A method of efficiency evaluation of enterprise participating in public procurements was introduced, as well as analysis instrumentation for digital public procurements under 44 and 223 Federal Laws, based on Loginom analytical platform. Instrumentation includes data cleansing and pre-processing procedures, along with computation implementation of key performance indicators regarding the bidding process.

Abstract: This research aims to determine the contribution of land redistribution activities carried out by the Ministry of Agrarian Affairs and Spatial/National Land Agency on Key Performance Indicators (IKU) which is compiled namely the percentage increase in income of people receiving agrarian reform. Data analysis is done by using spatial pattern to give description of distribution of land redistribution and contribution of land redistribution activity to IKU which have been prepared. The difference of formula applied in calculation of IKU cause unclear amount of contribution of a strategic program especially redistribution of land to IKU. Re-formulation of IKU is the percentage of increase in income of recipients of agrarian reform needs to be done so that the contribution of a strategic activity undertaken can be measured clearly. Keywords : contribution, land redistribution, Key Performance Indicators Intisari:Penelitian ini bertujuan untuk mengetahui kontribusi kegiatan redistribusi tanah yang dilaksanakan oleh Kementerian Agraria dan Tata Ruang/Badan Pertanahan Nasional terhadap Indikator Kinerja Utama (IKU) yang disusun yaitu persentase kenaikan pendapatan masyarakat penerima reforma agraria. Analisis data dilakukan dengan menggunakan pola keruangan untuk memberikan gambaran sebaran pelaksanaan redistribusi tanah dan kontribusi kegiatan redistribusi tanah terhadap IKU yang telah disusun. Adanya perbedaan rumus yang diterapkan dalam perhitungan IKU menyebabkan ketidakjelasan besaran kontribusi suatu program strategis khususnya redistribusi tanah terhadap IKU. Perumusan ulang IKU yaitu persentase kenaikan pendapatan masyarakat penerima reforma agraria perlu dilakukan sehingga kontribusi suatu kegiatan strategis yang dilaksanakan dapat diukur dengan jelas.  Kata Kunci : Kontribusi, redistribusi tanah, Indikator Kinerja Utama

The main purpose of this work is to investigate load sharing methods for 2G/3G cellular networks in order to determine their impact on the network and users. One of the study aims is to analyze the performance of the methods. Moreover the paper provides an overview of the methods circumstances, limitations. Directed Retry and Load Based Handover methods were chosen. Data was obtained from real Lithuanian mobile operator’s network. The paper also discusses the changes in Key Performance Indicators. Pagrindinis darbo tikslas – ištirti vartotojų generuojamų informacijos srautų valdymo 2G/3G korinio ryšio tinkluose metodus, siekiant nustatyti jų įtaką tinklui ir vartotojams. Tyrimo metu analizuojamos įvairių srauto valdymo metodų taikymo tikslingumas, įvertinamos jų taikymo aplinkybės, ribojimai. Darbe supažindinama su srautų valdymo metodų įtaka tinklams ir vartotojams. Taikant Directed Retry ir LBHO (angl. Load Based Handover) srautų valdymo metodus analizuojami iš realaus Lietuvos mobiliojo ryšio operatoriaus tinklo gauti duomenys. Rezultatai apibūdinti įvertinus mobiliojo ryšio tinklo kokybinių rodiklių KPI (angl. Key Performance Indicators) pokyčius ir tam įtakos turinčius veiksnius.

SQL Server Reporting Services is a way to analyze data, create reports using the indicators and gauges. Indicators are minimal gauges that convey the state of a single data value at a glance, and most are used to represent the state of Key Performance Indicators. Manage and harmonize the performance of an institution's educational institutions, especially universities with the performance of individuals or resources, no doubt is one of the essential elements for the success of an entity of the institution. Integrate the performance of an educational institution with individual performance is not an easy process, and therefore required a systematic approach to manage it. Implementation of a strategic management system based Balanced Scorecard can be used as a performance measurement system that will continuously monitor the successful implementation of the strategy of any public educational institution and measure the performance of its resources in a comprehensive and balanced, not the quantity but the emphasis is more concerned with the quality, so the performance of educational institutions at any time can be known clearly. Contribution of Key Performance Indicators to manage and harmonize the performance of any public institution is a solution in providing information to realize the extent of work that has set targets, identify and monitor measures of success, of course, with performance indicators show a clear, specific and measurable.

Three levels of planning can be distinguished in grassland farming: strategic, tactical and operational. The purpose of strategic planning is to achieve a sustainable long-term fit of the farm business with its physical, social and financial environment. In pastoral farming, this essentially means developing plans that maximise and best match pasture growth with animal demand, while generating sufficient income to maintain or enhance farm resources and improvements, and attain personal and financial goals. Strategic plans relate to the whole farm business and are focused on the means to achieve future needs. They should be routinely (at least annually) reviewed and monitored for effectiveness through key performance indicators (e.g., Economic Farm Surplus) that enable progress toward goals to be measured in a timely and cost-effective manner. Failure to link strategy with control is likely to result in unfulfilled plans. Keywords: management, performance
