All political systems have limitations in their information processing and action capacities to face large-scale crises and challenges, but especially if they happen to be too hierarchically and centrally controlled systems. In contrast, some other cultures whose political structure is heterarchically organized, such as the Zenú, the Muiscas, and the Tayronas in pre-Hispanic Colombia, presented adaptiveness even without advanced scientific knowledge and without powerful centralized top-down control. We therefore propose that creating and analyzing computer models of their decentralized processes of management could provide a broader perspective on the possibilities of self-organized political systems. Our hope is that this approach will eventually go beyond the scope of basic science. It seeks to promote more computer-model-based research of social systems that exhibit an adaptive balance of flexibility and robustness, i.e., systems that do not rely on the current ideal of rule-based control of all systemic aspects, with the practical aim of improving current social and political processes.

AbstractThis paper addresses a license plate localization (LPL) algorithm for a complex background. Most of LPL algorithm works on restricted conditions, as well as on a principle of sequential elimination of blocks from image level to final LP candidate region. In most of algorithms, blocks are filtered out for not satisfying required LP features in a top-down approach and this may result in a poor efficiency in a complex scenario. The major steps of the proposed approach are adaptive edge mapping, saliency measure of edge based rules with confidence level estimation using fuzzy rules and final step for reassessment of decision by colour attributes filtering. The proposed algorithm is adaptive to across the country variations in LP standards, as well as it is tested on two data sets each one consisting of more than 700 images, set-1 being for good images while set-2 including only constrained images. The algorithm is tested for a low contrast due to overexposure or poor lighting, existence of multiple plates, variation in aspect ratio and compatible background conditions. It has been observed, that the performance degradation imposing complex condition is nominal.

This article argues that each and every federal agency serves one customer — the American public— and that agencies learn about that customer from the top down, through the political process and the laws and regulations emulating from that process. For this reason, the bureaucracy is an essential ingredient in the management of federal agencies. The National Performance Review's assertion that bureaucrats are unnecessary and get in the way of line managers and employees misses the mark. Bureaucrats are at the very core of government. Properly conceived, they are the public's customer representatives, working to make sure agencies are managed in accordance with the public interest. Reinventing the bureaucracy may be a good idea, but eliminating it or weakening could be a terrible idea, making agencies even less responsive to the public's needs. Some key suggestions for how the bureaucracy can be improved are offered including: constantly improve the bureaucracy's rules, flatten the organizational structure, build partnerships with others outside the bureaucracy, use expert systems, and reengineer rule-based processes. Professionals in the federal bureaucracy — including human resource management professionals — are currently being challenged to demonstrate why they are needed. This article provides a clear, logical argument supporting the importance of the bureaucracy.

This study explored whether or not standard administration and scoring of conventional articulation tests accurately identified children as phonologically disordered and whether or not information from these tests established severity level and programming needs. Results of standard scoring procedures from the Assessment of Phonological Processes-Revised, the Goldman-Fristoe Test of Articulation, the Photo Articulation Test, and the Weiss Comprehensive Articulation Test were compared for 20 phonologically impaired children. All tests identified the children as phonologically delayed/disordered, but the conventional tests failed to clearly and consistently differentiate varying severity levels. Conventional test results also showed limitations in error sensitivity, ease of computation for scoring procedures, and implications for remediation programming. The use of some type of rule-based analysis for phonologically impaired children is highly recommended.

The role of top-down processing on the horizontal-vertical line length illusion was examined by means of an ambiguous room with dual visual verticals. In one of the test conditions, the subjects were cued to one of the two verticals and were instructed to cognitively reassign the apparent vertical to the cued orientation. When they have mentally adjusted their perception, two lines in a plus sign configuration appeared and the subjects had to evaluate which line was longer. The results showed that the line length appeared longer when it was aligned with the direction of the vertical currently perceived by the subject. This study provides a demonstration that top-down processing influences lower level visual processing mechanisms. In another test condition, the subjects had all perceptual cues available and the influence was even stronger.

Abstract: Behavioral and PET/fMRI-data are presented to delineate the functional networks subserving alertness, sustained attention, and vigilance as different aspects of attention intensity. The data suggest that a mostly right-hemisphere frontal, parietal, thalamic, and brainstem network plays an important role in the regulation of attention intensity, irrespective of stimulus modality. Under conditions of phasic alertness there is less right frontal activation reflecting a diminished need for top-down regulation with phasic extrinsic stimulation. Furthermore, a high overlap between the functional networks for alerting and spatial orienting of attention is demonstrated. These findings support the hypothesis of a co-activation of the posterior attention system involved in spatial orienting by the anterior alerting network. Possible implications of these findings for the therapy of neglect are proposed.

Aufmerksamkeit kann als Kontrollsystem neuronaler Aktivität verstanden werden, welches Neuroplastizität top-down modulieren hilft. Bisher wurde selten versucht, durch deren gezielte Förderung Funktionswiederherstellungen nach Hirnschädigung zu begünstigen. In vorliegender Studie wurde dies am Beispiel der Aphasie erprobt. 15 Schlaganfallpatienten erhielten ein dreiwöchiges Training der selektiven Aufmerksamkeit mit den PC-Programmen CogniPlus und „Konzentration“ bei fünf Sitzungen pro Woche zusätzlich zur Standardtherapie, 13 weitere bildeten eine Kontrollgruppe ohne Aufmerksamkeitstraining. Zur Effektivitätskontrolle dienten zwei Versionen des Untertests Go/Nogo (Testbatterie zur Aufmerksamkeitsprüfung) und die Kurze Aphasieprüfung. Nach dem Training manifestierte sich zwischen den Untersuchungsgruppen kein Unterschied in Aufmerksamkeits- und Sprachfunktionen; das zusätzliche Aufmerksamkeitstraining war also wirkungslos. Allerdings zeigten Patienten mit deutlichen Aufmerksamkeitsverbesserungen tendenziell weniger Aphasie-Symptome, was die Hypothese aufmerksamkeitsvermittelter Plastizitätsmodulation nach Hirnschädigung partiell stützt.

Zusammenfassung. Aufmerksamkeit wird sowohl als Selektivität in der bewußter Verarbeitung oder auch als selektive neuronale Aktivierung verstanden. Die neuronalen Strukturen, die Objektdiskrimination ermöglichen, erlauben eine Interaktion von datengetriebenen und endogenen top-down Prozessen, die zu einer selektiven Bereitstellung von Verarbeitungs-Ressourcen führen. Zielgerichtetes Verhalten erfordert manchmal einen Wechsel in der Ressourcen-Bereitstellung und eine Konzentration von mentaler Aktivität. Aufmerksamkeitswechsel kann als ein zweiphasiger Prozeß verstanden werden, der aus einer breiten Mobilisierung von Gedächtnis-Ressourcen besteht (angezeigt durch EEG-Theta), gefolgt von einer re-organisierenden Einengung neuronaler Aktivität (angezeigt durch langsames EEG-Alpha). Dieser Beitrag unterstützt die Annahme, daß die Analyse des gekoppelten Wechselspiels aus Mobilisierung und Konzentration in bestimmten Teilen der posterioren und anterioren Rindenregionen ein Schlüssel für das Verständnis von Aufmerksamkeitswechsel sein könnte.
