-user specific customizable provisions in which responsible government officials can design public services for the target end-user groups/local citizens such as primary producers. In the G2C (Government to Citizen) dimension, the author focuses on a hypothetical case of an e-government solution that provides various agricultural extension services such as training, awareness, consultation services, and knowledge sharing services provision, according to individual or farming requirements. This initiative reinforces a shift from the traditional information portal process to a new provision where citizens/primary producers can actively contribute in designing their useful services from the relevant government agencies. This paper presents a generic process model and identifies the critical interplaying roles between the end-user groups. The study argues that the process model may be operationalized in various other government service sectors.

The existing approach to requirements extraction is that the requirements are formed by the system developer through direct interaction with the customer using a number of methods (for example, interviewing; prototyping; analysis of use cases; user stories; seminars, etc.). In this case, most often the requirements are formed by the developer himself, taking into account the opinion of the customer’s representative. The disadvantage of the existing approach is the problem of loss of knowledge transferred from the customer’s representatives to the developer, which results in the failure of projects, which is recorded by the existing statistics. As statistical studies show, more than half of projects for the creation of information systems (IS) are failures or require changes (in terms of budget, time and customer satisfaction). In modern research in the field of__ design and development of information systems, there is a tendency to involve the end user (customer) in the design process. To develop this idea, an approach is proposed to involve the user in the process of extracting requirements, where the developer will no longer be the person forming the requirements. The main idea of the approach is to develop special tools that allow you to independently transform the customer’s natural language into such a form of representation of the model of the process of solving professional problems, from which an interface will be built, which will allow extracting functional requirements from the unity (process model and interface).

Summary Objectives: To analyze and to optimize interdisciplinary clinical processes, to introduce an IT-supported model for demand-driven system evolution in healthcare, and to demonstrate the feasibility of the approach for a clinical example and to present an evaluation. Methods: System evolution and change management are viewed as two sides of the same coin, thus formal methods for process analysis and IT system evolution were embedded into a goal-oriented change management model. Based on a process model, a Failure Mode and Effects Analysis (FMEA) and a computer simulation were performed. A tool for rapid application development (RAD) was used to incrementally improve the healthcare information system according to newly arising needs. Results: Each of the formal methods used contributed to the successful reorganization of the interdisciplinary clinical process. An evaluation demonstrated significant improvements. An integrated IT application was implemented to support the optimized process. Conclusions: Process improvement is feasible and effective when formal methods for process analysis and requirements specification are used in a reasonable and goal-oriented way. It might be necessary to trade off costs and benefits or simplify a given method in the context of a particular project. As the same information is utilized in different tools, it is supposed that the efforts for process analysis, documentation and implementation of adapted applications could be reduced if different tools were integrated and based on a single coherent reference model for description of clinical processes.

The design of the land certificate filing system was built to facilitate the work process in managing land certificate records, especially in the field of archives at the Aceh Besar National Land Agency, which is intended to streamline computerized data processing to support technical implementation in carrying out more accurate land certificate data processing, effective and efficient. A land certificate is a tool or means to convey statements or information in writing from one party to another party. Such information can be in the form of notifications, statements, requests, reports, objections, thoughts, questions, and so on. The design of the system used by the Rapid Application Development (RAD) method, a software development process model classified as incremental (multilevel) techniques. Applications used for making applications are Microsoft Visual Basic .NET as interface design and Microsoft Office Access as a DBMS. The design of the Information Systems Application System for Employee Work Target Compilation (SKP) is based on the method of evaluating civil servant work performance systematically combining the Civil Service Employee Work Target assessment with work behavior assessment. Performance appraisal consists of two elements, namely SKP and Work Behavior, with an assessment weighting of SKP elements at 60% and work behavior at 40%. From the depiction of the service mechanism at the KEMKUMHAM Aceh, an integrated information system is needed to assemble the existing subsystems into a mutually supportive unit given the still not optimal role of the computerized system in the existing service mechanism. The purpose of this study was to design an Information System for Employee Job Target Compilation (SKP) Application at the Regional Office of the Ministry of Law and Ham Aceh using Visual BASIC.NET. The design of the system used by the Rapid Application Development (RAD) method, a software development process model classified as incremental (multilevel) techniques. RAD emphasizes short, short, and fast development cycles, and data collection techniques using research methods by observation, interview, and literature study. The tools used are Microsoft Visual Basic .NET as an application in interface design and Microsoft Office Access as a DBMS.
